Involving Citizens in the Activities of Local Authorities of a Constituent Entity of the Russian Federation through a Shared Online Platform
The article considers the experience of the Republic of Bashkortostan of realization of the program for involving citizens in the activities of local authorities through the operation of a shared online platform. The research showed that the following technologies of citizen participation in public administration operate within the online platform in the Republic of Bashkortostan: public discussions, petitions, and polls. The technologies identified were analyzed and checked against the principles of the concept of modern public administration. The research revealed a number of problems in the work of the portal "Voice of the Republic of Bashkortostan". The authors suggested some ways of solving them. The relevance of the research is substantiated by the fact that the implementation of a project combining various practices of involving citizens in a managerial process through a shared online portal, whose activities are aimed at providing service to a large number of different authorities, needs to be improved and shared with other regions of the Russian Federation. The novelty of the research is due to the lack of scientific study of online co-management practices realized in regions. The main purpose of this article is to identify decision-making algorithms on the portal “Voice of the Republic of Bashkortostan” and to formulate proposals for improving the co-management technologies under study. The use of a shared regional portal to involve citizens in the activities of local authorities of a constituent entity of the Russian Federation is an innovation and uncommon these days. Studying the experience of the Republic of Bashkortostan, correcting the existing mistakes and sharing its practice with other regions can have a positive multiplicative effect.
