Special characteristics of development of innovative multi-level subsystems of catching-up type in different countries and Russia in the context of global digitalization

Subject. The article addresses multi-level innovative subsystems of catching-up type in various countries of the world and in Russia. Objectives. The purpose is to reveal the special aspects of investment mechanism for innovative subsystems development at various levels, in different countries of the world and in Russia. Methods. The study draws on methods of logical and statistical analysis. Results. I developed a method to classify different groups of countries of the world. Using the statistical data, they are divided into types of national economies by the quality of their economy’s information base development and by participation in the fifth technological mode. Based on the analysis of the previous experience of the Union of Soviet Socialist Republics (USSR) in developing the catch-up models and the analysis of the current model of innovative subsystems of Russia and its regions, I offer a method for transition to a catch-up model. Conclusions. It is essential to work out public policy measures for the use of public-private partnership mechanisms. This will enable to develop the elements of a catching-up economy model by creating innovation chains around scientific and educational institutions, in which nationally located transnational corporations would directly participate in processes of their intangible assets renewal.

Abstract: Islamic education institutions in Indonesia face two challenges, namely; internal and external. Internally, Islamic education is faced with the classic problem of the low quality of human resources in education management. The causes include poor quality and education staff development and selectivity of education personnel. Furthermore externally, Islamic education institutions faced three major issues; globalization, democratization, and liberalization. The issue of globalization that is identical with market orientation and mechanism also affects the world of education. That way in education also includes awareness about how to attract and convince the community of the type and model of education. From here, the education world is ready or not ready to be involved in competition to gain public trust. To face these challenges Islamic Education institutions must maximally manage and empower all elements of management in the management of educational institutions. A good understanding of the elements of management can have an impact on the readiness of educational institutions to manage their institutions well in any condition to be the best and foremost. In the world of education the name of the supervision of education has long been known by people or has long been known, which is meant by the supervision of education is not far from the problem of improvement regarding the problem of education in the learning and teaching process. In this process what has been seen is what goals in the learning and teaching process, supervision techniques are ways to achieve certain goals, both related to the solution of the problems of the teachers in the learning and teaching process, the problem of the principal in developing safety and other issues related to and oriented to improving the quality of education. The process and technique of educational supervision is necessary and very important to be applied and applied properly and correctly in educational institutions, because in the second case it will also discuss the quality of schools.

The article provides an analysis of key trends in the international market, using the example of the countries of Northeast Asia. In 2019, the world coal market amounted to 1,424.5 million tons, of which 78.1% are energy grades to produce electricity and heat, and 21.9% are in metallurgy, the reserves of which are significantly less. The import coal market of the countries of Northeast Asia in 2019 was already 680 million tons, covering 48% of the entire world coal market. The paper provides an overview of the key importers and exporters of coal in the world, the quantitative and qualitative characteristics of the supplied raw materials, and analyzes the key factors affecting the pricing of coal. In the conclusions, the main trends in the international coal market of the countries of Northeast Asia are presented, including "geographical" — the shift of the center of world trade from Europe to Asia, and "types and quality of imported coal" — an increase in the share of high-quality premium energy and coking (metallurgical). Trends can be clearly seen in the countries of Northeast Asia, which actively use coal, and are making efforts to decarbonize their national economies, while intensifying inter-fuel competition with other primary energy sources.

<p>The purpose of this research is to know the strategy of improving the quality of Islamic Religious Education teacher candidate in STAIN Kudus. The research method used is qualitative research method. This research used observation, interview and documentation for the data collection tools and analyzed by using interactive analysis. The result of the research shows that the strategy of improving the quality of Islamic Religious Education teachers in STAIN is divided into several strengthenings, namely strengthening of Islam, strengthening the field of PAI study, as well as the strengthening of foreign languages (English and Arabic), both through intra-curricular or co-curricular. Changes in the world of work in educational institutions should be prepared by universities preparing educators and other education personnel so that a student must be trained and trained to have the competencies described in three levels; perform, manage, and evaluate the process. </p>

As the world is moving ahead, all national economies need to find their own development path. The countries differ not only by the levels of attained development standard, but also by the possible methods which might be used for accelerating growth.The paper discusses growth factors which could help Macedonia find its way to catch up with the developed world in the long run — if this is possible. Obviously, the importance of institutions understood as the “rules of the game” and underpinning them is one of the most important issues related to development that should be seen as aconditio sine qua nonand a basic prerequisite of a “developmental wave”.

The human resources of Islamic education here, must really be the human resources of Islamic education who have a high commitment to learning, have a strong willingness to guard the change towards the better, they must have a high work ethic and full of spirit without stopping to learn, so that their potential can be developed and can be felt by himself, especially Islamic educational institutions that desperately need their fighting spirit, in developing and advancing the institution in globalization era.

The article considers the main directions of using the potential of economic growth in Russia to increase the pace and quality of growth, as well as improve the quality of life. It is noted that the inertial economic dynamics does not ensure the goals of the development of the Russian economy and maintaining its competitiveness in the world. It is stated that the greatest growth potential remains in the part of the population's demand, whose contribution to economic dynamics is limited due to income gaps and inefficient consumption structure. It is assumed that the greatest results can be achieved by combining social policy measures and stimulating private investment.

The globalization of the modern economy imposes special requirements on national accounting systems with the focus on standardization of information summarizing methods in order to form unified accounting statements. Public companies seeking to become players on the global trade platform are forced to adopt the rules of the international accounting and reporting. This has certain implications for national accounting in different countries. The article offers a study of the alternative influence of the phenomenon of economic globalization on the development of modern accounting. Positive and negative factors of such influence which have already forever changed the quality of the accounting, (Russia included), are highlighted, meaning not only improvement of the methods of accounting information generalization but also changes in the very attitude to the accounting profession. It is concluded that the consequences of economic globalization for the countries participating in the world trade platform have led to a positive change in the quality of the accounting system as a whole. However, to maintain this trend, the participation of educational institutions and professional communities along with the state in the improvement of an accounting process is required.


Globalized challenges of the world economy have created an objective need for Ukraine to develop in the face of the country’s lack of preparedness for global competition and integration. The development of the economy of Ukraine in the context of globalization is taking place in a context of incomplete systemic socioeconomic and political transformation and poses problems related to the optimal integration of the economy of the country into the global economy. At the same time, the impact of globalization processes calls for new theoretical approaches to justify the structural transformation of a country’s economic development model. The directions of globalization for national economies are quite complex and contradictory. Globalization is deepening specialization and cooperation globally and the international division of labor. International competition stimulates the development of innovative processes and state-of-the-art technologies through technology transfer among countries of the world. The current model of development in Ukraine is characterized by significant deformations of the economy: fragmentation of technological space, excessive social differentiation, increased poverty, unemployment and a reduction in the population, The Russian Federation is a country with many countries, which have been affected by human-made environmental degradation and overload, the shrinking of the domestic market and the national economy, the rise of the shadow economy, the rise of corruption, etc. All this points to a structural imbalance in the Ukrainian economy. The further intensification of globalization processes will exacerbate the problem of national identity, The solution of which many countries see the strengthening of State influence on international economic cooperation through the introduction of protectionist measures in the areas of trade, migration and investment, that in turn will contribute to the strengthening of geo-economic and geopolitical tensions in the world. In this context, there is a need to establish new principles for world economic stabilization and development.
