Reduction of the number of credit organizations in the banking sector of the Russian Federation has been considered. The paper has been based on the data of Statistical Bulletin of the Bank of Russia for 2015-2017 years. Attention has been paid to some problems of creating banks resources potential especially because of declining external financing. The problems of small and medium-sized banks, including the availability of state budget funds have been designated. The main characteristics of the dynamics of lending to non-financial organizations and individuals have been considered. A discrepancy between the high financial results of the banking sector and a very modest contribution to the investment activities of non-financial organizations has been noted. Particular attention has been paid to the difference in interest rates on loans and deposits for different categories of borrowers and depositors.

The article examines the process of mortgage lending in the Russian Federation, which, according to the authors, contributes to increased competition between market participants, which allows to optimize and im-prove the banking mechanism, reduce inflation and increase customer focus on banking products. It is noted that the use of the tool not only improves the social situation, but also contributes to additional activities in the construction sector, financial, insurance market, thereby increasing the investment attractiveness of the coun-try as a whole. The understanding of the term, the relationship with financial and economic relations, as a collaboration: a bank, a borrower, a financial institution is presented. The principles of housing mortgage lending and their implementation in the conditions of the Russian market are disclosed. The classification, types of mortgage lending, orientation and programs, taking into account the differentiation of clients, interest rates and social orientation, are generalized. The second part of the article is devoted to hedging risks and the reasons for their occurrence as a result of inconsistency with the nature and scale of the credit institution's activities, the requirements of the current legislation and violations in the banking sector.

The global economic shock associated with the consequences of COVID-19 has shown the need for further development of ways to predict changes in key performance indicators of organizations. The financial market is a particularly important segment, as the adaptation of the public sector in this area is much slower than necessary. This work reveals the theoretical aspects of the concept of efficiency of banking activity in the Russian Federation, and also gives an idea of various methods of its study. It is concluded that the use of the methods of the theoretical block in assessing the effectiveness of banking activities should be applied in the study of customer satisfaction with the activities of the organization, as well as in the study of the level of social efficiency in the structure of the organization. The article also reflects the current state of the banking sector and provides aforecast of its development for 2021. The positive and negative features of each method of assessing banking activity are presented. The final part of the article analyzes the problems faced by the banking sector and displays a list of government steps to overcome them. In the process of writing this work, its goal was achieved, namely, the methods of evaluating the effectiveness of banking activities were studied. In accordance with this goal, thefollowing tasks were solved: the concept of efficiency of banking activity was considered, the indicators of the banking sector in the Russian Federation were analyzed, the main problems for the development of the banking activity assessment system were studied, and the main methods of assessing banking activity were characterized.

