Development of information and communication technology (ICT) has brought changes for the people of Indonesia. With ICT, community can easily access a variety of information and support jobs. But the problem that arises is the uneven penetration of ICT in all parts of Indonesia, including in South Sulawesi. Giving rise to the digital divide as well as the weakness of ICT literacy. Therefore, this study aims to determine the ICT literacy community in South Sulawesi. The method used in this study is a survey with a quantitative approach. The results show that ICT (computer, mobile phone, and internet) has been used by communities in South Sulawesi. Among the three media, mobile phone has the highest number of penetration followed by computer and the internet. The majority of respondents have also entered into 5 levels of ICT literacy mobile phones and computers as an integral part of daily activities. While the internet was still in level 3 where they have been used but not significantly.

There is no doubt that modern life is dominated by technology. Although it has been rightly said that what is wrong with education cannot be fixed with technology, there is a universal recognition of the need to use Information and Communication Technology (ICT) in education as we enter the era of globalization where the free flow of information via satellite and the internet hold sway in the dissemination of knowledge and information. Already, Nigeria is on the wrong side of the international digital divide, as it has not made significant effort to integrate ICT into secondary school curriculum. A great deal of instructional and administrative work in secondary school in Nigeria is still carried out manually. This paper, therefore, examines the major obstacles militating against the use of ICT in secondary education in Nigeria. It identifies the high cost of computer hardware and software, weak infrastructure, lack of human skills and knowledge in ICT, and lack of relevant software appropriate and culturally suitable to Nigeria as the major stumbling block of the adoption of ICT in secondary education in Nigeria. Also, secondary schools in Nigeria are not given adequate funds to provide furniture, relevant textbooks and adequate classroom let alone being given adequate fund for high-tech equipment. At present the cost of subscribing to the Internet is too high for many of the impoverished secondary schools in Nigeria. Nigeria needs ICT to aid teaching, learning and educational management. ICT is an instrument for economic and technological development in the 21st century. Therefore, Nigeria cannot afford to be on the wrong side of the digital divide.

This paper presents the findings of qualitative research on the use of mobile phones and home access to the Internet amongst some Australian welfare service users. It shows that a digital divide – the exclusion of some groups from information and communication technology – goes well beyond access to hardware. Phones are often unavailable and access to the Internet is contingent on infrastructure, technical support and individual interest. Access to the Internet at home is poor and, even when available, the way in which mobile phones and the Internet are used appears deeply affected by poverty, literacy and age. These findings present challenges for those concerned about vulnerable children’s ongoing disadvantage. Welfare agencies wishing to use the potential advantages of information and communication technology with families need to address patterns of use and the many barriers to access.A glossary of ICT terms used in this article is presented at the end of the paper.

Aims: The role of information and communication technology (ICT) in adolescents' lives was studied, with emphasis on whether there exists a digital divide based on sociodemographic background, educational career, and health. The assumption was that some groups of adolescents use ICT more so that their information utilization skills improve (computer use), while others use it primarily for entertainment (digital gaming, contacting friends by mobile phone). Methods: Data were collected by mailed survey from a nationally representative sample of 12- to 18-year-olds (n=7,292; response 70%) in 2001 and analysed using ANOVA. Results: Computer use was most frequent among adolescents whose fathers had higher education or socioeconomic status, who came from nuclear families, and who continued studies after compulsory education. Digital gaming was associated with poor school achievement and attending vocational rather than upper secondary school. Mobile phone use was frequent among adolescents whose fathers had lower education or socioeconomic status, who came from non-nuclear families, and whose educational prospects were poor. Intensive use of each ICT form, especially of mobile phones, was associated with health problems. High social position, nuclear family, and a successful educational career signified good health in general, independently of the diverse usage of ICT. Conclusions: There exists a digital divide among adolescents: orientation to computer use is more common in educated well-off families while digital gaming and mobile phone use accumulate at the opposite end of the spectrum. Poorest health was reported by mobile phone users. High social background and success at school signify better health, independently of the ways of using ICT.

While Indonesia is recorded as one of the greatest social media republics in the world, the gap of rural-urban internet access remains a great challenge. As reported in the 2016 Information and Communication Technology (ICT) Indicators, the number of households with internet access in rural areas is nearly half of those in urban areas; 26.3% and 48.5% in a consecutive way. Rather than simply seeing the internet as a medium, this paper discusses the internet as material culture; therefore, it goes beyond the access and focuses on the ways people use the internet to define their culture. From this perspective, this paper draws the two levels of the digital divide of Indonesian rural-urban dwellers. Lack of motivation and limited material access due to social inequality is at the very base of the digital divide. Subsequently, digital skills and usage deepen the digital divide. While splitting people into either rural or urban categories often produces misleading policies, this paper proposes the rural-urban linkages to bridge the digital divide in Indonesia. The rural-urban linkages particularly incorporate the flow of people and information across space as well as the interconnection between sectors, such as agriculture and service.

