scholarly journals Peculiarities of using geoinformation systems in training оf future geography specialists in higher education institutions

The article analyzes the peculiarities of using geoinformation systems in the educational process in higher education institutions and substantiates the need to study them in the training of a bachelor of geography (specialty 106 Geography). The connection of geoinformation systems (GIS) with other disciplines has been established. The topics of pre-geoinformation disciplines mastering of which will help students to acquire GIS technology without hindrance are described. The market of modern GIS packages, the use of which will help future specialists in geography to acquire GIS technology is analyzed. The classification of software products (GIS package ArcGIS, MapInfo Professional, «Panorama 1») («Map 2011»), «Digitals», GeoDraw (Geograf), AutoCad Map 3D, SAGA GIS, GRASS GIS, ILWIS, MapWindow GIS), indicating functionality and tools of GIS packages is given. The possibilities of open programs are also presented; they can be used in the educational process (PhotoFiltre (mapping), XnView (viewing), Picasa (adding geotagging with which you can specify the capture area of any photo, using Google Earth and Google maps), Quantum GIS (can be used as the main platform for teaching students how to implement GIS and how to create the highest quality maps), Google Earth network services (electronic globe), ArcGIS Online (used to manage and share maps and geographic information), Golden SoftWare (Surfer) (universal mapping software that runs on Microsoft Windows and is used to quickly and accurately erase map surfaces and convert the provided data into contour, relief or post maps, three-dimensional surfaces, 3D frames or vector graphics). The main models of data presentation, due to which the work of GIS can be realized, are considered. The main advantages and disadvantages of using these models are indicated. The main competencies that future geographers should acquire during the study of the discipline «Geographic Information Systems and Databases» are identified, which will give foundations for the formation of a sufficient level of a competitive geography specialist.

The introduction of quarantine restrictions in the world has led to restrictions on many industries of both economic and social spheres of life. Education has not become an exception. The need to level the large number of students necessitated the search for alternative ways of organising educational and pedagogical processes. This is especially an issue for higher education institutions. Higher education institutions train specialists for many sectors of the economy and a significant break in the educational process due to quarantine restrictions could lead to a real collapse of the higher education system. This necessitates the search for ways to transform the pedagogical process in higher education institutions and the introduction of alternative mechanisms and methods of organising the educational process. The purpose of the study was to investigate the ways of transformation of the pedagogical process in higher education during the quarantine. A systematic algorithm for studying the transformation of the pedagogical process in conditions of quarantine and quarantine restrictions in higher education has been developed. The advantages and disadvantages of distance learning technologies of higher education have been identified. The main features of such remote technologies as Moodle, Google Classroom, and Zoom are analysed.

The publication provides a thorough analysis of the main tendencies that prevail in the software market for implementing effective information and pedagogical management in modern higher education institutions. The article presents a brief retrospective of the formation and development of automated control systems. The monitoring of existing electronic products aimed at enhancing the quality of the educational management in higher school, developed by Ukrainian-based commercial IT-companies and research institutions, has been done. The peculiarities of development of automated control systems of educational process have been determined by distinguishing their advantages and disadvantages depending on the level of their development. The article describes the functionality of one of the most popular integrated automated information-analytical Web-oriented educational management systems of higher education institutions developed by the "Politek-SOFT" private company and implemented in the Zhytomyr Ivan Franko State University. The article contains statistical data on the number of educational institutions in Ukraine that have implemented and actively used the software of the specified IT company. The publication identifies the specific advantages of a comprehensive information and analytical system "Dean's Office" which consists of: the full and comprehensive automation of planning and accounting of educational process, full information interoperability with other software products of PE "Politek-SOFT", convenient report designer and interface, possibilities of adaptation and full-fledged functioning in any operating system. In addition, it saves money and human resources and is applicable to educational institutions of any level of accreditation. The authors provide some information on the methodical guidance on the use of a comprehensive information and analytical system "Dean's Office" and focus on the functioning of some of its working modules. The article outlines the direction of further research with the emphasis on the main principles of the functioning of other well-known automated informational and analytical systems of educational management that have been implemented at the national higher educational institutions.

The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.