Since the early 1990 in the Russian Federation there is a continuous outflow of capital abroad, as a result of which the assets earned by Russian businessmen, instead of investing in the domestic economy, go to support the civilized existence of «developed» bourgeois countries. For these purposes, the developed organizational and regulatory legal infrastructure is used. The bulk of fictitious operations and non- return of funds is carried out through a network of «laundering» banks, offshore companies and «one-day firms». Stable, highly professional organized transnational groups have been formed, including notaries, consulting companies, credit organizations, trust funds specializing in the withdrawal of capital and its placement in offshore zones or in countries with which the Russian Federation has concluded treaties in order to avoid double taxation. Methods of capital withdrawal are diverse, demand for them is provided by a developed infrastructure, legal and illegal mechanisms are closely intertwined, which complicates their timely detection and suppression.The Bank of Russia is doing a great job of neutralizing the shadow money flows of brokers and microfinance organizations (MFI), as well as transit operations used to withdraw assets abroad, in the context of which about 300 banks operating on the domestic market lost their licenses, although they are involved in the transactions described not only credit organizations, but also other subjects of financial legal relations, related, including with the circulation of securities.In the light of the above, the problem of improving the regulatory legal regulation and departmental (bank), as well as prosecutorial supervision over the execution of laws by the subjects of the credit and banking sector of the economy, including credit and non-credit financial organizations (NFO), taking into account the nature, scope and specificity of their activities, is actualized. An analysis of the current situation shows that the majority of used, constantly modifiable schemes for the withdrawal of bank assets abroad, the transfer of cashless cash into cash is preceded by multi-way payment chains for accounts of all kinds of Russian organizations. In this case, the transit companies involved in them do not, as a rule, carry out real financial and economic activities. Taxes and other mandatory payments are paid by them on a minimal scale or are not paid at all, and the operations conducted do not have a visible economic meaning.The management of the Bank of Russia regularly monitors the banking sector of the economy in order to track them in time and take appropriate preventive measures. Attention of credit institutions is drawn to transit operations with the isolation of inherent characteristics, for which purpose the regulator prepared, in particular, Letter No. 236-T of December 31, 2014 «On increasing the attention of credit institutions to individual customer transactions».This article examines the factors associated with the illegal withdrawal of bank assets abroad, including the artificial bankruptcy of credit institutions, complicated by the current state of the institution of bank secrecy.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The article presents the results of the analysis of health, working conditions and prevalence of adverse production factors, the structure of the detected occupational pathology in the working population of the Russian Federation. The article presents Statistical data on the dynamics of the share of workplaces of industrial enterprises that do not meet hygienic standards, occupational morbidity in 2015-2018 for the main groups of adverse factors of the production environment and the labor process. The indicators of occupational morbidity over the past 6 years in the context of the main types of economic activity, individual subjects of the Russian Federation, classes of working conditions, levels of specialized occupational health care. The role of the research Institute of occupational pathology and occupational pathology centers in solving organizational, methodological and practical tasks for the detection, treatment, rehabilitation and prevention of occupational diseases is shown. The basic directions of activity in the field of preservation and strengthening of health of workers, and also safety at a workplace are defined.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.

Современное состояние и развитие уголовно-исполнительной системы Российской Федерации диктует необходимость овладения будущими специалистами комплексом определенных знаний, умений и навыков, позволяющих им эффективно решать служебные задачи. Одним из путей повышения профессионального уровня специалистов является формирование и развитие профессиональной культуры. Проведенный в статье анализ понятия «профессиональная культура» позволяет констатировать сложность его содержания, что связано с особенностями профессиональной деятельности сотрудников УИС, многообразием решаемых задач. Автором подробно исследуется процесс формирования профессиональной культуры в вузах ФСИН России, рассматриваются особенности работы в данном направлении профессорско-преподавательского состава, командиров строевых подразделений, сотрудников отделов по работе с личным составом, приводятся возникающие при этом проблемы и предлагаются возможные пути решения. Отмечается, что успешность формирования профессиональной культуры курсантов зависит от их профессионализма, дисциплинированности, инициативности, настойчивости и личного примера сотрудников. В заключение подчеркивается, что высокий уровень профессиональной культуры сотрудника УИС является условием успешной служебной деятельности и целью дальнейшего профессионального самосовершенствования.The current state and development of the criminal Executive system of the Russian Federation dictates the need for future specialists to master a set of certain knowledge, skills and abilities that allow them to solve official tasks effectively. One of the ways to improve the professional level of specialists is the formation and development of professional culture. The analysis of the concept of «professional culture» in the article allows us to state the complexity of its content, which is associated with the peculiarities of professional activity of employees of the UIS, the variety of tasks to be solved. The author studies in detail the process of formation of professional culture in the universities of the Federal penitentiary service of Russia, examines the features of work in this direction of the teaching staff, commanders of combat units, employees of departments for work with personnel, presents the problems arising in this case and suggests possible solutions. It is noted that the success of the formation of professional culture of cadets depends on their professionalism, discipline, initiative, perseverance and personal example. In conclusion, it is emphasized that the high level of professional culture of the employee is a condition of successful performance and the purpose of further professional self-improvement.
