Human development is the primary objective of all developing economies of the world. It has great importance in social planning. Every individual, society and nation wants a prosperous life. Different instruments are used, investments are undertaken and different policy frameworks are designed to achieve this target. Human development is a process to enlarge the choices of people. So, the definition of human development is very broad, but people have three basic and essential choices which are acceptable at every level of development. First, people always have desire to live a long and healthy life. Second, they have desire to expand their knowledge. Third, people have desire to access the resources needed for a decent standard of living [UNDP (1990)].

In conditions of instability of economic, environmental, social and other processes that affect human development, the need to prevent their negative impact actualizes the issue of measuring the security of human development. The aim of the study is to highlight the importance of security phenomenon in the context of human development and improve a Human Development Index. In this paper the method of analysis and generalization was used to identify the existing approaches to the human development measuring; also expert evaluations and correlation analysis were used to improve the composite index.Thus, a method has been proposed for measuring the level of human development security. The peculiarity of this method is phased, three-tier integral measurement of the human development security in terms of the following dimensions: long and healthy life, education, decent standard of living, adjusted to the correction coefficients of prevailing threats for each of the dimensions. The formation of correction coefficients was carried out by identifying the prevailing threats. To illustrate these ideas, data on regions of Ukraine were used and the research period was 2012–2017. The implementation of the proposed method of measurement allows determining the objective level of human development security in the regions of Ukraine and identifying the percentage of lost opportunities. Thus, the study empirically confirms and theoretically proves that human development is a process of enlarging the human opportunities and freedoms, but the dominant threats hinder the expansion of such opportunities and freedoms, that leads to loss of human opportunities.

The main purpose of this chapter is to investigate the global implications of sustainability and e-society infrastructure in developing economies. A generally accepted definition of e-society is very difficult to compress into words considering the complexity of the phenomenon itself. However, an exhaustive approach includes a great variety of original views and individual multifaceted opinions which converge to obtain a solid theoretical structure. Globalization is the modern term used to describe changes in the structure of societies and the world economy, but having a major impact in the context of an accelerated informatization. The process of globalization is not a new and innovative process, but it is the result of changes in the world economy that have increased in recent years, considering the fact that it brings a number of advantages. Moreover, globalization means labor mobility without constraint of geographical boundaries. Generally, the progress of communications is another consequence of globalization and the impact of change is even stronger in developing economies.

Abstract. The essence of the economic category “quality of life” and “standard of living” is determined. The system of living standards recommended by the UN, the national matrix of quality of life indicators, the main international systems for assessing the population quality of life, the objective and subjective approach to its assessment are considered. The purpose of the study is to systematize indicators of the standard and quality of life of the population, the study of the demographic component of their assessment in the context of human development. It was found that today there is no single definition of “quality of life” (scientists supplement it based on the main purpose of their own research) and a single approach to its evaluation. It is determined that among the various methods and approaches to assessing the use of demographic indicators is quite limited. The characteristic of the basic demographic indicators which can be applied in research both standard and quality of life of the population is given. The main demographic indicators of measuring the quality of life of the population in Ukraine and in Mykolayiv region are determined and analyzed. A regional adaptation of the Gender Development Index (GDI) to the sub-national level is proposed. The purpose of the article is to show the regional differences in composite GDI indicators and gender differences in these indicators. GDI covers the areas of longevity, knowledge and a decent standard of living. The indicators of the dimensions “Long and healthy life” and “Standard of living” were taken from the UN methodology for calculating the regional GDI, and the indicator of the dimension of “Knowledge” was replaced by a more informative one in the national context.The regional variations in GDI indicators showed that the situation in the regions of Ukraine in the dimensions of “Knowledge” and “Standard of living” was significantly different, whereas “Long and healthy life” indicators differed, but not critically. Gender differences in the indicators show the following for all regions: all the indicators of the dimensions of “Knowledge” and “Long and healthy life” reflect some significant gender asymmetry towards women, and the indicators of the dimension of “Standard of living” reflect the significant asymmetry towards men. Nevertheless, despite this gender asymmetry of GDI indicators, in all the regions of Ukraine GDI is close to unity, which means that it reflects gender parity in human development of men and women. The human development indicators for men and women show significant regional variations. We can single out the situation in the city of Kyiv, the capital of Ukraine, where almost all the indicators in all the areas differ from the other regions. The article also analyzes the regions with low indicators and significant gender gaps, as the low indicators of dimensions determine the low value of human development, and gender differences in indicators affect the value of the overall indicator of gender development. Testing of the proposed methodology for adapting the GDI to the sub-national level will make it possible to clarify its indicators for each region and, as a result, to prepare sound political, economic and social recommendations in the human development context taking into account the gender factor.

