This paper argues that initiatives in e-governance can accelerate economic development and increase empowerment of individual citizens. Initiatives in e-governance can do so by helping to bring about good governance. More inclusive governance stimulated by e-governance can help overcome massive global problems of poverty alleviation. The paper discusses the impact of specific initiatives in e-governance and how they might help address poverty alleviation in the state of Uttar Pradesh (UP) in India. Uttar Pradesh has approximately 8 percent of the world's poor population. Eighty percent of poor households in UP live in rural areas. The paper draws lessons from the customized usage of e-governance, in particular, e-choupals (in Hindi choupal means village square or rural meeting place). It argues that such initiatives can: a) Fill gaps in access to communications infrastructure; b) Enable poor people to help themselves; and c) Help re-motivate officials responsible for implementing measures to alleviate poverty. The paper presents a thematic sequence of steps and stages for incorporating e-governance as a mode of operation. The sequence is open to customization as and when required. Expected issues and constraints facing initiatives in e-governance are also outlined.

Abstract Evidence of the impact of community-based nutrition programs is uncommon for two main reasons: the lack of untreated controls, and implementation does not account for the evaluation design. Suchana is a large-scale program to prevent malnutrition in children in Sylhet Division, Bangladesh by improving the livelihoods and nutrition knowledge of poor and very poor households. Suchana is being implemented in 157 unions, the smallest administrative unit of government, in two districts of Sylhet. Suchana will deliver a package of interventions to poor people in about 40 randomly selected new unions annually over four years, until all are covered. All beneficiaries will receive the normal government nutrition services. For evaluation purposes the last 40 unions will act as a control for the first 40 intervention unions. The remaining unions will receive the program but will not take part in the evaluation. A baseline survey was conducted in both intervention and control unions; it will be repeated after three years to estimate the impact on the prevalence of stunted children and other indicators. This stepped wedge design has several advantages for both the implementation and evaluation of services, as well as some disadvantages. The units of delivery are randomized, which controls for other influences on outcomes; the program supports government service delivery systems, so it is replicable and scalable; and the program can be improved over time as lessons are learned. The main disadvantages are the difficulty of estimating the impact of each component of the program, and the geographical distribution of unions, which increases program delivery costs. Stepped implementation allows a cluster randomized trial to be achieved within a large-scale poverty alleviation program and phased-in and scaled-up over a period of time. This paper may encourage evaluators to consider how to estimate attributable impact by using stepped implementation, which allows the counterfactual group eventually to be treated.

A number of rural household-based productive activities, such as kitchen gardens, livestock rearing and micro enterprises, are dependent on adequate supplies of domestic water to operate. This paper examines whether improved access to piped water can facilitate these types of activities, particularly for poor households. Using data from rural Vietnam, we find that most household enterprises use non-metered water and have very small profit margins. Thus, the evidence suggests that these enterprises may be better supported by a household-level water supply infrastructure, such as well pumps and rainwater catchment tanks, rather than by piped systems in rural areas. We also found an unanticipated link between operating small-scale food production businesses and raising livestock: for many households, waste products from food-based micro enterprises were used for rearing pigs, and this enabled business owners to expand their pork production, a significant source of income and prosperity in rural Vietnam.

This study describes the characteristics of zakat institutions, which can be classified as institutions with good governance. This study summarizes the characteristics of good governance in zakat institutions that have been analyzed in previous research from various countries. Several studies were collected from Scopus-indexed journals with a Q1-Q4 range. This study used the “Charting the Field” method to sort the articles based on the topic, discussion, year, and source. We concluded that in order to for a zakat institution to be considered a good-governance institution, it must meet several criteria, such as distribution criteria, efficiency, and financial reporting. Following these characteristics, this study also provides the positive impacts in zakat institutions if the institutions can perform good governance. The positive impacts obtained from previous research are poverty alleviation, the impact toward the users of zakat institutions, and the life guarantee for muallaf.

