<div><p><em>Open and Distance Learning (ODL) has very crucial role in our higher education. According to Distance Education Bureau, UGC; approx. 23.50% of the total higher education enrolment comes from distance education but this mode has been facing few major challenges since the time of its inception. ‘Distance’ is the biggest challenge for ODL. Distance educators have been trying to overcome this issue with the help of technology. ICT is the most appropriate solution. The interactive nature of this technology can minimize the impact of ‘distance’. Website is one of the most important tool of ICT. This study talks about the priorities and expectations of ODL mass communication students from the Websites of their Institutions. The paper highlights the different characteristics and features of an effective website from the ODL learners’ point of view</em>.</p></div>

Distance and online education are popular training modes in the era of the Fourth Industrial Revolution and open education. Accreditation is one of the approaches that many countries across the world have implemented to assure the quality of higher education, including distance learning programs. This study investigates the rationale and future directions for quality assurance and accreditation of distance education programs in Vietnam. First, the paper presents concepts of distance education, and quality assurance and accreditation of distance education. Second, the research reviews experiences of implementing quality assurance and accreditation for distance education from several countries in the world. Next, the paper analyses the rationale for conducting accreditation of distance education programs in our country. Finally, the study proposes three groups of recommendations for the national quality assurance organization, accreditation agencies and higher education institutions to be able to implement the quality assurance and accreditation of distance education in Vietnam successfully. Purpose This study aims to assess the extent to which sustainable development practices are prevalent at the College of Open and Distance Learning (CODL), St. Mary’s University, Ethiopia. The assessment focused on identifying the college’s inclusion of the sustainable development agenda in its policy statements, various functions and practices. Design/methodology/approach The study adopted a mixed-method approach and used a case study in its design. Data were generated from a standard survey questionnaire, adopted from the unit-based sustainability assessment tool (Togo and Lotz-Sisitka, 2009), a semi-structured interview and documentary evidence. Findings The findings revealed that CODL has limited involvement in sustainability issues despite relevant policy directions set at national and institutional levels. Current engagement patterns are limited to teaching, course provision and a few areas of operations and management while a serious gap has been noted as regard the two core functional areas of research and community service which happen to be neglected. Research limitations/implications This study was based on a single CODL, albeit an institution with a long history of offering distance education in Ethiopia. Despite its contribution to an understanding of how sustainability issues are addressed in the context of Africa in general and Ethiopia in particular, the generalizability of the findings to other similar institutions is limited. Originality/value There is very little research in Africa as regard the involvement of higher education institutions in promoting the issues of sustainability in general and distance education providers in particular. In addition to addressing this gap, the study suggests the need for distance education institutions to improve their mapping strategies and respond to the greater concerns of sustainable development.

In this article, the authors analyze various aspects of the distance learning discourse of the countries participating in the Bologna Process from the point of view of the impact of the pandemic on the development of higher education. The author pays special attention to the practical aspects of the activities of Russian universities during the pandemic, their interaction with each other and the problems of cooperation in the context of distance learning. Naturally, the stress caused by the epidemic and the transition to distance learning, especially for senior teachers, could not but affect the quality of training, but competently and professionally selected materials provided students with an educational result, and teachers with positive feedback and opportunities for self - development. The aim of the article is to demonstrate the experience of distance learning in the context of the pandemic and its impact on the higher education system. The author used the following methods: comparative research; methods of collecting empirical information; conceptual and terminological analysis; a method for solving problems. The results of the study can certainly be considered as revealing the positive dynamics of the development of the Bologna process in the higher education system, especially in the context of the pandemic.

The article examines the features of the transformation of the role of a teacher in higher education in connection with the digitalization of education in the period before the pandemic, and during the transition of the university to a forced remote mode under the conditions of the pandemic. The assessment of the effectiveness of distance learning from the point of view of students and teachers is given. The purpose of the article is to determine expectations, the degree and nature of the influence of the teacher's personality on the effectiveness of educational process in general and distance learning in particular. Researching the effectiveness of higher education in the digital age and assessing the impact on teacher effectiveness involves the use of a number of scientific principles and research methods, theoretical and empirical. To achieve the goal, the scientific works of leading foreign and Russian scientists on the problems of digitalization of education, dehumanization of education, transformation of the role of the teacher have been analyzed, and our own research has been carried out on the basis of the Moscow Polytechnic University in the form of a survey. An assessment of the emotional consequences of isolation is given. The analysis of the effectiveness of distance learning, from the point of view of higher education teachers and students has been carried out. The expectations of students and the change in the role of a teacher of higher education as a result of expansion of functional responsibilities under the circumstances of distance learning are described. Long before the coronavirus pandemic, digitalization had been a trend in the education system. A year of distance learning has revolutionized higher education. The role of a teacher in higher education has been transformed with a significant expansion of functions and a rapid increase in the level of competencies.

COVID-19 pandemic intensified the transition to online learning practices. The article aims to analyse how students perceive distance education quality compared to face-to-face education mode. The author argues that the groups of social actors, interested in the promotion of distance education in higher schools, include: university leadership, geographically and physically disadvantaged students. In the period 2015-2020 the group of USUE researchers conducted a series of students’ surveys. Analysing the survey findings, the author states that despite the benefits of distance education, students consider that the quality of distance learning is inferior to the traditional face-to-face education mode. Among the problems faced by students in distance learning, is their inability to select information, assess its reliability, and differentiate significant information from insignificant. It is concluded that it is of great importance to continue research into the impacts of digitalization on the quality of higher education.

