Damage of Enterprises and Their Business Continuity in the 2016 Kumamoto Earthquake

Serious damages to enterprises as well as residences and infrastructure resulted from the 2016 Kumamoto Earthquake. Important factories of the automobile, information technology, chemical, and other industries were located in the affected area. The nature of the damage was that there was significant damages to the building of enterprises located near the fault that caused the strong Earthquake. The geographical scope of damage to the enterprises was not very wide.The authors performed continuous research on the public announcements posted on the websites of the affected enterprises for several months, following up with news reports on damaged enterprises and on-site interviews. We found that a considerable number of enterprises supplied their products to their important customers from substitute sites to achieve their business continuity. On the other hand, many enterprises attained early on-the-spot recovery, which might be explained partly by the fact that recovery of essential utilities, particularly electricity and telecommunications, was relatively quick.The authors found many examples of effective utilization of the lessons learned from the Great East Japan Earthquake (GEJE). For example, some enterprises adopted the substitution strategy of business continuity management (BCM) that fulfills the responsibility to maintain supplies to the customers. Other enterprises that had experienced the GEJE avoided serious direct damage by having installed adequate earthquake countermeasures to their buildings and facilities.

Objective:The aim of this study was to identify disaster medical operation improvements from the 2016 Kumamoto Earthquake (Kumamoto Prefecture, Japan) and to extract further lessons learned to prepare for future expected major earthquakes.Methods:The records of communications logs, chronological transitions of chain of command, and team registration logs for the Disaster Medical Assistant Team (DMAT), as well as other disaster medical relief teams, were evaluated.Results:A total of 466 DMAT teams and 2,071 DMAT team members were deployed to the Kumamoto area, and 1,894 disaster medical relief teams and 8,471 disaster medical relief team member deployments followed. The DMAT established a medical coordination command post at several key disaster hospitals to designate medical coverage areas. The DMAT evacuated over 1,400 patients from damaged hospitals, transported medical supplies to affected hospitals, and coordinated 14 doctor helicopters used for severe patient transport. To keep constant medical and public health operations, DMAT provided medical coordination management until the local medical coordination was on-track. Several logistic teams, which are highly trained on operation and management of medical coordination command, were dispatched to assist management operation. The DMAT also helped to establish Disaster Coordination and Management Council at the prefectural- and municipal-level, and also coordinated command control for public health operations. The DMAT could provide not only medical assistance at the acute phase of the disaster, but also could provide medical coordination for public health and welfare.Conclusion:During the 2016 Kumamoto Earthquake, needs of public health and welfare increased enormously due to the sudden evacuation of a large number of residents. To provide constant medical assistance at the disaster area, DMAT, logistic teams, and other disaster medical relief teams must operate constant coordination at the medical headquarter command. The 2016 Kumamoto earthquake caused severe damage to economic activities and livelihood of residents by disrupting the supply chains of common resources, such as food, water, roads, and other infrastructure. This disaster has made recovery difficult for businesses in the region. The importance of addressing BCP in regional areas was made clear by the 2004 Niigataken Chuetsu earthquake and the 2007 Niigataken Chuetsu-oki earthquake. The 2011 Greate East Japan earthquake revealed that individual business continuity efforts were interrupted by disruption of common infrastructure. Therefore, a new concept of a region-wide business continuity plans (BCP) that focuses on collaboration among stakeholders, including private corporations, local government, and communities, was urgently required to enhance the resilience of the region against disasters. A new concept of Area BCP was proposed by JICA and Prefectural-scale District BCP was formulated by prefectural governments of Kyoto and Kagawa.In order to evaluate the effect of the presence of a regional BCP on disaster response, this study focuses on one of the most important elements of a regional BCP: the disaster relief chain information-sharing factor. Based on the supply of relief goods from the distribution center in Tosu City, Saga Prefecture to the evacuation centers in Kumamoto Prefecture during the Kumamoto earthquake, the evaluation was conducted by quantitative analysis using agent simulations of relief logistics.

The 2016 Kumamoto earthquake consisted of a magnitude 6.2 foreshock that occurred on the 14th of April, and a magnitude 7.3 main shock that occurred on the 16th of April. The main shock occurring over the magnitude 6.2 foreshock was not anticipated because the foreshock was originally considered to be the main shock. After the earthquakes occurred, the Japan Meteorological Agency (JMA) discontinued its policy of announcing the probability of aftershock occurrences. The experience of the Kumamoto earthquake and the policy change concerning risk communication may affect the public risk perception of earthquakes, as well as the public trust toward authorities. In this study, we examined the reasons residents made the decision to evacuation both the foreshock and the main shock. Moreover, we investigated how residents perceived subsequent earthquake risk and they evaluate similarity and trust toward the authorities (the JMA, government, mass media, prefecture, and municipality). This study analyzed data from a mail survey implemented by the MEXT of Japan in the areas of the Kumamoto prefecture that were damaged by the earthquake. As a result, there were differences in the reasons for evacuation decisions between the foreshock and the main shock. Although residents decided to evacuate based on a fear of disaster in the foreshock, they decided to evacuate the main shock based on neighborhood communication. Moreover, the residents’ evacuation patterns influenced the earthquake risk perception. As well, the evacuation pattern influenced similarity toward the authorities and then reduced trusts toward the authorities. This study indicates that residents amplified the evaluations of the authorities after the earthquake. The influences of similarities toward the authorities became salient as a determinant of trust. This study reveals features of residents’ risk reactions to the earthquake, and discusses the importance of the similarity of the authorities for disaster risk communication.

Millions of tons of debris can be generated by natural disasters, impacting the surrounding environment and posing health risks to the public. Proper handling and treatment of such waste is essential to overcome potential hazards as well as to reduce the burden on natural resources during the reconstruction phase. Disaster waste management can have social, economic, and environmental benefits if planned effectively. This mini-review focuses on the destruction caused and debris generated by the 2016 Kumamoto Earthquake in Japan. In addition, it elaborates upon the treatment of debris in Kumamoto at temporary and secondary storage sites by segregation and the adoption of a full-scale recycling system. It also shows that cooperative networks involving numerous organizations are important in managing a large amount of disaster waste. Finally, it presents comparative discussions of different aspects of disaster waste management in the Kumamoto Earthquake event and other disasters. The experience gained from the Kumamoto Earthquake is important for future disaster waste management planning.
