The trends of environmental management at oil and gas enterprises, the main geo-environmental problems associated with oil and gas production in the Arctic territories are considered on the example of the Yamalo-Nenets Autonomous District, the prospects for using environmental-economic modeling for scientific justification for improving the development of the region’s oil and gas sector.

The present-day stage of the world hydrocarbon market development is characterized by the growing share of oil and gas production from the fields related to hard-to-recover reserves in terms of different criteria, which is a consequence of technological breakthrough in the USA. The strategic task of Russian oil and gas sector is to intensify the development of such fields with governmental support in the form of tax incentives. The goal of this research is to consider dynamics of oil production from the fields related to Bazhenov, Abalak, Domanic, and Khadumsk geological formations with enormous hydrocarbon potential thanks to tax incentives. The research method used is statistical analysis. The research results have shown the effectiveness of tax incentives, but due to absence of native development technologies, the effectiveness of incentives is evened, which requires different approaches to the tax incentive system.

A research and comparison of natural and damaged (due to the active development of oil and gas fields) permafrost soils in the Jamalo-Nenets Autonomous Okrug were carried out. The analysis was run of correlation between an average monthly temperature of air, an average monthly sum of precipitation, the weight humidity and the thickness of the seasonal thawed layer. The conclusions were drawn about a poor resistance of landscapes on the permafrost rocks to the anthropogenic interventions, which in its turn is accompanied by the cryogenic processes and unfavorable influences on the Extreme North biosphere.

Government policies in natural resource management, especially in the oil and gas sector face a lot of problems. However, the government also has a responsibility to improve the life of people affected from oil and gas exploration and production activities. This research was aimed at investigating how the implementation of policies run by the central and local government toward the oil and gas management and community empowerment, especially the community located closely  to oil and gas exploration and production activity in Madura, East Java. This research method is phenomenological research using descriptive qualitative approach. Therefore, this study is conducted through direct observation on the object during the research time. The data collection is done through observation and interview. The results of this study revealed that it is needed an integrated step done by the government, vertically, whether central, provincial, district, and village to synchronize oil and gas management and community empowerment programs. By doing so, the ideas and desires to improve the welfare and increase the state income will be realized, especially in focusing corporate and government programs improving citizen’ economic and education, whose area becomes the location of oil and gas production.

The article compares the problems of two strategically important regions for Russia — the Caspian region and the Arctic region. Despite the fact that there are some significant geographical and climate differences, the geopolitical situation in the regions is similar. There are almost identical risks in the development of these regions. Special attention is paid to the issue of ecology in the conditions of active oil and gas production. The question concerning the instruments of regulation of interstate relations is sharply raised. International cooperation is essential in addressing key issues in the regions, such as improving socio-economic conditions, energy distribution and border management. In particular, it is necessary to define a regulatory framework that would meet the new realities in the Arctic. As for the international legal status of the Caspian sea, it was settled by the adoption of the Convention following the summit in 2018. The main difference is that the Caspian region was exposed to the anthropogenic factor much earlier. The lessons learned from the work in the Caspian region can be used in the Arctic region, which can reduce some of the risks associated with the interaction of coastal countries.


Subject Prospects for the hydrocarbons sector under the new government Significance After three years of GDP contraction, a new government is pursuing increased foreign investment in hydrocarbons, to boost employment and growth and to repair the budget. In the long term, Greenland is likely to emerge as an international shipping, mining and hydrocarbons centre. For now, the fall in the international oil price has seen oil exploration stop. The wish for economic development is leading a new generation of Greenlandic politicians to embark on re-integration with the EU, where a ban on seal products is the greatest obstacle to closer ties. Impacts Infrastructure and climate challenges mean that full-scale oil and gas production is at least 15-20 years away. Emerging Greenland-China economic ties may create a new alignment in the opening up of the Arctic. A relaxation of the EU seal products ban would ease negotiations on Greenland's further integration with the bloc. Enhanced EU-Greenland ties could extend the EU's role in the Arctic.

