This article analyzes the process of higher education transformation in Russia as a result of its accession to the Bologna process, as well as the changes caused by digitalization. Emphasis is placed on the magistracy, as this level of higher education involves in-depth training of future professionals for the needs of the digital economy. The aim of the study is to determine students’ information and communication competencies as an integral component of their competitiveness. The sociological research was carried out within the framework of the project ‘Birth of the Russian Magistracy’. The research reflects the results of the magistracy teachers’ and the master students’ survey conducted in Russian regions. It should be noted that students’ digital skills are well developed, and they are more oriented toward ‘traditional’ forms of education than distance education or on-line format. In this case, higher education is considered by students as a significant source of socialization. It should be noted that the Russian magistracy is characterized by a ‘transition’ period in solving the problems of the digital economy. The Bologna Process, Information and Communication Technology, and market forces have brought manyinnovations and great changes to higher education systems throughout Europe. Reforms in higher educationhave taken a new direction, towards making higher education students more autonomous. However, manycountries have not really adopted this innovative way of teaching and still maintain an old ‘transmission’ stylewhich often entails teachers trying to pour knowledge into the minds of their students. Promoting autonomouslearning (the ability of students to manage their own learning) in higher education is crucial both for theindividual and society, as the idea of an academic student comprises critical reflective thinking and theimportance of becoming an independent learner. This article will discuss the importance of promotingautonomous learning throughout self, peer and co-assessment for higher education quality enhancement. Thepaper will examine the case of International Black Sea University’s MA students enrolled in the Higher EducationManagement program. The analyses of a survey will be used to discuss the significance of autonomous learningfor students and their readiness for self, peer and co-assessment.

The article explores the features of modern information and communication technologies implementation in teaching technical English. The specifics of teaching foreign languages for applicants for non-linguistic specialties has its own characteristics, which should be taken into account when constructing and conducting classes. The information society poses new challenges and correspondingly new goals for teachers and applicants to higher education, the achievement of which is ensured by analyzing situational data and creating the environment that would most closely reflect the realities of the modern professional environment, which requires an appropriate level of a foreign language knowledge. It was determined that electronic learning tools act as a catalyst in mastering the material and improve the quality of the educational process. The study analyzed psychological factors that provide an extremely high level of student motivation and form the corresponding priorities in the direction of professional growth. The pedagogical ways of introducing multimedia teaching aids while studying a foreign language are described in detail as a key condition for the fundamental training of a qualified specialist, focused on meeting the needs of the modern market. It is noted that higher education institutions do not yet fully possess educational computer programs and the latest software, which is one of the most pressing problems in the digitalization of the educational process. It is proved that the effectiveness of achieving didactic goals directly depends on the chosen forms and methods of training, and the inclusion of information and communication technologies has such advantages as individualization and intensification of the educational process, an increase in the amount of independent work of the applicant, which is an important component of the Bologna process. In this regard, and with the aim of developing the communication skills of future specialists, ICTs are considered to be the primary element in the training of qualified specialists in economic fields.

The integration and deepening cooperation with Europe within the scope of higher education remains essential for the European integrative aspirations of Ukraine. For years, our country has been a strategic partner of Europe. Since Ukraine gained its independence, the government kept on declaring ambitions to implement the European principles in all sectors of life. So does it concerning the sphere of higher education. In 2005 Ukraine signed the Bologna Declaration and therefore officially joined the Bologna process. To this end, Ukraine assumed obligations to partake in reforming the system of higher education and to implement the European standards of education therein. For many years Ukraine was closely cooperating with European countries within the framework of science and education. Over twenty five years a series of international agreements have been signed between Ukraine and the countries of Europe, both at governmental level and that of the Ministries of Education. Moreover, a number of interdepartmental agreements have been signed at the academic level. May 19, 2017 marks the twentieth anniversary of the Bologna declaration accession of Ukraine. Twenty years of experience of Ukraine’s participation in the Bologna process still generate interest and provoke discussions within the Ukrainian society, foremost in the academic world, as well as among students, professors, politicians, officials, analysts and experts. This article investigates the key elements of Ukraine’s participation in the Bologna process. It as well covers the European-oriented reform of the higher education system for over ten years and analyses the efficacy and success thereof. The article emphasizes benefits and drawbacks of Ukraine’s joining the Bologna process.

