Protection versus purification - assessing the benefits of drinking water quality

Clean drinking water can be secured either through protection of the groundwater resource or via purification of polluted water. In this study, the choice experiment method is used to assess the benefits of groundwater protection compared with the benefits of purification. The choice experiment method has been chosen as it allows the effects on drinking water and those on surface water quality to be assessed separately. The benefits associated with clean drinking water are found to be significant for both management options, although the willingness to pay for protection exceeds the willingness to pay for purification.

Abstract In order to integrate ecosystem services (ES) in designing agri-environmental policy, we investigated both the demand for, and supply of, ES from agricultural environments in Finland. Using the discrete choice experiment method, we measured citizens’ willingness to pay (WTP) for four different ES and analysed farmers’ compensation request (willingness to accept [WTA]) for producing these services. Biodiversity and water quality gathered the highest WTA of farmers, but also the highest WTP of citizens. Overall, the average WTA exceeded the WTP for almost all attributes and levels, but 20–27 per cent of farmers were willing to produce the ES with the compensation lower than citizens’ WTP.

Abstract Jaffna Peninsula of Sri Lanka depends on groundwater for drinking water. Supply of clean drinking water has become limited due to overuse of agrochemicals, widespread use of pit latrines, and seawater intrusion. The aim of this study is to estimate the willingness to pay for the attributes of water quality and supply. One hundred and twenty households were randomly selected in the study area. A choice modeling approach was employed. The result indicates that, on average, households' willingness to pay for the improvement of water quality is three times higher than their monthly payment. Households are willing to pay more for reduction in calcium than for reduction in nitrate and improvement of other attributes. The education level of households influences willingness to pay for the improvement of water quality more than the income level of households. There is high potential to finance for the improvement of the water quality from the households. Water supply and drainage board can afford to supply the drinking water at the WHO standard and charge price on a volumetric basis. The findings of this study would be useful for policymakers to set the appropriate price and policy to develop a sustainable project.

We examine the impact of poor water quality on avoidance behavior by estimating the change in bottled water purchases in response to drinking water violations. Using data from a national grocery chain matched with water quality violations, we find an increase in bottled water sales of 22 percent from violations due to microorganisms and 17 percent from violations due to elements and chemicals. Back-of-the envelope calculations yield costs of avoidance behavior at roughly $60 million for all nationwide violations in 2005, which likely reflects a significant understatement of the total willingness to pay to eliminate violations.

West Tarum Canal (WTC) is a canal that drains raw water from the Jatiluhur Dam. Nearly 81% of the raw water for drinking water used by Jakarta’s people comes from this canal. However, various land uses such as agriculture, industry, settlements, and infrastructure development impact WTC’s water quality. This research aims to assess WTC’s water quality in 2016-2020 based on water quality standards set by the Government and using the STORET method. The results of this research indicate that the concentrations of TDS (142-351 mg/L), Fe (0.1-0.15 mg/L), Mn (0.03-0.1 mg/L) are meet the standards, while DO (3.6-4.9 mg/L), BOD (4-10 mg/L), COD (13-30 mg/L) are not meet the standards. Almost all monitoring points have pH values between 5.75-7.68 that are meet the standards. The STORET score of WTC is from -26 to -38 with an average of -30, which indicates that WTC’s water quality is moderately polluted. Water contamination in WTC will burden the drinking water processing and ultimately affect the community’s ability to pay for drinking water. This research also shows the need for integrated management of WTC from upstream to downstream and the need to increase collaboration between stakeholders in carrying out this management.

Clean, fresh, and safe drinking water is essential to human health and well-being. Occasionally, chemical pollutants taint surface water quality used for consumption. Microcystins (MCs) are toxic heptapeptides produced by freshwater cyanobacteria. These secondary metabolites can reach hazardous concentrations, impairing surface drinking water supplies. Inconsistent screening of MCs is not uncommon in Florida waters as no provisional guidance value is established to protect public health. The occurrence of MCs in Lake Manatee and Lake Washington was monitored over the potential peak algae bloom season (June-August). An indirect competitive enzyme-linked immunosorbent assay (icELISA) quantified total MCs in two drinking water systems. Varied concentrations occurred between June and July, whereas concentrations peaked in August. Overall, MC prevalence was higher in Lake Manatee than Lake Washington. Colorimetric assays measured phosphate and nitrite in environmental water samples. Phosphate and nitrite concentrations strongly correlated with total MCs (p < 0.01). The results indicate the intrinsic nature of environmental MCs in surface drinking water supplies and the need to examine hepatotoxin dynamics to preserve drinking water quality in community served areas.

This study investigates the effects of eco-information on the environmental consciousness and attitudes of consumers towards agricultural products. We focus on Japanese rice to provide recommendations to protect the Ibis, an endangered bird in Japan, and evaluate how Ecologically Conscious Consumer Behavior (ECCB) affect consumers’ Willingness To Pay (WTP) via the choice experiment method. Participants are provided with the necessary eco-information pertaining to rice production, and are required to taste and purchase the rice. The results indicate that consumers with high ECCB display higher WTP after they are provided with the necessary eco-information pertaining to rice production.
