ABSTRACT:In the globalization era, the generation and development of agricultural technology will influence the competitiveness of Indonesian agricultural products in the global market. In this respect, the critic on unreadiness of Indonesian universities as research universities and the low adoption rate of technology being generated by agricultural research institutions, need a serious attention from all parties dealing with the generation and development of agricultural science and technology. The critic also implies that agricultural research institution in universities and other agricultural research institutions, especially public agricultural research institutions within the Agency for Agricultural Research and Development and the Assessment Institute for Agricultural Technology, should become credible research based agricultural technology and information. Furthermore, the science and technology being generated and developed by those research institutions will be useful if they can be accessed easily in a relatively short periode of time. This is especially true as an agricultural research needs relatively a high financial support, and it should be considered as investment to obtain the greatest beneficial outcomes and impact for the agribusiness society and regional agricultural development. For this reason, an agricultural research institution needs to have an effective information system and management to promote and disseminate its research results. This paper discusses the information function that needs to be conducted in an agricultural research institution.

Based on the perspective of the value chain of agricultural science and technology innovation, in this paper, we divided the process of agricultural science and technology innovation into two stages: the Research and Development (R&D) of agricultural technology and the application of agricultural technology. We took the efficiency of agricultural science and technology innovation of the two stages as a comprehensive index measure for the development of agricultural science and technology innovation in China. On this basis, we used social network analysis to establish a two-stage spatial correlation network for the innovation development of agricultural science and technology in China. The spatial-temporal evolution trends, structural characteristics, and influencing factors of the network were analyzed from the three aspects of the overall, local, and individual network structure. The results show that: a. The development of agricultural science and technology innovation in China demonstrated a clear spatial correlation and spillover effect, and the spatial correlation network was in a connected state. b. The network had the distribution characteristics of ‘core-edge’ and strong stability, and the hierarchical structure of the members of each province in the network was gradually broken. c. The differences at the market level in agricultural science and technology, the differences in government support for agriculture, the geographically adjacent relationships, and the level of agricultural economic development were important factors affecting the spatial correlation of agricultural science and technology innovation. This study provides a policy reference to use a cross-regional coordinated development mechanism to solve the uneven and asymmetry problem of the distribution of elements in various regions in China.

In this paper we evaluate the social rentability of maize agricultural research conducted at the Institute of Agricultural Science and Technology (ICTA), from 1973-90. We used an econometric model ofthe national maize market in Guatemala. As social benefits we take into account the increases in the surpluses ofproducers and the savings obtained by notimporting maize. In the evaluation we obtained a B/C relationship of 6.06 and a TIR of 96.95%, which indicate that maize agronomic research has proved to be a highly profitable activity for this society.

AbstractThe Green Revolution is often seen as epitomising the dawn of scientific and technological advancement and modernity in the agricultural sector across developing countries, a process that unfolded from the 1940s through to the 1980s. Despite the time that has elapsed, this episode of the past continues to resonate today, and still shapes the institutions and practices of agricultural science and technology. In Brazil, China, and India, narratives of science-led agricultural transformations portray that period in glorifying terms—entailing pressing national imperatives, unprecedented achievements, and heroic individuals or organizations. These “epic narratives” draw on the past to produce meaning and empower the actors that deploy them. Epic narratives are reproduced over time and perpetuate a conviction about the heroic power of science and technology in agricultural development. By crafting history and cultivating a sense of scientific nationalism, exceptionalism, and heritage, these epic narratives sustain power-knowledge relations in agricultural science and technology, which are underpinned by a hegemonic modernization paradigm. Unravelling the processes of assemblage and reproduction of epic narratives helps us make sense of how science and technology actors draw on their subjective representations of the past to assert their position in the field at present. This includes making claims about their credentials to envision and deliver sustainable solutions for agriculture into the future.

Research achievements of the ASTP Policy-Oriented cannot generate directly economic benefit, social benefit and ecological benefit. It would realize benefit of ASTP only if the outputs can be transformed practical productive forces. In this paper, the mechanism and pathway of achieving benefit of ASTP is analyzed deeply based on the logical framework model. Then the empirical studies shows that the inputs (research investment) have positive correlation with outputs (research achievement), extension and outcomes (changes in productivity). Although the inputs have a certain influence to agricultural economics, it mainly affects indirectly agricultural development by research achievements and extension. Therefore, the benefits of ASTP should not be evaluated according by inputs/outputs methods. We must analyze and assess the anticipated chain of cause/effect relationships of ASTP based on the program “theory-driven” approach. It can promote agricultural research and extension projects to integrated closely, at the same time the benefit of ASTP can be improved greatly.