Each geotourist venture should be related to the creation of a tourist product from the geological or post­‑mining object. This preparation to tourist traffic through the adaptation or making the object available to visitors is the primary objective which implies the series of different tasks. These tasks of geotourism, in post­‑mining objects and sites – the special type of cultural heritage resources, are presented in the paper.Execution of each task was discussed on the basis of different examples of development of post-exploitation sites all over the world, e.g. in Spain, Poland, Germany, England, and Australia. The form and scope of the geotourist tasks execution formed the base for the authors for the assessment of selected development practices, as well as the definition of application guidelines introduced in this paper. All tasks facing geotourism based on former industrial and mining facilities should form a coherent whole, covering the economic (profitability), ecological (neutrality) and socio­‑cultural aspect (social justice), and thus fit in the concept of sustainable development in tourism. These pillars should be treated equally, because only their reasonable combination has the chance to result in the creation and development of sustainable tourism.

The main argument of the following article is that the neo-colonial nature of international relations between the North and the South contributes to delayed or sometimes even reversed progress in the process of human development everywhere in the world and especially in the so-called South. Whether the conduct of Fair Trade movement measures up to expanding human freedoms, or is it merely one of the most inconspicuous and sophisticated tools of neo-colonial oppression is what the authorís research. Senís criteria for human development and Brundtlandtís definition of sustainable development are taken as ones that the Fair Trade movement should fulfil in order to label it as a means to bridge the infamous North South gap. Only as such the Fair Trade movement can substitute the neo-colonialism.

Human development is a development paradigm that puts human (population) as the focus and final target of all development activities, namely the achievement of control over resources (income to achieve decent living), improvement of health status (long life and healthy life) and improve education. To see the success rate of human development, UNDP publishes an indicator of Human Development Index (HDI). This study discusses the achievements of human development that have been pursued by the government. The problem analyzed in this research is the difference of human development achievement in some provincial government in Indonesia. This paper aims to compare the achievements of human development in some provincial governments seen from the achievement of human development index of each province. The advancement of European dress to the rest of the world was linked to the definition of civilization as “a stage of social development considered to be more advanced” and “polite and good-mannered”. The widespread of their fashion style in the 19th and 20th centuries influenced the way the rest of the world attire. The fashion trend and dressing style thus change the purpose of dressing through time. The dressing style in campuses especially in private institutions of higher learning is under particular scrutiny, as it is often said to be inappropriate for a learning environment. This study looked at the importance of moral education, and its role in implementing the dress code for students among university students especially between two types of university i.e. public university and private university. It looked on the dressing style of students, both male and female, and the factors that lead to their dressing pattern which is common among students. This study also advocated the students’ understanding of the content of dress codes in their learning institution and the role played by moral education in regard to dress code. The overall study highlighted students’ perception towards the implementation of the dress code and punishment in their learning institution. The methodologies used to carry out this study are questionnaires and interviews. This study will therefore ascertain the important of dress code among students at higher learning institution and the role of moral education in cultivating values in order to dress properly or decently. The paper examines various approaches to the definition of the term «digital economy» in the scientific and business environment along with factors and forms of its development in different countries taking into account the specifics of the current stage of the Russian economy, which is a matter of particular importance in seeking new sources of the world economy growth. The subject of the research is opportunities and threats inherent in the process of digitalization of economies and their impact on the operation of international and national markets as well as the development of the world economy as a whole. The purpose of the paper was to analyze the practical experience in the formation and development of the digital economy in foreign countries and Russia and identify the changes it brings to the activities of state institutions and business structures, established rules of market exchange, the process of promotion and use of innovations. All the above made it possible to determine the country-level specifics of the digital economy evolution reveal the contradictory nature of its manifestations and justify the necessity for active participation of the state in stimulation and support of potentially promising digital innovations in various sectors of the economy. It is concluded that the level of the digital economy development depends on the real-sector performance, the maturity of markets, the state of the national economy. It is highlighted that the criteria for a comprehensive assessment of the results of the economy digitalization must be developed.
