Retracted on the 7th of July, 2020 by the Journal’s Editor-in-Chief request dated July 3th 2020. The type of retraction – plagiarism. The Editor-in-Chief of the journal was asked to retract this article because of plagiarism. The request came from the author of the article, which was published 8 months before the retracted article was published in “Banks and Bank Systems” journal. The author(s) insisted that the article completely repeated his own, i.e. contained a high level of plagiarism that could not be corrected. Editorial staff carried out an investigation into plagiarism in the article published. When the manuscript was submitted to the Journals for consideration, the authors signed the Cover letter and attested to the fact that their manuscript is an original research and has not been published before. After that, the manuscript was accepted for consideration by the Managing Editor and was tested for plagiarism using the iThenticate program. Plagiarism was not detected. Later, after the article complaint and the statement of plagiarism, we used all the sources and resources provided by the complainant, the article was re-tested for plagiarism, and plagiarism was established According to the results of the investigation, the editorial board decided to retract the article on July 7, 2020. The authors were notified of such a decision.

Retracted on the 17th of April, 2020 by the Journal’s owner request dated April 12th 2020. The type of retraction – plagiarism. The owner of the journal was asked to retract this article because of plagiarism. The request came from the author of the dissertation, which was published a year before the publication of the article. The author insisted that there was significant plagiarism in the article that could not be adjusted. Editorial staff carried out an investigation into plagiarism in the article published. When the manuscript was submitted to the Journals for consideration, the authors signed the Cover letter and attested to the fact that their manuscript is an original research and has not been published before. After that, the manuscript was accepted for consideration by the Managing Editor and was tested for plagiarism using the iThenticate program. Plagiarism was not detected. According to the results of the investigation, the editorial board decided to retract the article on April 17, 2020. The authors were notified of such a decision and reported that they accept and do not dispute the retraction decision.

Look Back

The start of a new issue in a new year is always an opportunity to look back and to say thank you to the members of the editorial board and the editorial staff who made it possible that we were able to publish four interesting issues in Volume 24 last year. First of all, I want to thank the scientific community for submitting a large number of excellent original research papers to Laser and Particle Beams. In 2006, we were able to publish 71 articles plus editorial material and corrections. The average article in the journal is now 8–9 printed pages, and we have thus achieved the editorial goal to offer the community a place to publish their results without general space restrictions. Authors have accepted this opportunity to present their material with the necessary details. This seems to be very important to readers and authors as well, and we see that for a second consecutive year many articles in Laser and Particle Beams are referenced already during the first year, which is remarkable for a small journal with only four issues per year.

