National parks provide a wide range of ecological, social and economic benefits. However, in some cases the establishment of national parks has also lead to the displacement of indigenous people, the disruption of their livelihoods, and ongoing social conflict. Northern Thailand's national parks are home to approximately one million indigenous people. Balancing the interests and needs of national park authorities with those of indigenous communities within and adjacent to these parks poses significant challenges. This article employs qualitative research methods to assess the livelihood strategies of six indigenous hill tribe communities residing within three national parks in Northern Thailand. Due to the criminalization of the traditional farming systems and restrictions imposed on land use, these communities have had to adapt their livelihood practices to survive. Our findings suggest that communities remain in a state of flux and are continually adapting to changing circumstances. It is argued that greater community empowerment and participation in collaborative decision making is crucial to strengthen both sustainable livelihoods and environmental conservation efforts within Northern Thailand's national parks.Keywords: Sustainable livelihoods, co-management, Northern Thailand, national parks, social justice

Conservation and environmental management have been reported as offering opportunities to substantially improve the wellbeing of Indigenous people. Using the holistic wellbeing impact evaluation (W-IE) approach—well suited for use in Indigenous communities—we interviewed 190 Indigenous Australians across four communities. All communities were involved in the Indigenous land and sea management programs (ILSMPs). Our study explored the conceptualisation of ‘wellbeing’ by participants. In particular, we were interested in the aspects of wellbeing perceived to be affected by ILSMPs. Out of the 26 wellbeing factors explored, ‘Health centres’; ‘Language’; ‘Schools’; and ‘Safe community’ emerged as being of highest importance to the largest percentage of the respondents. When grouped using principle components analysis (PCA), the ‘Community and society’ domain emerged as the most important; accounting for 52% of the overall importance of all wellbeing factors. The second most important domain was the ‘Country and culture’, contributing 31%. Lastly, ‘Economic aspects’ contributed only 17%. Respondents believed that ILSMPs have played a considerable causal role in improving wellbeing, by positively changing factors most important to them. Specifically, 73% of perceived causal links were related to improvements in the ‘Country and Culture’ and 23% to ‘Community and Society’ domain. We thus conclude that land management for Indigenous people is much more than ecological or environmental management with ILSMPs, perceived to cause a wide range of cultural and social benefits. We also propose ways in which the future design of such programs could be improved to further increase benefits.

The purpose of this research was to find out the contribution of Balai Besar Bromo Tengger Semeru National Park (TN-BTS) from the utilization of tourism in TN-BTS to the Tengger indigenous people as the original owner of the Bromo-Tengger Semeru area as well as to know the solutions that can be done by the Balai Besar TN-BTS to contribute in improving the welfare of Tengger indigenous people living in the national park. This research is qualitative research with an explanative approach, where the interviewed informants were selected using a purposive sampling technique and analyzed with ethnographic analysis techniques. From the results of the research, it is known that Balai Besar TN-BTS has conducted a program of development and utilization of national parks for tourism object activities as well as community empowerment as a form of direct contribution to the improvement of the welfare of Tengger indigenous peoples. However, both development programs have not been able to answer the priority needs of Tengger indigenous peoples. The limitations of authority and main functions owned by Balai Besar TN-BTS become an obstacle for them to be able to contribute to the improvement of the welfare of Tengger indigenous peoples. As a strategic effort so that Balai Besar TN-BTS can contribute directly to the improvement of the welfare of Tengger indigenous people who live in the village within the National Park zone is to share the revenue of National park tourism activities. However, this strategic effort needs to be accompanied by a change in the status of Balai Besar which was originally the Technical Implementation Unit (UPT) of the Minister of Environment and Forestry to the Public Service Agency (BLU).

