The purpose of the article is to identify key differences between the circularity and sustainability of the system, to develop the systematization of the circular economy principles, innovative business models aimed to ensure it, as well as regulatory measures of public authorities to stimulate and support circular economy taking into account a progressive foreign experience. Research methods. In the course of the research the method of comparative analysis (assessment of measures of state regulatory policy in some countries of the world), abstract-logical method (problem statement, substantiation of conclusions), monographic method (analysis of evolution of national and foreign scientists works on circular economy), dialectical methods of cognition were used. Research results. The peculiarities of the circular economy are highlighted, it is emphasized that the circularity of the system and sustainability are interrelated concepts, but not identical. It is determined that the circular economy is a set of economic tools and methods used to ensure the sustainable development of the system. It is substantiated that the introduction of a circular economic model requires a change or adaptation of current business models according to new conditions and needs of housekeeping. The main measures of the state regulatory policy of some countries of the world to support and stimulate such business models are analyzed. Scientific novelty. The theoretical basics of the circular economy have been further developed, the purpose of which is to ensure sustainable development by optimizing the use of resource potential and innovative business models with systematic governmental support. Practical significance. It is proved that the development of a circular economic model is impossible without an active state regulatory policy. Purpose. The purpose of the research is to analyze Ukraine and its enterprise’s methods of implementation of circular principles and business models to ensure their sustainable development. Design/methodology/approach. The study examines the hypothesis of the global need and high efficiency of changing the economic model from linear to circular at different levels, including the adaptation of circular business models at Ukrainian enterprises. To assess the essence, advantages, practical approaches, and examples of transformation by enterprises of the circular principles and business models, general scientific theoretical methods of scientific research (formalization, analysis, and synthesis, systematization, and explanation) are used. Findings. The hypothesis of the global need and high efficiency of changing the economic model from linear to circular at different levels, including the adaptation of circular business models at Ukrainian enterprises, is proven. The world experience and practice, first of all, European, are analyzed, and successful examples of their introduction by the leading enterprises are given. They confirmed that circular principles are helpful not only for ecology and the environment but also for enterprises and states’ economic efficiency. Practical implications. The results of this research show that taking into account the world experience and provided recommendations, in particular on “green procurement”, it is expedient for domestic enterprises to implement promptly circular business models for sustainable development and international competitiveness boosting, and for the state – to develop a clear strategy for transition to a circular economic model. For its effective implementation, it is necessary to consider three aspects: economic, environmental, and social, as well as possible risks. Originality/value. Considering current environmental and economic problems, the circular model was recognized as especially relevant for Ukraine today on its way to the E.U. This study highlights the essence, principles, prerequisites, and world experience of transition from a linear to a circular model of the economy and ways of sustainable development and competitiveness of domestic enterprises by adapting circular business models. The results are valuable for enterprises and countries in their transition to circularity, providing waste recovery and recycling, using renewable materials and reuse of products, prevention of pollution and depletion of resources, ensuring profitability and sustainable development.

The article is devoted to the current topic of today – the introduction of the concept of circular economy in the economy of united territorial communities, in the framework of sustainable development, which involves a gradual transition from a linear model of economy to a closed cycle economy. The article reveals the general concept of circular economy, gives a historical digression into its origin. In addition, the article reviews the research of scientists from different countries on the subject of circular economy. The article also presents a review of business models of the circular economy in leading European countries, which could be useful for use at the local level in Ukraine, provides some comments on their application. Taking into account the best European practices, recommendations are given to Ukraine on the transition from a traditional (linear) economy to a circular economy. It is concluded that taking into account the ideas of the circular economy in shaping the development of communities is not only a modern trend, but also a very important impetus to ensure their competitive advantage in the long run. Further implementation of innovative business models can ensure that technical and biological materials continue to play an active role in the community economy and those important natural resources are preserved. There are still many issues that need detailed research and practical implementation at both the state and local levels of public administration and at the business level. Therefore, the path to an eco-future remains relevant and open in terms of Ukraine’s development. The state already has the first steps and a plan until 2030 on how to reduce the level of garbage, raise the level of awareness of citizens and businesses in terms of the transition to a circular economy. The transition to a circular economy, in particular through the use of renewable energy, will reduce the negative impact on the environment and ensure the balance of environmental, economic and social components of sustainable development. This article is an overview, it will help to be acquainted with the concept of circular economy and see the real situation in terms of Ukraine’s development.