This paper aims to find out the digital Malay manuscript as a source of studies in the field of Islamic education. Malay manuscript is one of the nation's documents written manually using Arabic-Malay characters and in Malay. This means that the Malay manuscript is a stroke of the local genius of the nation and is an intellectual icon of the people of his day. But along with advances in technology, the Malay manuscript also experienced development through this technology by means of digitalization. In terms of methodology, this paper is a study of historical and cultural heritage involving Malay manuscript, so this study uses descriptive qualitative methods that are linked to analysis and interpretation and finally focuses on content analysis. At the end of the study it was found that in addition to the Quran and Hadith which are the sources of Islamic education studies, it turns out that the digital Malay manuscript can be used as the next source, because the Malay manuscript is a legacy of cultural heritage that is loaded with noble values of life such as social, political, religious, educational, culture, economics, language, literature and so on. Therefore, digital Malay manuscript is an ICT-based innovation that can be used as a source of study of Islamic education. Digital Malay manuscripts are very easy to obtain because in various places where Malay manuscripts have been digitalized, scientists can use them. In addition, digital Malay manuscripts can be accessed through the internet with various sites.

Aims: This paper aims at exploring the purpose and frequency to use their smartphones and to see their reactions about the importance ofusing a smartphone.Method: Survey technique was applied to collect the data. A sample of 100 young aged adults and 100 middle-aged adults from Delhi andDelhi NCR region was selected to study the habit pattern of the mobile phone users.Findings: The study revealed that there is a big difference in the usage of the smartphone by young aged adults and middle-aged adults.Young aged adults use their smartphone mainly to browse over the internet, using online applications and to entertain themselves for morethan 5 hours of a day. On the other hand, middle-aged adults use their smartphone mainly to contact with the people and use watts app for2–3 hours of the day. It was found that most of the positives sides like tech-friendly, socializing, getting information from the internet, etc. andnegatives like bad effect on the health, misuse of personal information through hacking by using a smartphone is affecting young aged adultsbut middle-aged adults are less affected by smart phone’s positives and negatives also.Keywords: Information and communication technology, Middle-aged adults, Young-aged adults.Journal of Teacher Education and Research (2019). The use of information and communication technology in a company gives an important contribution for the achievement of business objectives. PT Perusahaan Gas Negara, especially in the Business Solutions and Services Operations (BSSO), plays a significant role in the utilization of information and communication technology assets to PT Perusahaan Gas Negara. It takes a good IT governance for BSSO to improve the efficiency and effectiveness of IT usage. Audit of IT governance maturity using COBIT 4.1. Maturity model level used to determine the maturity level of IT usage in the enterprise with a scale of 0 (non-existent) to 5 (optimized). This study focused on two domains namely Plan and Organise (PO) and Monitor and Evaluate (ME) model to measure the maturity level of IT maturity levels in PT Perusahaan Gas Negara. From this study, the results of the maturity level domain PO is 3.13 and ME is 2.98, it can be given the conclusion that the maturity level of IT governance at PT PGN is in level 3 (defined). At this level means that all the procedures in the company are standardized and documented, but the company is still not able to detect the deviations that have occurred.

This paper describes the use of a Linux embedded system for use in digital information and communication technology in order to generate image warnings using Internet of Things (IoT) prin- ciples. The proposed project generated a product, developed using concepts of project-based learning (ABP), called SECI (electronic internal communication system) that is accessed by students to view online warnings by distributed monitors and also by mobile devices connected to the Internet.

PurposeThis paper presents a framework to measure the digital divide by considering a more comprehensive index of information and communication technology (ICT) predictors. The authors also address the conceptual and methodological problems in the digital divide field, given that its focus has been shifted from technological access to higher-order divides over the years. The proposed framework is hypothesized and tested in the context of unemployed and underemployed residents in Singapore.Design/methodology/approachThrough a quantitative survey, 302 unemployed and underemployed workers were asked what ICT “access”, “usage” and “appropriation” meant to them. Factor analyses were deployed to identify the underlying, granular dimensions of ICT access, usage and appropriation.FindingsThe factor analyses revealed an interesting breakdown of the main factors of ICT access, usage and appropriation. The authors found that one's purpose for which technology is accessed, used and appropriated determines how each of the levels of ICT assets is defined. Thus, the authors propose new operational definitions for ICT access, usage and appropriation based on the analyses.Originality/valueThis study aims to provide a more robust measure of the digital divide from access, capabilities to outcomes. The authors hope that this framework, besides complementing current digital divide models, can be applied to different types of participants.
