Improving Labor Productivity and Efficiency of the Use of Production Resources of Agricultural Enterprises

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

Current trends in the development of agricultural business are analyzed and modern factors affecting their competitiveness are investigated in the article. Scope of the implementation of digitalization processes in enterprises of the agricultural sector of Ukraine and author's assessment of their impact on competitiveness is considered. The prospects of increasing the economic efficiency and competitiveness of agricultural enterprises in modern conditions of operation are investigated. The naivety of investment resources in agricultural enterprises and the possibility of attracting them to digitalization projects are estimated the article. It is proved that economic processes digitalization in the agricultural sector of Ukraine will create unique opportunities for ensuring the internal balance of the consumer market, increasing the stability of rural areas and increasing the competitiveness of representatives of small agricultural businesses in Ukraine at the international level..

Introduction. In the process of agricultural production the natural resources, human resources and capital are used. Responsible management of resources will contribute to the sustainable development of agriculture with the possibility of agricultural products, to satisfy the needs of the population quantitatively and qualitatively. The transition of agricultural production on industrial basis, the emergence of new techniques, technologies, organizational innovations are defined by quantitative and qualitative composition of the economic resources that would meet the modern conditions of activity of the agricultural sector. Purpose. The research aims to identify trends in the structure of the economic resources and their availability in the agricultural sector of Ukraine. Method (methodology). In the process of research the following methods have been used: monographic method; method of critical analysis; method of structural and trend analysis. Results. The structure of assets of agriculture of Ukraine is estimated. We have established the trends in the proportion of assets of agriculture in the structure of the assets of all sectors of the economy and their cost. The dynamics of changes in the ratio of fixed and current assets of agricultural enterprises of Ukraine is analysed. The analysis of non-current assets of agricultural enterprises is considered. It has been determined the dynamics of change in value of fixed assets. The features of reproductive processes in the agricultural sector are formed. The obtained results should be applied at the rationalization of administrative decisions in the field of financial management by managers and specialists of agricultural industry.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The issues of "green" economy as a paradigm for the development of agricultural sector of the country's economy is analyzed. The main elements of the transition to ecosystems are summarized: price regulation in accordance with the basic principles of sustainable development of rural areas; reforming and developing an "ecological" tax system; sustainable public investments and their increase in natural capital; socially oriented strategies. The ways of implementing the concept of "green" economy: general economic and technological are shown. The main objectives of its development as significantly reducing the adverse impact on the environment and risks of environmental degradation are determined, as well as the possibilities and prerequisites for expanding its sphere in agriculture of the republic. It is noted that several projects have already been implemented in Kazakhstan that fully meet environmental criteria. It is indicated that in rural areas there are necessary conditions for production process of organic products. Data on organic producers of the Republic of Kazakhstan and other types of operators in the world are presented. As a result of the study, it was concluded that the ultimate goal of green economy is to create living conditions that optimize the interaction of its financial, environmental and social components, the relationship with the most advanced agricultural enterprises, the development of environmental management support programs that stimulate the formation of innovative networks and cluster structures in rural areas. The main principle of "green" economy is the expansion of organic agriculture sector, introduction of certificates for environmentally friendly products and increase in their exports.

The purpose of the article is to determine the directions of integration processes in the development of entrepreneurial activity in the agricultural sector of the economy. Research methods. Using statistical and graphical methods, the state and trends of integration transformations of agricultural enterprises in Ukraine were assessed. Research results. The dynamics of changes in the number of agricultural enterprises in Ukraine during 2013-2019, their structure on the basis of legal status, scope and results of activities are analyzed and the relevant conclusions on the ways of development of integration processes in the agricultural sector are formed. The functioning of agrarian business entities of different sizes has been studied. The integration potential of small business entities in the agricultural sector has been identified. The dynamics of the main production indicators of small and micro enterprises is given, their share in the total volume of agricultural production is determined. Also, small forms of management due to integration and cooperative processes provide an opportunity to develop in rural areas, making financial contributions to local budgets, while large enterprises (agricultural holdings) usually have minimal impact on the development of rural economy and rural areas. The main segments of agricultural production (such as potatoes, vegetables, fruits and berries) in which households play a key role are identified. Priority areas for the development of personal farms have been identified, in particular, through the creation of family farms and their association in cooperatives, etc. The information base of the study is the scientific achievements of leading domestic and foreign scientists, analytical data of the State Statistics Service of Ukraine. On the basis of the obtained results the social and economic expediency of development of cooperative forms of management in the countryside and integration of small-scale agricultural producers is substantiated. Scientific novelty. It is proposed to turn personal peasant farms into family farms as components of integration formations in agrarian business. Practical significance. The state of business structures of the agricultural sector of the Ukrainian economy is assessed and the prospects and advantages of the development of integration formations and cooperation in the sustainable development of rural areas are outlined. The results of a comprehensive multi-factor analysis of updated information about the demographic situation in rural settlements of the Russian Federation and working conditions in the agricultural sector of the economy are presented. It is shown that in the period from 2010 to 2018, stable population growth was registered only in 20.8 % of rural municipalities, while 79.2 % of settlements were characterized by a decrease in rural residents. Along with depopulation, critical for the sustainable development of rural areas is a prevailing explicit deformation of the age structure of the population and associated growth of demographic burden on the able-bodied rural population due to low birth rate and high death rate of men of working age, as well as the continuing migration outflow of the economically active population in the regional and Federal centers of Russia. The main place of employment in rural areas remains the production of agricultural products. Despite the differences characteristic of technological processes in certain types of agricultural activities, the specifics of labor in the agricultural sector have common aspects related to the impact of harmful factors of the production environment, the severity and intensity of the labor process. The number of people working in the agricultural sector in harmful and dangerous working conditions in the period from 2011 to 2017 decreased by 19.2 %, while the share of this category of people in the total structure of those employed in agricultural production decreased by 4.4 % to 29.4 % in 2017. According to the results of inspections of territorial bodies of Rospotrebnadzor in the period from 2011 to 2017, the share of jobs that do not meet sanitary and hygienic standards at agricultural enterprises decreased from 35.7 to 30.4 %, which indicates a trend of improvement in the sanitary and hygienic situation.