The article provides a comparative analysis of traditional and innovative learning systems; highlights the features, content, advantages and application limits of innovative educational technologies in the optics of modern concepts of pedagogical theory and practice. The content characteristics of the concept of «innovative learning» and the regularities of its course have been defined. The authors of the article define the concept of «innovative learning» in universities as a «futures», advanced training system that adequately correlates with a higher degree of development of a society that is constantly evolving and has the goal of advanced development of the personality and training a specialist who would be able to function effectively in such a society. Innovative learning in higher education provides full or partial digitalization of the educational process. The advantages and disadvantages of traditional and innovative learning have been highlighted. The requirements for the implementation of innovation in the educational process of higher education institutions have been formulated. It has been proved that modern higher education should take into account the processes that carry innovative changes, including: the introduction of analytical and information and communication learning tools, computer technologies, the involvement of teachers and students in research activities. It has been found that the quality of the implementation of the innovation process is conditioned by its goals, methods and means, knowledge and abilities, lecturers' and students' interest in achieving good results. In order for innovative learning to be truly innovative, a modern teacher of a higher education institution should have effective modern means of transferring knowledge and skills to students; organizational skills to plan and implement pedagogical impact; the ability to establish proper relationships with students, to organize and direct their activities; the ability to persuade; possess profound knowledge not only in his subject area, but also have a broad erudition. Acquiring a high level of professional qualification is a long and difficult process. The article concludes by stating the need to find an optimal balance between traditional and innovative learning, rational use of the advantages of each of them, based on the realities of each particular university.

The World Wide Web continuously provides rapid access to information, and numerous information resources, virtually unlimited. The convenience and interactivity of its usage encourage people to turn to it in the educational process rather often while teaching or studying unfamiliar topics. Hypertext resources of different kinds have become a virtual educational environment. They offer new opportunities for structuring, presenting, adapting, and integrating contemporary learning materials. Besides, hypermedia technologies have made a considerable breakthrough in the educational process, particularly in self-education, combining hitherto incompatible elements. The article focuses on practical experience in the introduction of hypertext in the educational process of higher education institutions in general and during pandemic periods, in particular, the world faces nowadays. In the course of the research, it was emphasized that such technologies are pretty significant in implementing distance learning. Hypermedia technologies create especially suitable conditions for the independent acquisition and quality assimilation of the necessary information, which can be easily integrated into the educational process. The provided analysis of the implementation of e-learning materials based on hypertext and multimedia tools made it possible to point out the advantages and disadvantages of the described technologies (compared to traditional usage of printed textbooks), thus identifying their didactic potential. They became especially of great importance during the coronavirus lockdown.

Subject. This article examines the practice of first-time applying the International Public Sector Accounting Standards (IPSAS) by Russian higher education institutions. Objectives. The article aims to identify and address the problems associated with such application, and conduct a critical analysis of Russian universities' compliance with the requirements of the International Standards on their first-time adoption. Methods. For the study, we used observation, systematization, and a comparative analysis. Results. The article examines and describes the practical experience of the first-time use of IPSAS in the preparation of reporting by Russian educational institutions participating in the Russian Academic Excellence Project (5Top100 Project). It presents the results of the most typical reclassification adjustments of reporting items made by the universities when preparing their inductive statements of financial position as of the date of transition to IPSAS. Conclusions and Relevance. Most of the universities studied complied with the requirements of the IPSAS first-time adoption and provided comparative information in their first IPSAS financial reporting. The importance of the study is to justify the provision that financial reporting in accordance with IPSAS is appropriate to improve the international competitiveness of universities, which makes it possible to better reflect financial information on the activities of universities. The results of the study can be used in the practical activities of the Russian economy public sector organizations, and in the educational process of higher education institutions.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

The article considers the main approaches to the problem of stress resistance of students in higher education institutions of Ukraine. It is determined that a number of scientists consider stress resistance as a property of the individual that determines its effective activity, and others as cognitively conditioned mechanisms for overcoming stress. It is noted that in psychological science there are other views on the stress resistance of the individual, but when studying the stress resistance of students in the educational process of higher education, it is advisable to use the above approaches. Studies suggest that most students have low levels of psychological stress, mental stress and medium, high levels of resilience. The main coping strategies of students’ behavior in stressful situations are “confrontational coping”, “avoidance”, “self-control” and “problem solving planning”.

The academic competence of cadets is the basis for the formation of professional and social-personal competence of a specialist. Academic competence is a set of skills to independently obtain, process and apply knowledge in the field of jurisprudence, as well as to study and explain from a theoretical point of view the phenomena associated with the implementation of law enforcement. The specifics of training in higher education institutions of the Ministry of Internal Affairs predetermines the need for a systematic organization of activities to develop the academic competence of cadets. The article describes the stages of designing the educational process, taking into account the stages of professionalization of cadets in the learning process.