The linear economic model consumes large amounts of energy and resources, but the limits on its physical capacity are being reached. The circular economy (CE), conversely, is reparative and regenerative; it aims to ensure that products, components, and resources maintain their usefulness and value. Tourism is a generator of wealth and employment worldwide (9.8% of world GDP and 9.1% of world employment), but it also contributes to a variety of environmental problems all over the world. Reducing the negative impacts of the practices of the tourism sector is essential. Therefore, implementing CE practices in this sector is crucial for producing changes that benefit the environment to reach the goal of sustainable development. The objective of this research was to explore the tourism sector knowledge of a CE and the actual implementation of its practices in Puerto Vallarta, and to determine companies´ willingness to design a transition to the CE. Puerto Vallarta, Mexico, is a national tourist destination that ranks among the top three places in the country in terms of the number of tourist visitors, and therefore tourism is the basis of the local economy. A questionnaire was designed to collect information about attitudes and motives, which was answered by key informants from 64 tourism companies. The results show an incipient knowledge about the CE concept. However, companies conducting environmental activities, such as reducing consumption of fossil fuels and improving treatment of waste, indirectly generate a positive impact on the environment. In conclusion, Puerto Vallarta is prepared to implement the CE.

The author chose as a subject of the research and analysis the causes and conditions that led to constructing a new Japanese economic model, which provided the annual growth in the country’s economy in the 1950-1970s. The goal was to find out what progressive movements in the economic sphere allowed the country to ensure high economic security of the state through the revival of the economic sector and to receive the status of the second world economy after the United States at the end of the last century. The study showed that in order to strengthen the economic security of the country, in accordance with the first “Five-Year Plan of Economic Independence” published in 1955, the Japanese government was primarily engaged in the reconstruction of existing production facilities, and only then began to create new ones. In addition, the state was engaged in the active acquisition of patents, technologies, and original inventions. Against the background of favorable external conditions, the economic growth that provided the highest labor productivity in the country, which in Japan was significantly higher than the global average rate, did not stop. The country quickly joined the world scientific and technological race and began to produce some of the most attractive and high-quality goods on the international market. As a result of the formed economic policy, Japan was able to enter the world market of goods and services, having a wide variety of products - from electrical goods to highly equipped cars and ships. The author’s vision of improving the economic security of Japan in the 1950-1970s based on the construction of a new effective economic model is a novelty. The practical significance of the study consists in the possibility of using Japanese experience for improving the economic security of the Russian Federation.

As the world economy attempts to move towards a circular economy, the Republic of Belarus has adopted its “National Strategy for Sustainable Development for the period to 2030” and “National Plan of Action for the Green Economy”, thereby taking the first steps towards creating a circular economy. The purpose of this article is to understand the potential of applying the principles of the circular economy to the economy of the Republic of Belarus. This is the first known article that has directly studied the state of Belarus’ transaction towards a circular economy. This article’s findings are based on analyzing the main articles and reports related to the circular economy literature and by analyzing the state of Belarus’ economy in the context of transitioning from a “green” to a “circular” economy. In Belarus, there are some successes in areas of their circular economy transition, such as recycling plastic and construction wastes; however, other areas require further development. A potential limitation of this study is that it only analyzed the main works on the definitions and principles of the circular economy, and therefore wider research may be needed.

