The socio-economic development of economic-territorial units subordinate to administrative-management institutions appears as one of the main tasks. The values of alternative indicators reflecting socio-economic development may differ, which makes it difficult to unambiguously assess the importance of the indicators. The applied available methods are either too receptive or does not provide sufficient accuracy. The proposed FARE-M methodology for determining the importance of indicators is the prolongation of the technique for establishing the importance of FARE (Factor Relationship) weights already used for research purposes. The employed technique is based on the internal balance of system elements that is the essential systemic feature. This allows, unlike in the case of the AHP method, the weights of the indicators to be determined with reference to the first row of the data matrix only.

Based on adequate consideration of status of water resources utilization and socio-economic development in the Shanxi Provinces, the AHP method was used to calculate the weights of each index and the fuzzy comprehensive evaluation of water resource carrying capacity in the Shanxi Province was carried out from 2006 to 2011. The evaluation results indicated that the overall level of the water resources carrying capacity in Shanxi Province was contained in critical state, however, a steady rise.

The issues of recognizing the rights of the LGBTQ+ community around the world and developing appropriate anti-discrimination policies and laws are one of the main topics for discussion in the global agenda. This is due to the commitment of the world community to protect human rights and meet the needs of society. The paper aims to assess the relationship between socio-economic development indicators of some European countries and the Rainbow Europe Index. To find out how discrimination against the LGBTQ+ community affects various social and economic development indicators of some European countries, a data matrix was developed and the Spearman rank correlation coefficient was calculated. The obtained results confirmed a positive relationship between the Rainbow Europe Index and GDP per capita, the Human Development Index, the Corruption Index, and the Index of Happiness. Calculations have shown that the Rainbow Europe Index had a significant impact on these indicators. The study proved the dependence of indicators and demonstrated the need to provide freedoms and rights for LGBTQ+ affiliated members in Ukraine and other European countries. The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