Economics plays an important role not only in the management of national parks in developed countries, but also in demonstrating the contribution of these areas to societal well-being. The beneficial effect of park tourism on jobs and economic activity in communities near these protected areas has at times been a factor in their establishment. These economic impacts continue to be highlighted as a way to demonstrate the benefit and return on investment of national parks to local economies. However, the economic values supported by national parks extend far beyond local economic benefits. Parks provide unique recreation opportunities, health benefits, preservation of wildlife and habitat, and a wide range of ecosystem services that the public assigns an economic value to. In addition, value is derived from the existence of national parks and their preservation for future generations. These nonmarket benefits can be difficult to quantify, but they are essential for understanding and communicating the economic importance of parks. Economic methods used to estimate these values have been refined and tested for nearly seven decades, and they have come a long way in helping to elucidate the extent of the nonmarket benefits of protected areas. In many developed countries, national parks have regulations and policies that outline a framework for the consideration of economic values in decision-making contexts. For instance, large oil spills in the United States, such as the Exxon Valdez spill of 1989 and the Deepwater Horizon spill of 2010, highlighted the need to better understand public values for affected park resources, leading to the extensive use of nonmarket values in natural resource damage assessments. Of course, rules and enforcement issues vary widely across countries, and the potential for economics to inform the day-to-day operations of national parks is much broader than what is currently outlined in such policies. While economics is only one piece of the puzzle in managing national parks, it provides a valuable tool for evaluating resource tradeoffs and for incorporating public preferences into the decision-making process, leading to greater transparency and assurance that national parks are managed for the benefit of society. Understanding the full extent of the economic benefits supported by national parks helps to further the mission of these protected areas in developed countries.

The aim of the study ­ identification of factors that ensure the vital activity of indigenous small­numbered peoples of the North in the Arctic, as well as the analysis of their impact on the preservation and development of the ethnic group. Identifying problems and assessing the prospects for the development of indigenous people consists of 3 stages: analysis of foreign and domestic sources, the results of scientific research teams; systematization of statistical data, including information on the dynamics of the development of indigenous people (number, employment in traditional activities); the impact assessing of legal, economic and social factors on the preservation and development of indigenous people. A comprehensive analysis of a wide range of legal, economic and social problems of ensuring the traditional life of indigenous people within the Arctic zone of the Russian Federation (AZRF) has shown the need to improve legislative, financial and managerial actions to preserve them as a specific community, adapted to the extremely severe conditions of permanent residence beyond the Arctic Circle and as a unique phenogenotype, whose activity is closely conjugated with the environmental state of the macroregion and in fact is entirely dependent on it. The exclusive role of indigenous peoples in preserving the natural complexes of the Arctic in the 21st century for future generations was emphasized. Under the conditions of proliferation of technogenic and anthropogenic burden on the natural complexes of the macroregion, associated with the intensive development of fuel and power resources, deposits of rare and precious metals, development of coastal transport infrastructure and a multiple increase in the population in the Russian Arctic with a creation of “stronghold areas” the threat of the indigenous peoples’ disappearance appeared (Enets ­ about 200 people remain and less than 100 people – the Votes). Under the conditions of a large­scale, integral impact of man­made, anthropogenic and climatic factors on indigenous communities in the Arctic, their life environment and traditional management the need for urgent adoption of a complex of specific and targeted legal, economic and social measures aimed at ensuring and preserving their livelihoods is obvious.

This paper focuses on Indigenous business development, an under-researched co-benefit associated with investment in Indigenous land and sea management programs (ILSMPs) in northern Australia. More than 65% of ILSMPs undertake commercial activities that generate revenue and create jobs. In addition to generating environmental benefits, ILSMPs thus also generate economic benefits (co-benefits) that support Indigenous aspirations and help to deliver multiple government objectives. We outline key features of northern Australian economies, identifying factors that differentiate them from Western urbanised economies. We discuss literature highlighting that, if the aim is to stimulate (short-term) economic development in northern Indigenous economies, then the requirement is to stimulate demand for goods and services that are produced by Aboriginal and Torres Strait Islander people (herein referred to as Indigenous people), and which generate benefits that align with the goals and aspirations of Indigenous people. We also discuss literature demonstrating the importance of promoting a socio-cultural environment that stimulates creativity, which is a core driver of innovation, business development and long-term development. ILSMPs have characteristics suggestive of an ability to kick-start self-sustaining growth cycles, but previous research has not investigated this. Using 8 years of data relating to Indigenous businesses that are registered with the Office of the Registrar of Indigenous Corporations (a subset of all Indigenous businesses), we use statistical tests (Granger causality tests) to check whether ILSMP expenditure in the first year has a positive impact on Indigenous business activity in subsequent years. This analysis (of admittedly imperfect data) produces evidence to support the proposition that expenditure on ILSMPs generates positive spillovers for Indigenous businesses (even those not engaged in land management), albeit with a 3-year lag. ILSMPs have been shown to be an appropriate mechanism for achieving a wide range of short-term benefits; our research suggests they may also work as catalysts for Indigenous business development, fostering sustainable economic independence.