The creation and improvement of modern information technologies require higher education institutions to introduce new approaches to learning, ensuring the development of communicative, creative and professional knowledge, and the need for self-education. The introduction of information technology in the educational process of universities is moving to a new stage - the introduction of new multimedia educational materials. A large number of diverse information resources are being created in Russia, which have significantly improved the quality of educational and scientific activities. More and more often multimedia technologies are used in training, the spectrum of which has expanded significantly: from the creation of training programs to the development of a holistic concept for building educational programs in the field of multimedia, the formation of new learning tools. Methodically, the textbooks are structured in such a way that they meet the programs of leading universities in Europe and the requirements of a credit-modular system for organizing the educational process, which laid the foundation in our country like the ECTS system adopted in the Bologna process. The practical value lies in the fact that the textbooks allow students, bachelors, masters and graduate students of technical universities to independently master the knowledge of modern electronics. The materials of the textbook will help specialists in practice in the development, implementation and operation of electronic devices and systems, which are an integral part of electrical, radio engineering, telecommunications, computer, biomedical and other devices and complexes, technological equipment for automating technological processes, marine, space and defense equipment.

The author in the article on the basis of the results of a specific  sociological study shows the importance of traditions and innovations  in the system of managing Russian higher education to  ensure the educational security of the state in the conditions of the  transition of the world economy to science-intensive technologies,  the unification of legislation, and the integration of production. The technology of investigating the problem is presented on the  basis of a complex of theoretical and empirical methods. The  methodology of studying education as an open system in which  traditions are subjected to destruction by the forces and means of a  hybrid war is revealed. Possible threats, dangers, objectivity and  subjectivity of the conflict of traditions and innovations in the  management system of higher education are shown. The author  substantiates the necessity to minimize the conflict by the organization of strategic management of the main institutions of  the society. The shortcomings of our system of higher education  management are revealed, which do not allow implementing the  best practices of the Bologna process. The rationale for introducing  innovations and preserving domestic traditions is presented. The  ways of prevention of conflicts of traditions and innovations in the  system of management of higher education in Russia are determined. The results of the study of the conflict of traditions  and innovations in the system of management of Russian higher  education showed that the introduction of Western educational  innovations led to destructive conflicts. The main reasons for the  contradictions between traditions and innovations are shown.

This article reflects on the insights of higher education teachers about the role that information and communication technologies (ICT) can have in enhancing students' autonomy in the teaching and learning process. In order to accomplish this goal, it was necessary to build a theoretical framework that explored the context of higher education under the assumptions of the Bologna process and educative policies, exploring the encouragement to students’ autonomy and the use of ICT in the teaching and learning process. A quantitative exploratory approach was adopted with the purpose of collecting the insights of teachers involved in two courses of the Portuguese public higher education. The data collection was made through the curricular plans and though a survey to the teachers. With this research, we conclude that teachers reveal efforts to enhance students’ autonomy and feel motivated to use ICT in their educational practices. The most frequently mentioned motivations are that ICT facilitates the access to resources and information, innovates their practice, improves the regulation, tutoring and intervention, and in interaction and communication. Teachers also appear to hold positive perceptions on the potential of ICT to support their teaching and learning process, especially the perception of utility and ease of use of ICT.

