In this excerpt from the essay AIDS and Its Metaphors Susan Sontag considers how the AIDS epidemic has affected lifestyles and morality. When epidemics persist for many years, the precautions that had started out as briefly enforced precautions become a part of social morality. Until 1981 the successes of medicine in treating sexually transmitted diseases encouraged emancipation from sexual morals. Sontag uses economic metaphors to designate those decades as a period of sexual spending, speculation and inflation, after which the early stages of a sexual depression set in. AIDS caused fear of sexuality to return. If cancer has taught us to fear environmental pollution, AIDS triggered a fear of pollution through people. The AIDS epidemic led to the disappearance of many secular ideals, which Sontag regards as closely linked to freedom. AIDS provided an incentive for a resurgence of conservatism in many areas. Its effect on the arts in particular was to force a rejection of modernist discoveries and a return to tonality, melody, plot, character, etc. AIDS then becomes a new realism. Sontag also addresses post-colonial issues related to the AIDS epidemic. If AIDS had been a purely African disease, notwithstanding the scale of the epidemic, it would have been considered a “natural” cataclysm similar to famine. But once the epidemic affected the West, it was no longer perceived as a natural disaster. In First World countries, disasters are understood as historical events which bring about important social change, while in Asian and African countries they are viewed as one part of a general cycle of nature and as something closer to natural phenomena. The new disease has changed very little in the operation of that logic.

The article reviews academic literature in the social sciences and health on the problems and challenges of STD/AIDS prevention in Portuguese-speaking African countries. Based on a bibliographic survey of the SciELO, PubMed, and Sociological Abstracts databases between 1997 and 2007, the research under review was organized into two groups, according to content. The first group of studies sought to understand STD/AIDS vulnerability among social groups by examining local cultural and socioeconomic factors as related to gender dynamics, sexuality, color/race, religion and health care. The second group encompassed critical assessments of shortcomings in the STD/AIDS educational messages delivered by governments and international agencies. Attention is called to the way in which the presence of traditional medicine systems and the occurrence of civil wars in the post-colonial period impact the STD/AIDS epidemic in the African countries under study.

This introduction offers a survey of some important critical approaches to the ways in which the First World War and its aftermath have been studied, conceptualized, represented and commemorated. In particular, it notes recent scholarly interest in issues of gender, as well as a focus on widening the geographical range of the conflict beyond a dominant European paradigm. A recurrent theme is the emergence of new types of modernity in the post-war era, and the ways in which literature and the arts do not merely reflect that modernity, but actively shape and constitute it.

Portugal has been the western European country with the highest rate of notified acquired immunodeficiency syndrome (AIDS) cases since 1999 and human immunodeficiency virus (HIV) infection cases since 2000. Nonetheless, exact information on the magnitude and trends of recently acquired infections is missing. In a cross-sectional study we aimed to determine HIV prevalence, the proportion of recently acquired infections and the incidence among patients attending a Sexually Transmitted Infections (STI) clinic and among HIV positive cases tested at the AIDS Reference Laboratory (ARL), by using the Avidity Index (AI) of antibodies to identify recent HIV-1 seroconversions. Demographic and behavioural data were collected. At the STI clinic 253 patients were enrolled, 16 were found to be HIV infected (14 HIV-1, 2 HIV-2) and a prevalence of 6.3% was obtained. Four recent HIV-1 infections were identified and the HIV-1 incidence was 3.3% per year. At the ARL, 332 newly diagnosed cases of HIV-1 infection were studied, 59 (17.8%) were recent infections and an annual incidence of 4.1% was estimated. These findings support STI clinics as key sentinel sites for recently acquired HIV infections and illustrate the viability of testing for recent HIV infections in these settings and reinforce the value of this method in the surveillance for better monitoring current trends of the HIV/AIDS epidemic in Portugal.

A great number of post-colonial African countries, bounded by formal frontiers and with an international presence at various international institutions such as the United Nations, function quite differently from conventional understandings of what a formal state is and should do. ‘The primacy of patronage politics’ explains that to understand African politics, the concept of neo-patrimonialism must be considered. Neo-patrimonialism is where patronage, clientelism, and rent-seeking exist, but where the structures of a modern state are also in place. In general, post-colonial African leaders have relied on coercive control and patronage through capturing power over the state, rather than through constructing a functioning impartial administration.

Ensuring sexual and reproductive health and rights (SRHR) and empowerment of girls and women are essential to improving individual-level and population-level outcomes globally, and to achieving the Sustainable Development Goals (SDGs). Target SDGs for SRHR include access to a range of (SRH) services, reproductive rights, and ending discrimination and violence against women and girls. SRH services should be provided in a holistic and integrated package to ensure increased access to modern contraceptives, maternity care, prevention, and appropriate treatment of infertility, comprehensive sexuality education and the prevention, diagnosis, and treatment of sexually transmitted infections, reproductive tract infections, and HIV. Addressing these is particularly crucial for ending the HIV/AIDS epidemic, where women are at greater risk of infection compared to men due to a greater physical vulnerability, which is further compounded by gender inequality, poverty, and violence.