Formulation of the problem . The article reveals the role and features of the digitalization of the economy, which is an objective prerequisite for the innovative development of the state economic system, as well as explores the results and determines the prospects for the introduction of the digital economy in the Republic of Uzbekistan. The aim of the study is to characterize the forms and methods of modern digitalization of the economy. The object of research is the process of spreading the digitalization of the economy of Uzbekistan, as well as ways to improve the efficiency of economic processes in general. Research methods - logical, comparative, analytical, scientific and methodological. The research hypothesis is that the methods and forms of digitalization of the economy depend on the qualifications of managerial personnel and feedback from the local population. Statement of basic materials. The great possibilities of digital presentation of information lead to the fact that digitalization forms already integral technological environments of “habitat” (ecosystems, platforms), within which the user can create for himself the friendly environment he needs (technological, instrumental, methodological, documentary, partnership, etc.) n.) in order to solve already entire classes of problems. The implementation of the requirements of digitalization as a modern trend in the development of the economy and society, and thereby increase the efficiency of their development, is to some extent met by the prerequisites for digitalization at the state and industry levels, as well as at the levels of individual households and citizens. Therefore, the task of the state to take into account the prerequisites of the digital economy as favorable conditions conducive to digitalization is to create opportunities for their implementation. Originality and practical significance of the study. With the advent of the digital economy, truly revolutionary changes are taking place in the world today, associated with new technologies that transform industries and production systems, increase productivity and give rise to new business models. In this regard, the acceleration of economic development, international competitiveness and the integration of Uzbekistan into the world economy are largely dependent on the development of the digital economy. Conclusions of the study. The main role in the digital economy of Uzbekistan will be played by private business with a strong entrepreneurial and innovative approach, and the state should create the infrastructure and conditions for private initiative.

Access to energy is crucial in tackling many of the current global development challenges that impact on people’s economic, health and social well-being as well as the ability to meet the commitments of reducing carbon emissions through clean energy use. Despite increased attention from multiple governments and agencies, energy poverty remains a serious sustainable development issue in many developing countries. To date, most research have focused on general access to electricity and the generation of clean energy to replace fossil fuels, failing to address the lack of basic access to clean energy for cooking and heating. More people in the world lack access to clean cooking fuels than to electricity. This issue is one aspect of a broader research which investigates the impacts of optimized energy policy and energy business models on sustainable development in developing countries.

The article is aimed at developing strategic directions and introducing regulatory measures for the formation of Ukraine’s energy policy on the principles of energy saving and the development of renewable energy industry. On the basis of scientific works, the main organizational-economic vectors of energy industry sector development are systematized, which are associated with the formation of a favorable socio-political climate regarding the priority of using renewable energy sources in the fuel and energy complex; development of effective methods of both the State-based and the market-based regulation by the world community; coordination of the strategy of sustainable development of the world economy. It is determined that the energy saving policy should be based on a flexible combination of the State-based regulation and the market environment for the formation of the most acceptable stimulation mechanisms in the specific economic and political situations, which allows for the greatest economic benefit. It has been found out that the implementation of energy saving processes is impossible without the mass use of renewable energy carriers, which are a universal resource for processing to the right types of energy, are marked by energy independence related to obtaining economic benefits and contribute to the creation of an ecological friendly environment. In the perspective, the energy saving processes, the transition of the national economy to wide implementation in the production of high-tech technologies and the use of renewable energy sources should become the determining factors of Ukraine’s energy strategy.

The largest countries of the world are inevitably involved in various global processes, both natural and socio-economic. These countries have common features and characteristic differences in the state of their territorial resources; the study of these characteristics is of interest for the global prospects of sustainable development. A large territory provides a variety of natural conditions and resources for the country; however, not in all countries it is possible to effectively use them in the economy throughout the all country. An analysis of their territorial resources was carried out for the six largest countries of the world according to the following parameters: area, efficiency, environmental load on the territory of the country, number, density, forecast of population growth or decline for 2050, main agricultural land (arable land, pastures, the provision of the population, degradation and pollution of the soils), forest resources (including security per capita, share in the area of countries), fresh water resources (including per capita provision and availability), greenhouse gas emissions, including per capita, the proportion of mammals endangered, proportion of areas of preserved ecosystems. The data obtained was displayed on the maps; a common legend is built for them in tabular form. A number of other parameters of the state of territorial resources and the environment were also studied. In the process of research, the most important cities of these countries were also studied and diagrams showing their similarities and differences in a number of indicators were constructed: area, population and population density, time of foundation, climatic and landscape parameters, the presence of UNESCO World Heritage Sites, high-rise construction parameters. The developed methodology is effective for assessing a variety of data on territorial resources that can be used to build models of sustainable development of the largest countries and regions of the Earth.
