This article aims to analyse Articles 5 and 6 of the draft ePrivacy Regulation put forward by the European Commission, as key rules regulating the processing of electronic communication data and metadata. The confidentiality of electronic communication is an important aspect of privacy and personal autonomy protection. Still, disproportionate regulation may hurt economic growth, particularly with regard to artificial intelligence (AI) solutions development. The article begins by briefly describing a socio-economic context in which the future regulation of electronic communication confidentiality will function, then analyses the implications of proposed norms for the protection of privacy and personal autonomy, and their potential implications for economic development, for AI solutions in particular. The article analyses which of the proposed versions of Articles 5 and 6 meet the middle ground and ensure protection of privacy and personal autonomy without at the same time hampering economic development and AI innovation. After analysing the proposed normative content of all three versions of the ePrivacy Regulation draft, some afterthoughts are shared about them and their potential impact. The goal is to find the proper balance between privacy protection as an ultimate priority and maintaining economic development and innovation as something that cannot be ignored and is a priority in its own right, to an extent where it does not harm the essential content of the fundamental right to privacy and personal autonomy.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

AbstractCan Artificial Intelligence (AI) be more effective than human instruction for the moral enhancement of people? The author argues that it only would be if the use of this technology were aimed at increasing the individual's capacity to reflectively decide for themselves, rather than at directly influencing behaviour. To support this, it is shown how a disregard for personal autonomy, in particular, invalidates the main proposals for applying new technologies, both biomedical and AI-based, to moral enhancement. As an alternative to these proposals, this article proposes a virtual assistant that, through dialogue, neutrality and virtual reality technologies, can teach users to make better moral decisions on their own. The author concludes that, as long as certain precautions are taken in its design, such an assistant could do this better than a human instructor adopting the same educational methodology.

AbstractIn the past few decades, technology has completely transformed the world around us. Indeed, experts believe that the next big digital transformation in how we live, communicate, work, trade and learn will be driven by Artificial Intelligence (AI) [83]. This paper presents a high-level industrial and academic overview of AI in Education (AIEd). It presents the focus of latest research in AIEd on reducing teachers’ workload, contextualized learning for students, revolutionizing assessments and developments in intelligent tutoring systems. It also discusses the ethical dimension of AIEd and the potential impact of the Covid-19 pandemic on the future of AIEd’s research and practice. The intended readership of this article is policy makers and institutional leaders who are looking for an introductory state of play in AIEd.

Abstract Many countries have enacted a quick response to the unexpected COVID-19 pandemic by utilizing existing technologies. For example, robotics, artificial intelligence, and digital technology have been deployed in hospitals and public areas for maintaining social distancing, reducing person-to-person contact, enabling rapid diagnosis, tracking virus spread, and providing sanitation. In this paper, 163 news articles and scientific reports on COVID-19-related technology adoption were screened, shortlisted, categorized by application scenario, and reviewed for functionality. Technologies related to robots, artificial intelligence, and digital technology were selected from the pool of candidates, yielding a total of 50 applications for review. Each case was analyzed for its engineering characteristics and potential impact on the COVID-19 pandemic. Finally, challenges and future directions regarding the response to this pandemic and future pandemics were summarized and discussed.

It has been proposed that geography influences economic growth for many reasons. Previous analyses of comparative development seem to have sidestepped the question of location-dependent depreciation. However the construction of new measures of tropical cyclone exposure enables us to consider the potential impact of this single source of capital depreciation. Using an estimate of asset destruction due to tropical cyclones, we identify the “sandcastle depreciation” rate, and find support for location-dependent depreciation by looking at average growth rates. This leads us to propose that heterogeneous and geographically-dependent depreciation rates may play an important role in global patterns of economic development.

Cities are increasingly dependent on networks, sensors, and microcontrollers. Artificial intelligence has managed to mimic human behavior, and in a few years, many jobs may be replaced by computers or machines. Today, smart cities are evolving in all countries from the poorest to the most economically viable, and there are many smart city applications that rely on observation and participation of the citizens. Active citizens are interested in the benefits of their city, and they are involved in improving and promoting urban living. All levels of smart citizen participation are associated with liberal citizenship and personal autonomy and the choice of individuals to perform specific roles and take responsibility for their actions. The states in turn provide liberal forms of government. Smart cities need “smart people” who can take an active part in both governance and city reform. This kind of citizen participation is more than just a ritual participation in government.

Privacy scholars, advocates, and activists repeatedly emphasize the fact that current measures of privacy protection are insufficient to counter the systemic threats presented by datafication and platformization (van Dijck, de Waal, and Poell 2018: 24). These threats include discrimination against underprivileged groups, monopolization of power and knowledge, as well as manipulation. In this paper, we take that analysis one step further, suggesting that the consequences of inappropriate privacy protection online possibly even run counter to the normative principles that underpinned the standard clause for privacy protection in the first place. We discuss the ways in which attempts at protection run the risk of producing results that not only diverge from but, paradoxically, even distort the normative goals they intended to reach: informational self-determination, empowerment, and personal autonomy. Drawing on the framework of “normative paradoxes,” we argue that the ideals of a normatively increasingly one-sided, liberal individualism create complicities with the structural dynamics of platform capitalism, which in turn promote those material-discursive practices of digital usage that are ultimately extremely privacy-invasive.

Purpose Artificial intelligence (AI) is currently having a dramatic impact on marketing. Future manifestations of AI are expected to bring even greater change, possibly ushering in the realization of the fourth industrial revolution. In accord with such expectations, this paper aims to examine AI’s current and potential impact on prominent service theories as related to the service encounter. Design/methodology/approach This paper reviews dominant service theories and their relevance to AI within the service encounter. Findings In doing so, this paper presents an integrated definition of service AI and identifies the theoretical upheaval it creates, triggering a plethora of key research opportunities. Originality/value Although scholars and practitioners are gaining a deeper understanding of AI and its role in services, this paper highlights that much is left to be explored. Therefore, service AI may require substantial modifications to existing theories or entirely new theories.

This article investigates how doctorate holders in Iceland make sense of time and utilize their own time management as an instrument in their career development and whether gender is a defining factor in this context. The project is based on 32 semi-structured, in-depth interviews with participants holding 5- to 20-year-old doctorate degrees in Iceland. These interviews were then analyzed using a phenomenological approach. The results indicate that the men generally felt a higher level of agency regarding their work–life balance and time management than did the women, who more often expressed difficulties finding a proper balance and expressed being more stressed about the often fragmented time they had to combine their career and family obligations successfully. The study provides a picture of how societal time norms among highly educated people are very gendered and how time is still inevitably linked to power. The contribution of this study to prior studies is that, even when comparing highly educated people among whom it is more likely to find a higher level of egalitarian attitudes, in a country where gender equality is assumed to be at a higher level than in many other countries, women still seem to experience time differently from men in terms of personal autonomy.