The paper attempts to analyze the problems of adjusting the educational process in the EurAsEC countries that have arisen in recent decades in case of unforeseen circumstances. At the end of the 20th century, the ideas of globalization of all areas of the world community's activity led in the field of higher education to a thirst for immediate changes. What prompted the concern of the leading universities in Europe, which train highly qualified for the real sectors of the economy? An analysis of the current situation showed that the realities existing at that time pushed people to action, since analysts of higher education have repeatedly noticed that in the field of many areas of fundamental research, Europe is significantly inferior to the United States. Also noteworthy is the identity of the Nobel laureates. Independent commentators, beyond any emotion, pointed out that the United States has always invested significant amounts of money in the development of science. These problems gave rise to the Bologna process of reforming higher education in Europe. In this regard, the problems are considered and the prospects for the creation and development of a single educational space on the territory of the member states of the Eurasian Economic Union, considered by the authors as an important component of economic integration in the post-Soviet space, are identified. From the standpoint of taking into account foreign experience, as well as existing elements of educational integration within the framework of such associations. as EurAsEC, SCO, CIS, the main directions of integration interaction in the field of education of the EAEU countries are highlighted. The authors made attempts to formulate ways out of the current situation in the Eurasian educational space, especially in cases of unforeseen environmental conditions, such as a pandemic. Although in the educational space under consideration, the state of affairs with the organization, and in particular with funding, research and science is worse, this should not lead to ignoring the interests of both the students themselves and educational organizations in general. Insufficient funding is aggravated by many other factors, which together lead to the conclusion that EurAsia needs innovations designed to “modernize” the structure of education.

Abstract In the last decade, the Bologna Process has underlined many times the need for Student-Centred Learning (SCL), Innovation in Learning and Teaching, providing support to learners and removing obstacles that students face in order to fulfil their potential. As SCL is still at the core of the Bologna Process, the instruments which are meant to record the students’ perspective are very important. However, we consider that there is a deficit regarding the needed research that would lead to efficient ways of delivering positive outcomes for the entire academic community. In that sense, this paper will focus on how national student surveys have been developed in several countries, as there are some reasons to consider this instrument as one of the most efficient, especially in consolidating and developing learning and teaching. The paper will take into consideration three examples from the European Higher Education Area: the National Student Survey (United Kingdom), Studiebarometeret (Norway) and the National Sociological Research about Students’ Satisfaction (Romania) and will approach aspects such as the structures and stakeholders which are involved in developing and coordinating the process, the subjects tackled by these questionnaires, why and how they were selected. Our study provides an insight regarding the usefulness of a national student survey for the future development of European Higher Education Area. It also shows the potential relevance of these questionnaires for the Bologna Process. The paper will also present how these instruments have evolved across time and how they were received by the public opinion. We will draw a set of conclusions starting from examined good practices and the literature review. As a result of this paper, we consider that a national students’ survey represents one of the most useful tools for HE stakeholders in order to assess the quality of learning and teaching.

Buscamos contextualizar a universidade como protagonista na construção de um novo paradigma para educação. Purpose of the study is carrying out the analysis of current trends in education in the conditions of digitalization. In the put modern economic and technological conditions new modern approaches to development of key competences of digital economy, ensuring mass digital literacy of experts and personalisation of educational process are required. For realization of the specified purpose the passport of the Federal project “Shots for Digital Economy” is approved on May 28, 2019. According to target indicators of the Project by 2024 have to be trained on online to programs of development of digital literacy; 120 thousand people have to be accepted on training in programs of the higher education in the sphere of information technologies; about 8 programs of the higher education for the benefit of digital economy are created. The research problem – to establish as far as realizuyema goals.Materials and methods. For the purpose of the description of the current situation methods of descriptive statistics are used. The analysis of information collected during the sociological poll organized and held by PPS of department of statistics together with ANO Council for Questions of Management and Development at Department of work and social protection of the population of the city of Moscow is provided. Methods of visualization of data are applied to evident data presentation. Data processing was carried out with application of MS of Excel and a package of the IBM SPSS Statistics application programs.Results. The carried-out analysis allowed to define top trends in education. The revealed trends proved need of improvement of quality of education with application of information and communication technologies. Results of a research show about demand in labor market of experts in the sphere of information and communication technologies, including among persons with limited opportunities. The world rankings testify to low positions of Russia on the level of involvement of the experts having the specified skills.Conclusion. At the same time, the programs implemented by the state in education will allow to build a qualitative education system at all levels, including both support of talented youth in mathematics and informatics, and training of the highly qualified personnel conforming to new requirements of digital economy and also programs of retraining and professional development for the most demanded professions.