Abstract This essay traces the movements of a library from New York to Lahore in the wake of the First World War and then to Shimla and Chandigarh following the partition of the Indian subcontinent in 1947. It explores how this collection of books, assembled by the anti-colonial nationalist Lajpat Rai (1865–1928), intersected with and informed key moments of political struggle in twentieth-century urban America and colonial India. The essay then considers the fate of Lajpat Rai’s library today, its place in twenty-first-century Punjab, and the questions it poses for historians interested in anti-colonial histories, post-colonial presents and the commemorative work (as well as enduring political questions) that bind them.

African countries seem to be constantly groping for the distinctive political paradigm as evinced by the fact that forms of political order have followed each other in rapid succession—the multi-party state, the one party syndrome, the charismatic presidency, the military coup d'etat and in some cases, like that of Nigeria and for a short while in Ghana, a return to civilian rule. The future of the African continent is thus viewed with deep rooted pessimism by political analysts, economists and literary writers. They prophesy in symphony that African countries are catapaulting down the path of political unrest—economic disorder, suspension of human rights, a breakdown of law and order—towards instability and general anomie. In the words of the noted author Chinuah Achebe, in Africa “things fall apart.”1 Dennis Austen using the title of this book for his article, writes that since their inception African states have been in a state of flux moving with regularity in and out of misfortune: The treachery of political life has been very real: armed coups, civil wars, public executions, the threat of secession, the recurrence of famine, the fanaticism of religious beliefs, regional wars, the near genocide of entire communities, the transitory nature of military and party regimes and the indebtedness not only of corrupt dictatorships (as in Zaire) but also of governments that still struggle to preserve an element of political decency in their public life (as in Tanzania).2 The keynote of the criticisms made in this vein3 is the absence of stability and the consequent destabilization, disorganization and anarchy. However, all evidence in the African countries points to the centralization of power and authority which can lead to a kind of stability—i.e. if stability is the only end of government and politics. The post-colonial state in Africa has created strong centralized administrations to weld the various social groups in common structures. The striking feature of post-independence politics to Markovitz, is not the lack of stability, but “indeed from any long range historical perspective the rapidity with which stability has been achieved…. The military coup d'etats and civil wars, appearence of anarchy notwithstanding, have furthered this process of consolidation.”4 The modern African state is one which is increasingly dominated by a powerful public sector, an overpowering bureaucracy and increasing militarization.5 The highly centralized nature of the African state is almost a throwback to the early colonial state. The colonial state was based on patterns of domination, its very raison d'etre was domination. The colonial institutional form consequently was aimed at establishing hegemony over the subject population, together with its essential militarised character and the system of irresistable power and force associated with it. In the Belgian case, the state was known as “Bula Matari” (the crusher of rocks).6 The pre-independence state forms have persisted. The observations of De Tocqueville are brought to mind. To De Tocqueville the 1789 Revolution did not bring an end to the ideas and order of the old regime in France. Springing from the chaos created by the revolution was a powerful institutional framework. Never since the fall of the Roman Empire, he commented, had the world seen a government so highly centralized. This new power was created by the Revolution, or, rather grew up almost automatically out of the havoc wrought by it. True, the governments it set up were less stable than any of those it overthrew; yet paradoxically they were infinitely more powerful.7 In Africa the heritage of colonial politics, namely power-politics, has been taken up by the post-colonial state. The colonial tradition has led to a scheme of affairs in African states where a premium has been placed on the holding and consolidation of political power. Politics has been construed strictly as a “struggle for rulership.”8 Political power is seen as a means of controlling the socio-economic structures of society. What becomes important in this context is the identification of the group that wields power. What is the nature and social basis of this ruling elite? As a pre-requisite to this, is the question as to what is the nature of class in Africa, so that the nature of class domination can be comprehended,

The condom is the only known method that provides simultaneous protection against unplanned pregnancy and some sexually transmitted infections (STIs), including HIV, among sexually active people. Using data from the Demographic and Health Surveys from 18 Sub-Saharan African countries, this study examined condom use and reasons for using the method at last intercourse among sexually active young men aged 15 to 29. Most young men were aware of the condom (73%-98%), but its use at last intercourse was quite variable, ranging from 6% in Madagascar to 74% in Namibia. In 10 countries, more young men reportedly used condoms for preventing STIs alone than they did for preventing pregnancy alone. In 6 countries, at least one third of the users used the method for both purposes. Use of the condom at last intercourse was associated with union status, education, residence, and exposure to television in at least two thirds of the countries.