The Indira Gandhi National Open University (IGNOU), since the past decades, has been making conscious efforts to reach out to the unreached with its diverse, need-based and affordable, Open and Distance learning (ODL) programmes and has been experimenting with various innovative ideas and methods to cater to the diverse needs of its prospective learners. The University, realizing its mandate to reach out to the unreached, ventured into educational intervention behind bars in its attempt to empower this marginalised section of the population. This intervention caters to the learning needs of both literate and semi-literate prisoners and is aimed at reformation of under trials as well as convicted prisoners; all expenditure under this initiative being borne by the University. IGNOU’s approach, of imparting education to the imprisoned, falls in line with its vision and mission and with the objectives of democratizing higher education; which is the need of time.This paper details the operationalization aspects and status of this initiative of IGNOU. The paper tries to identify the driving forces behind this noble initiative of the University while discussing on the impact of educational intervention of the imprisoned. The paper while discussing on the special/unique skills needed by educators who act as counsellors for jail inmates, stresses on the need for training of such academic counsellors. As rightly said by Skorton and Altschuler, 2013; “Education, offers a humane and effective alternative to the discipline and punish approach, that all too often breeds only hopelessness and recidivism”.

Технологии меняют образ жизни и деятельность человека. Глобальная сеть Интернет облегчает быстрый доступ к полезной информации. Социальная, культурная и образовательная конкурентоспособность находятся под влиянием образовательных технологий, которые положительно влияют на стиль, продолжительность и метод обучения в высших учебных заведениях. Дистанционное образование возможно применять и как полноценную самодостаточную форму, и как дополнение к классическому обучению в аудиториях. Автор рассматривает в статье дистанционную форму обучения как альтернативу традиционной форме преподавания в вузах на время периодов самоизоляции (пандемии, сезонные карантины), а также как дополнение к традиционным формам обучения. Анализируются проблемные и положительные аспекты применения данной формы. Указаны возможные форматы обучения в условиях дистанционного образования. Выделены сильные и слабые стороны использования некоторых технологий. Technologies alter the way of living and work of a person. The Internet world network makes it easier to quickly access useful information. Social, cultural and educational competitiveness are influenced by educational technologies that positively influence the style, duration and method of education in higher education institutions. Distance education can be used as a full-fledged self-sufficient form, or as a Supplement to classical training in classrooms. The author considers distance learning as an alternative to the traditional form of teaching in higher education institutions during periods of self-isolation (pandemics, seasonal quarantines), as well as as an addition to traditional forms of education. The problem and positive aspects of using this form are analyzed. Possible formats of training in the conditions of distance education are specified. The strengths and weaknesses of the use of certain technologies are highlighted.

As práticas de formação que incentivam o desenvolvimento das habilidades afetivas em estudantes têm sido avaliadas no contexto de ensino a distância no Brasil. O estudo tem como objetivo apresentar práticas formativas e relacionais desenvolvidas no curso de Ciências Biológicas na modalidade a distância de uma universidade estadual no Ceará. É um estudo descritivo-reflexivo em forma de estudo de caso que discute experiências em andamento, sendo estas: Monitoria Acadêmica; Vida em Foco; Ciência na Escola e Musicalizando a Biologia. As atividades têm procurado desenvolver nos alunos o espírito de colaboração e da experiência de realidade em que, em um curto espaço de tempo, estarão inseridos. It is descriptive-reflective research in the form of case study that discusses the following ongoing experiments: Academic Monitoring; Life in Focus; Science in School and Musicalizing Biology. The activities have sought to develop in students the spirit of collaboration and the experience of reality in which they, in a short time, will be placed. This article focuses on the latest approaches to the effective delivery of distance education for the students of economic specialties in China’s higher education institutions in force majeure circumstances. Distance education was introduced due to the complex global epidemiological situation, unpredictable for the entire world community. The growing role and importance of distance learning in contemporary higher education overall and the education of economists in particular have been outlined. The need to use and constantly upgrade software and distance learning platforms is emphasized. The current Chinese approaches to the provision of the economists’ distance education in higher education institutions are outlined. The efficiency factors of the economists’ distance education in China’s higher education institutions were determined and substantiated. Namely, the following efficiency factors were considered: importance of approbation and implementation of the new interaction methods among the participants of the teaching and learning process, game approach application aimed at the formation of motivation of students to study, the creation and continuous modernization of the informational and educational environment of the university, the provision of a free access to up-to-date digital technology and information and communication learning technologies, the use and efficient combination of distance learning platforms in teaching disciplines, the formation of digital competence of students and teachers, as well as the openness of the colleges and university management and faculty to change. The effectiveness study of distance education provision for the students of economics was experimentally tested. The results of distance learning and teaching during the semester in force majeure circumstances were analyzed on the basis of empirical data from the students’ survey at the Department of Economics of a state-owned Chinese higher education institution. The research findings emphasize the feasibility of studying and analyzing China’s positive experience in the provision of distance learning economic education in force majeure circumstances. Recommendations for the implementation of China's experience in economists’ training in Eastern European universities were elaborated and presented.
