Some issues water supply of agriculture in the context of agrarian policy

The article notes that in recent years, water quality has deteriorated sharply. To reduce this process, the introduction of ecosystems in economic entities is required. However, these measures must be subsidized by the state, as the costs are too high. It is necessary to adopt an environmental policy that would contributed to the organization of control over the use of water resources.

This work provides an inventory of water resources and presents the current status of water supply, water quality as well as wastewater management in Bosnia and Herzegovina, Croatia and the State Union of Serbia and Montenegro, established after the break-up of the former Yugoslavia. All three countries are very rich in water resources, pertaining in a large percentage to the Adriatic and Black Sea basins. However, this richness is not adequately reflected in the current status of the public water supply. Water supply is satisfactory only in bigger cities, whereas rural populations still largely depend on the local sources. Furthermore, with respect to integrated water management, there is a big discrepancy between the capacities of water supply and drainage and those for municipal and industrial wastewater treatment. Only a small percentage of wastewaters receive at least some treatment, putting those receiving natural waters at considerable risk. Nevertheless, available reports on the water quality of ambient waters do not reveal the existence of this problem on a wider scale, but indicate only few hot spots. Microbiological pollution near big cities and patchy elevated levels of heavy metals and organic pollutants around industrial plants and agricultural lands belong to these exceptions. Such a relatively favourable situation is, partly, a consequence of a significant decrease in economic activities, which is characteristic of all transition countries, but it also reveals the impact of the recent wars in the region. Political and military conflicts in the region generated mutual distrust and lack of cooperation between the three countries. However, attempts are being made to resolve most of the issues related to cross-border contamination by signing international and regional treaties. As a part of pre-accession activities, all three states are harmonizing their legislation with the EU and are joining scientific projects on the water protection of other western countries. This is expected to bring considerable benefits to the local population and to make economic development more vigorous.

В статье анализируется состояние водного фонда в области и обеспеченность жителей региона водой. Рассматриваются основные проблемы неудовлетворительного качества воды в районах области и в г. Орле. Предлагается комплекс мероприятий с целью повышение качества водоснабжения на территории Орловской области путём строительства пяти объектов водоснабжения. The article analyzes the state of the water fund in the region and the provision of water to the residents of the region. The main problems of unsatisfactory water quality in the districts of the region and in the city of Orel are considered. A set of measures is proposed to improve the quality of water supply in the territory of the Orel region through the construction of five water supply facilities.

With the development of industrial and agricultural production and the social economy, the demand for water resources has gradually increased. In this paper, based on the principles of system dynamics, a sustainable water resources utilization model with coupled water quality and quantity is established using STELLA software to assess the sustainable use of water resources. The model includes two modules: a water supply module and a water quality module. The water supply module includes four sub-systems: economy, population, water supply, and water demand. The water quality module consists of an environmental sub-system. The model is suitable for Tianjin, where water resources are scarce. Calibration is performed using data from 2013–2016, and verification is performed using data from 2017. The simulation results are good. In order to compare the sustainable use of water resources in different development scenarios in Tianjin for 2025, a sensitivity analysis is performed for each variable, and four decision variables are selected to establish four water resources use scenarios (Scenarios 1–4). The results show that, compared with scenario 1, water shortages in scenarios 2 and 3 are delayed. Scenario 4, with stable economic growth and environmental consideration, can effectively resolve the contradiction between water supply and demand in the future, and is more conducive to the improvement of water quality. Finally, based on the above research, measures to solve water resources problems are proposed, in order to provide a reference for the sustainable use of water resources and optimization of water resources allocation in Tianjin.

Urbanization has caused limitations on water resources, while climate change has reduced amounts of surface water in some parts of the world. Kikuyu, a suburban area in Kiambu county, Kenya, is facing this challenge. The major challenge in the study is scarcity of potable water, resulting in inadequate water supply to Kikuyu residents. Currently, only 63.6% of the population is being supplied with water by Kikuyu Water Company, the company mandated to supply water to the area. Water demand was 2972 m3/day in 2015 and was projected to be 3834 m3/day by 2025. This has put pressure on the already exploited clean water resources, making it necessary to seek additional sources of domestic water. Storage capacity and water quality of surface water bodies, especially small reservoirs whose water can be used to ease the demand, need to be assessed for supplemental water supply. This study aimed at assessing the suitability of the abandoned quarry reservoir as a source of potable urban water by determining its storage capacity characteristics and water quality status. Volume characteristics were determined using bathymetry survey in January 2019. Water samples were collected in January and August 2019 and analyzed for chemical, physical, and bacteriological quality, as per the American Public Health Association (APHA) standard methods for water and wastewater. Parameters were evaluated based on World Health Organization (WHO) and Kenya Bureau of Standards (KEBS) guidelines for drinking water, and rated based on the drinking water quality index (WQI). The reservoir’s maximum storage capacity was found to be 128,385 m3, the surface area was 17,699 m2, and the maximum depth was 15.11 m. Nineteen of the twenty-five investigated parameters were within the acceptable standards. However, the concentrations of manganese (Mn), cadmium (Cd), iron (Fe), turbidity, total coliforms, and Escherichia coli (E. coli) were above the acceptable limits. Manganese and iron levels increased with depth. The overall WQI of the reservoir was 82.51 and 85.85 in January and August, respectively. Therefore, based on WQI rating, the water scored a good quality rating and could be used for domestic supply upon treatment. The original achievement of this study is establishment of the volume of the water in the quarry as an additional source of water to the nearby community, along with water quality status.