Background: Type 2 diabetes is the leading cause of end-stage renal failure in Australia's indigenous people. The measurement of urine albumin:creatinine ratio (ACR) as a marker for early renal disease is an important component of the management of indigenous patients with diabetes. Methods: An innovative national program (Quality Assurance for Aboriginal Medical Services [QAAMS]) for point-of-care (POC) urine ACR testing on the DCA 2000 analyser (Bayer Diagnostics) was established to monitor microalbuminuria in indigenous people with diabetes in 30 Aboriginal and Torres Strait Islander medical services across Australia. Aboriginal health workers perform the ACR test. The QAAMS model provides ongoing education and training, an annual workshop, monthly quality assurance testing and a telephone help hotline. Quality assurance testing is conducted using paired, linearly related samples with a wide range of ACR concentrations (1-25 mg/mmol). Results: The average participation rate across four six-monthly QAAMS ACR testing cycles was 83%. In all, 94% of 1163 quality assurance tests performed were within the preset limits of acceptability. The median precision (coefficient of variation percent for ACR quality assurance testing averaged 5.4%, well within desirable performance specifications. Between-site accuracy was excellent. Conclusion: This unique POC model for supporting diabetes management is the first of its type to be developed for indigenous communities and has considerable potential to be adopted worldwide.

Conservation of natural protected areas (NPA), including national parks (NP) in socio-ecological contexts, as spaces essential to the conservation of ecosystems can be closely linked to the adaptive capacity and resilience of the communities associated with them. To analyze the adaptive capacity of the community in Ejido Emiliano Zapata (Emerald Forest) in east peri-urban Mexico City and its influence on the sustainability of Iztaccíhuatl Popocatépetl National Park (NP Izta-Popo), interviews and focus groups within the framework of participatory research were used. We found that there is a close relationship between adaptative strategies of this local community and the NP Izta-Popo Management Program. Strategies such as the sustainable use of ecological resources (ecotourism) based on training, educational, and traditional tools generate economic benefits for families and ecosystem services for environmental conservation. However, the lack of coordination among local and federal institutions represents a gap that the community seeks to reduce through active participation in governance processes that directly affect environmental degradation. Thus, the adaptive capacity of this community, in a context of change and risk, plays an important role in decreasing the ecological deterioration of NP Izta-Popo through participatory, inclusive, and bidirectional approaches.

This article explores how the Nahua of late Postclassic Mesoamerica (1200–1521 CE) created living and material embodiments of their wind god constructed on the basis of sensory experiences that shaped their conception of this divinized meteorological phenomenon. In this process, they employed chromatic and design devices, based on a wide range of natural elements, to add several layers of meaning to the human, painted, and sculpted supports dressed in the god’s insignia. Through a comparative examination of pre-Columbian visual production—especially codices and sculptures—historical sources mainly written in Nahuatl during the viceregal period, and ethnographic data on indigenous communities in modern Mexico, my analysis targets the body paint and shell jewelry of the anthropomorphic “images” of the wind god, along with the Feathered Serpent and the monkey-inspired embodiments of the deity. This study identifies the centrality of other human senses beyond sight in the conception of the wind god and the making of its earthly manifestations. Constructing these deity “images” was tantamount to creating the wind because they were intended to be visual replicas of the wind’s natural behavior. At the same time, they referred to the identity and agency of the wind god in myths and rituals.

AbstractThis article explores the relationship between the Emberá–Wounaan and Akha Indigenous people and organized crime groups vying for control over natural resources in the Darién Gap of East Panama and West Colombia and the Golden Triangle (the area where the borders of Laos, Myanmar (Burma), and Thailand meet), respectively. From a southern green criminological perspective, we consider how organized crime groups trading in natural resources value Indigenous knowledge. We also examine the continued victimization of Indigenous people in relation to environmental harm and the tension between Indigenous peoples’ ecocentric values and the economic incentives presented to them for exploiting nature. By looking at the history of the coloniality and the socioeconomic context of these Indigenous communities, this article generates a discussion about the social framing of the Indigenous people as both victims and offenders in the illegal trade in natural resources, particularly considering the types of relationships established with dominant criminal groups present in their ancestral lands.