People living in the rural areas in developing countries are deprived of the basic needs including health. In Bangladesh, the rural poor people are facing difficulties to be facilitated from the enhanced medical services, mostly because of the increased medical expenses, and the time required to complete the whole process. Henceforth, it is necessary for the government to enhance the medical facilities to its rural citizens for proper development. It has been argued that the health card service system in Bangladesh can enhance the medical services. However, no studies have been conducted to investigate the impact of health card on the quality of life of rural people in Bangladesh. This study attempts to investigate this issue from actual beneficiary perspective. The main objective of this study is to provide a synopsis of the roles of health card on rural citizen of Bangladesh. The data were collected through telephone and face to face interview from a purposive sample in rural community, Bangladesh. The findings show that by using health card service system, rural poor people can get the facilities to visit the doctor directly whereas previously they had to buy ticket and wait for a long time in front of the doctors’ room. The result of this study suggests that, by using health card the quality of medical service can be enhanced as well as the time, cost and number of visit can be minimized. The findings of this research will be very useful for policy maker in Bangladesh.

The poverty alleviation microcredit policy is an important financial poverty alleviation policy that has been widely implemented in China in recent years. However, whether this policy can effectively increase the income of poor households is controversial. In order to measure the implementation effect of the policy, we analyzed the mechanism of the poverty alleviation microcredit on the income of poor households. Then, the paper used micro-survey data to conduct an empirical test using the propensity score matching method to study its effect on the production income of these poor households. The results show that the poverty alleviation microcredit positively affects the production income of poor households, including those who are poor due to lack of funds and poor households with female heads. Therefore, we should continue to implement the poverty alleviation microcredit policy, and establish relevant supporting measures, such as strengthening agricultural production capital subsidies, increasing agricultural production insurance, further improving the implementation efficiency of the poverty alleviation microcredit policy, and increasing the income of poor households.

Microfinance has broadly been used to alleviate poverty and empower women in Indonesia. Many studies have already examined the microfinance performance but mostly on the basis of a client versus non-client comparative method. In this study, we measure the outreach of and impact of microfinance on poverty alleviation through random sampling of poor households. A case study was conducted at the district of Purbalingga to assess the most widespread woman microfinance in Indonesia, Savings and Loans for Women ( Simpan Pinjam Perempuan, SPP). While the SPP has a good repayment rate and asset growth, its performance in poverty alleviation is low. Only 18 per cent of the respondents ever benefitted from the SPP, which indicates low outreach to the poor. The impact on income generation and development of social capital as well as empowerment of the poor is weak. The causes are limited fund, lack of prioritisation to the poor and inexistence of assistance to loan utilisation. Institutionally, the SPP is not connected to the local government. These create a low sense of belonging and fund allocation from the local authorities. The continuity of the SPP requires a closer institutional linkage with the local government and bank institutions in order to have better assistance and budgeting while maintaining informality of loan disbursement.

The impact of COVID-19 on poverty estimates is humongous. The economic tumult caused by the pandemic over the past two years has the potential to double the nation’s poverty, erasing the decade-long gains from the fight against poverty and inequality. Our calculations show that around 150–199 million additional people will fall under poverty in 2021–2022; a majority of which are from rural areas, owing to the immiserate nature of the rural economy. Further disaggregation reveals that the SC/ST, casual labour and the self-employed are the most impacted groups. Bihar, Chhattisgarh, Madhya Pradesh, Uttar Pradesh and Odisha are the most affected states facing poverty ranging from 50% to 80% in the rural area and 40% to 70% in the urban area. Our analysis also identifies the rippling effect of poverty on the inter-group disparities in India.

Solving the problem of rural poverty is a difficult problem for the country to enter a well-off society in an all-round way. Therefore, this paper conducts an experimental analysis based on the impact of smart sensor systems on the relative poverty in rural areas. This article is aimed at studying the related factors of rural poverty and improving relative poverty in rural areas. In this regard, this article proposes an intelligent processing function based on smart sensors. Multiple sensors work together to process relatively complex things. Then, through the experimental analysis of GH efficiency, the data collected in the experimental area is used as the data. Combining the Lorentz curve and Gini coefficient analysis to determine the influencing factors of rural relative poverty. This article also selected 10 areas for experimentation. The experimental results show that the proportion of middle school education from 2014 to 2020 is between 24.3% and 34%, and the number of poor people has also declined, indicating that education level is a factor affecting rural poverty. Therefore, based on the intelligent sensor system, the factors of relative poverty in rural areas can be found, and related measures can be analyzed. By implementing the rural poverty alleviation strategy, the relative poverty situation in rural areas can be effectively improved.