Journal of Scientific Research EDITORIAL Do we need a new journal? The answer lies in the fact that currently no international journal (online and print) with interdisciplinary character which specifically caters to the academic needs of the international community operates from Bangladesh. This journal aims to fill this lacuna and to be a bridge for the scientists from the east and the west. This is the first issue of the Journal of Scientific Research (JSR). The idea of launching a journal that hopes to publish quality scientific works was planted in early 2008 during a science faculty meeting at Rajshahi University. Now it is our pleasure to see the idea blossom into the first issue of first volume (1 January 2009) that contains scientific work not only of Asian regions but of much beyond that. The inaugural issue indicates the type of journal we hope to become. It is wide ranging and interdisciplinary. Our contributors include scholars at every stage of their academic career. As regards editorial policy and scope the Journal of Scientific Research is a peer-reviewed international journal originally intended for publication annually. But due to a satisfactory flow of manuscripts since the first announcements the publication frequency has now been increased to 3 online issues (one print volume) per year.The journal is a unifying force, going across the barriers between disciplines, addressing all related topics and materials. An international Editorial Board (along with an Advisory Board) comprising of renowned academics from various fields guides our editorial policy and direction. The journal is devoted to the publication of original research (research paper, review paper, short communication) covering the following fields:Section A:  Physical and Mathematical Sciences: Physics, Mathematics, Statistics, Geophysics, Computer, Environmental Science, Communications and Information Technology, Engineering and related branches.Section B:  Chemical and Biological Sciences: Chemistry, Biochemistry, Pharmacy, Biology, Genetics, Fisheries and related branches.The articles selected for the first issue have been reviewed by two discipline-specialists, and their recommendations have been appropriately incorporated. Submissions from the world research community are encouraged to fulfill our mission and aim for the journal to stand for the international scientific publishing standards.    It was clear during the planning and development of this first issue that the Asian region needs a forum through which research could be shared and acknowledged. I hope that this journal will soon be recognised by the wider research community as their forum for the dissemination of knowledge. We hope that the journal will not simply act as a place for publication of material, though obviously this is important, but should act as a catalyst for the advancement of science both within and outside the region.The journal is being published both online and in print. Online publishing, unique in nature, is faster and far less expensive than traditional hard copy publishing. Access of online journals is easier and better images, storage and multimedia are other advantages. I must thank the International Network for the availability of Scientific Publications (INASP) for helping us publish via BanglaJOL – and the help of Ms. Sioux Cumming in this regard is worthy of mention.The success of a journal depends on the quality of its Editorial Board and the reviewers. The effort that I have seen from them speaks well for the future of the new born journal.  Both the Editorial and Advisory Boards should deserve thanks for their indispensable advice and support during the planning phases of the journal. I should also thank the reviewers who contributed their valuable time to complete reviews within a reasonable time. The centenary of the Ukrainian Revolution (1917―1921s) made relevant the interest to the developments and the personalities of that time, specifically, to the personality of the President of the ZUNR, Petrushevych, Yevhen. The newspaper «Ukrayinskyi Prapor» founded in 1919 in Vienna, throughout its existence, was considered as an official print organ of the Dictator (i.e., Y. Petrushevych). The Vienna period of this publication lasted from August 1919 to mid-November 1923. From the end of November 1923 till April 1932, the paper was published in the capital of the Weimar Republic, Berlin. It was the only newspaper of the Ukrainian emigration published for the longest time in interwar Germany. It was an example of a socio-political periodical. There collaborated outstanding editors and publicists. The pages of this paper record the history of the diplomatic struggle of the West Ukrainian foreign representatives for the liberation of the Eastern Galicia from the protectorate of Poland and the restoration of Ukrainian statehood. Its materials documented the course of the occupation of the Eastern Galicia by Poland and the process of «Polonization» of the Ukrainian population of that region. The article explores the Berlin period of existence of the magazine. Specifically, it studies the changes in the ideological line of the magazine, more specifically, its pro-Soviet editorial orientation because of the illusions about the transformation of the national policy of the Soviet rule in Ukraine, especially during the period of Ukrainization. Then the traditional headings of the magazine were joined by the publications with positive coverage of the flourishing Ukrainianization in Soviet Ukraine. The newspaper also actively reacted to the SVU (Union for Liberation of Ukraine) trial in Kharkiv, justifying the position of the Soviet authorities. The paper’s editorial staff were well-known figures of Ukrainian politics, science, and culture: Yu. Bachynsky, O. Hrytsai, A. Zhuk, M. Lozynsky, R. Perfetsky, and others. They provided a high level of editorial content with high-quality, multifaceted texts. We conclude that in terms of the editorial content and formal aspects, the newspaper «Ukrayinskyi Prapor» matched the standards of the European mainstream press of that time.

In an attempt to understand better the unique characteristics of an increasing popular, prevalent form of sense-engaging and interactive multimedia learning experience often called the “virtual learning environment” (VLE), this study systematically evaluates and analyzes the findings of seventeen original research studies in terms of technologies, teaching strategies, presence, and learning. This evaluation identifies potentially significant relationships among these variables in VLEs with both low-and high-level learning objectives, from memorization and repetition to analysis and synthesis. The findings suggest, first, that, when technologies and teaching strategies are presented through a one-way immersion of the senses, learners most often respond with experiences of spatial presence; when technologies and teaching strategies are socially interactive in format, learners most often respond with experiences of social presence. This evaluation, importantly, suggests that levels of spatial presence may correlate with the achievement of lower-level learning objectives, that levels of social presence may correlate with the achievement of higher-level learning objectives, and that levels of spatial and social presence together may correlate most strongly with the achievement of higher-level learning objectives. The evaluation, finally, identifies a need and establishes a course for the consideration of presence in future VLE design and research.