Abstract The creation of an effective system of rescue support (the abbreviation ASO is adopted on the territory of the Russian Federation) in the implementation of the processes of oil and gas production and transportation in the Arctic seas of Russia is an urgent and difficult task. The feasibility of creating such a system for offshore oil and gas production facilities is due to the statistics of accidents and incidents at such facilities, as well as the fact that the Merchant Shipping Code of the Russian Federation, in essence, does not consider the applicability of the existing system of rescue operations on platforms that are exploring and developing mineral and other non-living resources the seabed and its bowels. The successful solution of numerous problems of rescue support, including the requirements for the quality of the system, indicators and criteria for the effectiveness of the operations carried out, can be significantly increased by using mathematical models that make it possible to identify patterns in the processes of performing urgent work, improve the quality of planning, and, consequently, the efficiency of management of various organizational systems. Applied in many areas of activity, the scientific direction "research of operations" is advisable to use when system generation of rescue support within the framework of improving the system of technical regulation of oil and gas enterprises. Determining the effectiveness of a purposeful process quantitatively will allow, on a scientific basis, with the involvement of modern mathematical methods, to solve the problem of increasing the effectiveness of the use of forces and means of the marine rescue support, including the functioning of the emergency support system in the mode of daily and emergency activities, as well as the preparation of the necessary forces and means. The novelty of the presented work lies in the application of the provisions of the theory and the apparatus of operations research to assessing the effectiveness of the system of the marine rescue support, which will further serve as a methodological basis for the development of a number of documents and provisions that are of practical importance: methods, requirements for the system of rescue support, documents in the field of control over the rescue system, etc.

The article presents the results of evaluation of the parameters of the Russian oil-and-gas sector development from the view point of its sustainability under current changes of important internal and external conditions. Parameters evaluation is based on the national optimal model of the analysis and forecast of fiscal flows. As the calculations show the oil-and-gas sector has the potential to develop new projects exclusively on the basis of its own profit. But oil-and-gas production will be much lower than according to any pessimistic forecasts of the sector development. Thus, the approach oriented towards using companies internal financial resources does not allow to reach targets determined by the Energy Strategy of Russia.

The article explored and described the theoretical bases of economic safety in the oil and gas sector: the concept, relationship with energy security, potential and real threats, and the measure and evaluation stages. The analysis of the main indicators of the oil and gas sector of the Russian Federation was conducted, and recommendations were proposed for eliminating threats to economic security. The priority tasks assigned to the oil and gas complex of the Russian Federation as the main locomotive of the national economy of the state are highlighted in the work. In addition, possible ways to increase the efficiency of geological exploration and oil and gas production in Russia are identified. Conclusions are drawn about the world community’s lack of development of theoretical aspects of economic security in the oil and gas sector, identified key problems of this sector and the main directions for the future study of the issue; The concept of economic security of the oil and gas complex was proposed.

Abstract. The Arctic sea-ice is retreating faster than predicted by climate models and could become ice free during summer this century. The reduced sea-ice extent may effectively "unlock" the Arctic Ocean to increased human activities such as transit shipping and expanded oil and gas production. Travel time between Europe and the north Pacific Region can be reduced by up to 50% with low sea-ice levels and the use of this route could increase substantially as the sea-ice retreats. Oil and gas activities already occur in the Arctic region and given the large undiscovered petroleum resources increased activity could be expected with reduced sea-ice. We use a detailed global energy market model and a bottom-up shipping model with a sea-ice module to construct emission inventories of Arctic shipping and petroleum activities in 2030 and 2050. The emission inventories are on a 1× 1 degree grid and cover both short-lived pollutants and ozone pre-cursors (SO2, NOx, CO, NMVOC, BC, OC) and the long-lived greenhouse gases (CO2, CH4, N2O). We find rapid growth in transit shipping due to increased profitability with the shorter transit times compensating for increased costs in traversing areas of sea-ice. Oil and gas production remains relatively stable leading to reduced emissions from emission factor improvements. The location of oil and gas production moves into locations requiring more ship transport relative to pipeline transport, leading to rapid emissions growth from oil and gas transport via ship. Our emission inventories for the Arctic region will be used as input into chemical transport, radiative transfer, and climate models to quantify the role of Arctic activities in climate change compared to similar emissions occurring outside of the Arctic region.