Groundwater plays an important role for urban and agricultural water supply in northern part of Peloponnesus. Despite increasing environmental awareness in this area, groundwater is a resource that is being stressed. Groundwater provides about 80% the total quantity of water supply. Distribution of water resources is nonhomogeneous in this region. In general the eastern part is semiarid, whereas the western part is supplied with abundant water. Surface water potential in North Peloponnesus estimated to be 0.9- 1.2x109 m3 y-1. Overexploitation of groundwater and the extensive agriculture has created environmental problems in some aquifers (sea water intrusion, nitrate pollution). Seawater intrusion occurs in some coastal aquifers, where negative water balance has been established. High percentage of the examined samples exceeded the maximum admissible nitrate concentration of 50 mg l-1, set by EU for drinking water. Groundwater in urban areas has been contaminated to varying degrees. The water quality is classified into Ca-HCO3 type (fresh water) and Na-HCO3 or Na-Cl type (brackish waters) in the coastal part, due to seawater intrusion. Some recommendations are made in order to safeguard high water quality and to develop new ways of providing water source in the study area. Moreover, an integrated and comprehensive management scheme should be applied, aiming at sustainability of water resources and based on surface water and groundwater exploitation, simultaneously.

The purpose of this article is to study the processes of water quality management, which are considered as the main factor of the strategic social and economic development of the region and also to form tools supporting this process. The article analyzes the state and development trends of the water sector of the Rostov region from the standpoint of solving the problems of its strategic social and economic development. The authors demonstrate the possibility of intellectualization of regional strategizing processes through the use of water quality monitoring of the knowledge of experts with the use of fuzzy logic. The review of existing approaches to the assessment of water resources quality is given. It is shown that these approaches do not take into account the different requirements of water users to the content of chemicals and compounds in the water but assess the state of water resources in terms of conformity of concentration indices of polluting substances to maximally allowable concentrations. The authors suggest assessing the quality of water resources in compliance with the criteria of the contamination of water resources set for every category of water users. The approach proposed by the authors implies the assessment of water quality in two modes – differentiated and complex. Meanwhile, the suggested tools are universal and can be used in the systems of regional strategizing of the use of various water basins. A conceptual representation of the structure of the management system of water resources quality in the region within the system of regional strategizing is formed and the main problems of its development are identified.

Since the early 1990s, in France, the increase in water prices and the denunciation of public–private partnerships have encouraged the state, water companies and local authorities to enhance management transparency and develop their relationships with consumer groups. The opening to user representatives is challenging the French model of water supply management. These transformations are resulting in tensions between different representations of users as consumers or citizens. Between consumer and citizen, which representation is actually emerging and how is the user's status affected? At the national level, the state and consumer groups tend to develop a pro-consumerist policy involving reflection on price levels, the efficiency of utilities and consumer information. On the other hand, companies are trying to highlight the representation of the citizen concerned about the environment and water quality. At the local level, user status varies with context. The user can be perceived either as a simple consumer or as a citizen–consumer hybrid. The examples of Grenoble and Ardèche show that consumption issues can be open to debate about public choices, investment strategies or drinking water quality. This opening up of debate depends on local authorities' competence and communication strategies, consumer groups' agendas and specific local issues (e.g. resource scarcity, corruption).


Purpose. The article provides an analysis of the degree of implementation of the tasks and activities of the Strategy of the State Environmental Policy of Ukraine for the period until 2020 in relation to Goal 2 to improve the environmental situation and increase the level of environmental safety in the field of water resources protection through the reconstruction of existing and construction of new urban treatment facilities in order to reduce to 2020 years of the level of anthropogenic pollution. Methods. The system analysis was carried out on the basis of information, statistical and calculated data on the national reports of the Ministry of Regional Development. Results It has been established that the planned environmental protection measures in the field of water resources protection, especially in the area of water disposal, are often not implemented due to the lack of funding at the level of the state budget and national target programs. However, in recent years, a positive trend has been noted to improve the situation in the field of repair, reconstruction, modernization and construction of systems of communal treatment facilities. It has been determined that the dynamics of changes in the volume (in percentage) of insufficiently treated wastewater discharged into water bodies tends to decrease. Conclusions. On the basis of data processing, the fulfillment of Goal 2 was confirmed in full, namely, the reconstruction of existing and construction of new urban wastewater treatment plants was carried out in order to reduce the level of water pollution by pollutants (primarily organic substances, nitrogen and phosphorus compounds) by 15 percent by 2020, and also reduced by 2020 by 20 percent (to the base year) the discharge of insufficiently treated wastewater.