As we know, the level of organization and efficiency of agricultural production depends on provision of highly qualified specialists. Nowadays, we oversee a shortage of qualified personnel in the agribusiness of the Republic of Tatarstan. Increasing the agricultural products output, on the one hand, and lack of managerial staff in the agricultural enterprises, on the other hand, cause increasing the loading on industry experts, which drastically reduces their motivation to work and efficiency of industrial process control. All this leads to a decrease in efficiency of agricultural production. Studies show, that agribusiness personnel security system depends on their training and retraining in the higher educational institutions, on focused work of personnel services at various levels, on the level of wages, on satisfaction of specialists in social and economic conditions of labor, on output and load to one specialist. Agricultural enterprises do not use standard method for determining the needs of industry professionals. According to nominally - standard method in 2012, the plant industry needed in 1533 agronomists, but according to the information of personnel department of the Ministry of Agriculture of the Republic only 634 agronomists worked in the Republic, that was 41.3% of the estimated quantity. This has led to an expansion of the load on a single specialist, which reduced the efficiency of management, timely execution of processes for organizational reasons and low yields. The loss of crop production averaged in thе Republic was 648 863.600 rubles, that is equivalent to 119 276.3 tons of grain. The shortage of highly qualified personnel in rural areas, their low fixability, degradation qualitative and quantitative human capacity can be eliminated by the development and adoption at the federal and regional levels the targeted program of agribusiness staffing and develop guidelines and criteria for personnel policy. Social and economic activities, that promote security personnel include: material incentives increase, improvement of living conditions, the introduction of new forms of work organization, compliance labor intensity, professional and qualitative promotion of workers. The studies have shown that: an objective approach at making appointments to executive positions; use of personnel reserve; introduction of innovative technologies into the production; improvement of specialists remuneration systems; creation of a single automated system of personnel monitoring in agribusiness; improvement living conditions and higher wages of specialists - are the main measures, facilitating to consolidation of professionals in rural areas. All these measures will have maximum impact and benefit only in joint implementation by the owners of agricultural enterprises and government agribusiness agencies.

The article is devoted to current trends in the development of small and medium-sized businesses, whose role is crucial in the agricultural sector. It is established that agricultural production with specific features and in conditions of instability of the economic environment of their functioning and climate change requires the activities improvement of productive enterprises, characterized by flexibility, mobility, high maneuverability and the ability to respond quickly to changing economic conditions and changing business needs over time. In addition, the decline of rural areas is a dangerous trend in the further development of the agricultural sector of the economy as a whole, so the effective operation of agricultural enterprises is associated with solving these problems. The activity of agricultural enterprises in the context of large, medium, small and micro enterprises is assessed, the sources of their financing are analyzed, the restraining factors of their potential growth are singled out. It is established that small and medium business is an integral part of the development of the agricultural economy, which is able to provide domestic consumers with food, promotes competition, solves important economic and social problems of rural revival and rural development, so it needs more attention to support prospects by expanding financial opportunities and intensification of entrepreneurial activity. The position of the agricultural sector of the economy in the future depends on the level of long-term investment, its lending and state financial support for agricultural producers. The activities of small and medium-sized enterprises in the agricultural sector need new approaches to promote their development by increasing the role and importance for agriculture and the economy as a whole. State support should be focused on promoting agricultural markets development, introducing new technologies, improving the investment attractiveness of industries, accomplishing the infrastructure of the agricultural market, financial and credit support, forming and implementation of rural development strategies in Ukraine.

The article covers the study of structural processes in the economy of Ukraine, transformations in the agribusiness in accordance with current trends in the development of the market of agricultural products, which have a significant impact on marketing and logistical processes of domestic enterprises and shape the need of agricultural enterprises to expand trade relations with foreign countries. The article explores the structural processes in the economy of Ukraine over the period 2017-2019, transformations in the agricultural business in accordance with current trends in the development of the market of agricultural products. The domestic market of agricultural products by commodity groups "10 Cereal and puls crops", "15 Fats and oils" are explored on the basis of analysis of the indicators of structural statistics of agricultural production, sales and consumption of agricultural products, characteristics of export-import operations of domestic agribusiness enterprises. It is determined that structural transformations in agribusiness have a significant impact on the marketing and logistical processes of domestic enterprises and shape the need of agricultural enterprises to expand trade relations with foreign countries.  It is substantiated that in 2020 domestic agricultural enterprises would have to work to expand exports to different countries around the world.  However, owing to recent turmoils of international markets by the crisis caused by the coronavirus pandemic, large stocks of agricultural products of the commodity groups "10 Cereal and puls crops" and "15 Fats and oils" have emerged at the warehouses of domestic enterprises, so we believe that such situation requires the improvement of marketing and logistical management of their business activities.

The article is devoted to the study of the state and development features of the components of the resource potential of agricultural production from the point of view of the possibility of using digital technologies in the production process. The information infrastructure of rural areas, production resources, sources of funds for their modernization are considered as key factors. The analysis of the composition and structure of resources in dynamics is carried out, the reasons for the lagging of the pace of digitalization in agriculture from other industries and activities are revealed. In particular, the low level of development of digital competencies of the personnel of agricultural enterprises, low interest in professional development were noted; a high share of the imported component of production resources in the agricultural sector, which leads to high costs and, together with low incomes, makes it difficult to modernize technologies.
