Wind farm development strategies are compared with respect to gaining public acceptance between Ontario and Germany. Public opposition to wind farm development is currently experienced in Ontario and strategies employed by Germany to mitigate public opposition and gain public acceptance have been proven to be effective. These two jurisdictions are comparable due to similar jurisdictional responsibility for renewable energy development and implementation of climate change goals. Historical factors have been shown to trigger wind farm development for Ontario and Germany but certain historical events have played a larger impact to public acceptance in Germany. Germany has been able to maintain and increase the level of public acceptance to wind farm development by utilizing inclusive planning legislation and encouraging community based incentives. Ontario has developed legislation to increase wind farm development but has increased wind farm opposition. Ontario could increase public acceptance to wind farm development by learning from Germany’s experiences.

In the UK a new theme has emerged in policy discourse and the investment of public resources around the concept of community renewable energy. A series of central government funded programs have been established with the aim of supporting and subsidizing community-based projects at a local level, an approach to renewable energy development previously the domain of alternative technology activists working outside of the mainstream. Drawing upon policy analysis and interviews undertaken with key actors, we argue that this new theme of government policy has emerged through a coalescence of largely instrumental policy drivers and does not represent a broader paradigmatic shift in the underlying norms and goals of policy. We consider the different ways the community label has been used and argue that while it has provided a ºexible space that activities, interests and objectives of various forms can occupy, its functional malleability also means that the communitarian expectations of participatory involvement are not being widely pursued or realized. Implications are considered for how, in the context of the governance of climate change, the outcomes of public investment in community renewable energy should be evaluated.

Renewable energy (RE) development enhances electrification, mitigates climate change and aids energy efficiency. Kenya, South Africa and Ghana, among other states within sub-Saharan Africa, have established legal regimes to integrate renewable energy into their energy mix. Through defined legal strategies for RE deployment, these states have committed to the promotion, development and utilization of RE. Despite the momentum towards renewable energy development across the region, Nigeria’s efforts fall short of establishing effective legal strategies. As Africa’s most populous nation it must do more to make RE part of its energy mix in order to impact electrification rates, mitigate climate change and aid socio-economic conditions. This article appraises the legal strategies for RE development in Kenya, South Africa and Ghana. Against this appraisal, it critically evaluates Nigeria’s legal strategies to promote and develop RE. It recommends legal reforms that are necessary to better integrate RE into Nigeria’s energy mix. The methodological approach of this article is doctrinal and library-based. It includes primary and secondary sources. Primary sources include laws, statutes, legal documents, conventions and statistics. Secondary sources include journal articles, internet sources and newspaper articles. All sources are subject to content analysis. It is expected that the article will be useful to policy and lawmakers across various tiers of government in Nigeria. Keywords: Renewable Energy Development, Electrification, Energy Efficiency, National Strategies.

Indonesia’s energy face a situation of giddiness in deciding a transition that requires a much larger use of renewable energy, as the country is basically a fossil fuels one but in the other side it is demanded to contribute a bigger role in efforts to mitigate global climate change. Development of Indonesia's energy-environment policies, particularly on renewable energy is highlighted. International agreements on global climate change and Indonesia's participation are described. Foundations of the successful renewable energy development are emphasized. It recommends publishing a renewable energy law, establish regulation regarding renewable energy pricing, develop a carbon pricing system, establish organizational unit regarding energy-climate change, develop renewable energy technology, improve data quality dan grid intrconnection, implement energy conservation, encourage development of REBID and REBED.

Wind energy curtailment to reduce wind power and solving wind power grid connected problem is the key element to increase wind power grid-connected and promote renewable energy development. Firstly, from the perspective of clean energy development ,utilization and increasing in wind farm investment income, this paper has analyzed the reason of wind energy curtailment, and summarized effective policies for the management of wind energy curtailment from all over the world. On this basis, this paper considered the loss of interest of thermal units during wind power peak regulation, in order to enhance the enthusiasm of thermal units to participate wind power and thermal power bale delivery, this paper has established wind power, thermal power bale delivery model of calculation of interest. From the numerical example, we conclude that after wind power and thermal power generation rights trading, the wind turbine will get higher revenue due to higher pool purchase price, while thermal power units are exposed to a loss because the tradeoff price is lower than the stake electrovalence.
