Currently, under the conditions of increasing depletion of hydrocarbon reserves in Russia, it is necessary to consider the resource potential of poorly-researched oil and gas objects as a factor for ensuring the sustainable development of the oil and gas complex, in the context of the concept formation of rational subsoil utilization and a circular economy. The methodology of this study is based on a clear sequence of geological and economic studies of poorly-researched oil and gas objects, including four stages, such as analysis of the raw material base, assessment of the raw material potential, determination of technological development parameters, and economic evaluation. The methods of the probabilistic estimation of oil resources of the forecasted objects with regard to geological risk are outlined. Software packages “EVA—Risk Analysis” and “EVA—Economic Evaluation of Oil and Gas Field Development Projects” were used for estimation. The result of the study is the determination of the geological and economic efficiency of the development of nine hydrocarbon objects with the determination of the order of their further geological exploration, and introduction into industrial development on the example of the poorly-researched region of the Timan-Pechora oil and gas province located in the Arctic zone.

The significant resource potential of the Arctic has attracted the attention of its adjacent countries and extra-regional states. The mineral and raw material base of the Arctic Zone of the Russian Federation (AZRF) comprises a wide range of minerals. However, due to its hydrocarbon reserves, the Arctic is considered to be the most important geopolitical and geo-economic macro-region for Russia. A significant portion of the Arctic hydrocarbons (about 19%) is concentrated in the territory of Russia’s shelf. The extraction of Arctic marine oil and gas resources and ensuring the sustainability of the Russian energy complex depend significantly on the level of Arctic development. Thus, the pace and quality of the development of AZRF are strategically important to ensure the national interests of the country. It has been proven that the implementation of the state program for AZRF development and strategic plans of the largest companies operating in the region consolidate the raw material nature of AZRF development. Rent becomes the main form of income. This article addresses the main directions of the region’s development and the factors that prevent a high level of industrialization, which increase attention to the withdrawal and redistribution of rental income. The article considers the Russian and foreign experiences of withdrawal and redistribution of oil and gas rental income, and analyzes the level of socio-economic development of AZRF. The authors suggest a methodology for assessing the impact of a country’s area and population size on the ability to achieve a high income due to hydrocarbons. The authors also explain the principles of rental income redistribution in the region as a basis for improving the level of AZRF’s socio-economic development and as a condition for transition from the “colonial model” of development to the “sustainable development” model. The study results can be used to elaborate a mechanism for rental income redistribution in AZRF and state programs for the region’s development.

The study of the hydrocarbon potential of the Arctic is being considered in Russia as the most crucial direction of preparing a new raw material base of oil and gas, which will replace the extracted reserves in traditional areas of development during the second third of this century. The sharp fall in global hydrocarbon prices has led to a reduction in research and exploration costs, especially in hard-to-reach areas and hard-to-recover reserves as well as the need to determine the contribution to the country's fuel and energy balance from the hydrocarbons development of the Arctic zone, including the shelf, without which it is impossible to plan and develop new expensive projects. A fair assessment of oil and gas potential, based on a set of ideas about the processes of formation of sedimentary basins and oil and gas generation processes, contributed to obtaining new geophysical information on the results of seismic work executed in the Arctic zone of the Russian Federation between 2010 and 2020. A quantitative assessment of oil and gas resources was performed using geological analogies (for wellstudied geological and geophysical areas) and the volume-genetic method (for less studied basins). It showed significant differences from the most well-known assessments of the Arctic, both in terms of the total volume of hydrocarbons and their phase composition. It was concluded that there is ambiguity in assessing the potential of deepwater zones of the Arctic seas. Because of that, it is important to study coastal and shallow areas, especially oil content.

Abstract The request for optimization of development system parameters, well designs and the ground facility architecture is permanent task during the development of hydrocarbon fields. Decrease in the quality of oil and gas reserves, development of fields in difficult environment conditions and in the Arctic, oil and gas prices development lead to an increase in the sensitivity of new field’s development profitability from the parameters of the development system and field facilities. Infrastructure of a field for the development of a gas field is associated with significant capital costs, both for the construction of wells and local infrastructure facilities, and for the construction of facilities for the preparation and transportation of gas. Therefore, one of the main tasks in the design of gas field development is the calculation of the optimal parameters of the development system - the number of wells and gas production plateau. Now the most well-known approaches to solving this problem are the calculation of different development variants using integrated numerical hydrodynamic models (Apasov et.al., 2018), taking into account all the features of the field under consideration or using analytical models based on the fundamental principles of filtration theory and development experience. In such conditions, when solving optimization problems, it is necessary to take into account all the components of the production system (Khasanov et.al., 2020), otherwise it can be an incorrectly assessment of the economic effect of optimization and face the unprofitability of the developed design solutions. For most oil fields, the interinfluence of the reservoir part of the field, well lifts and the infrastructure is relatively weak, therefore, these parts can be optimized separately. When designing the development of fields with oil rims and gas fields, especially multilayer ones, optimization requires searching for a global optimal solution, investigating the existence and uniqueness of such a solution - on the models describing the field and interaction of the infrastructure, well lifts and the reservior part.

The Pizhemskoye titanium deposit (Middle Timan) has become one of the most attractive deposits for the industrial development in Russia as a result of the successful protection and approval of reserves at the State Reserves Committee (November 2020). 60 years have passed since the first finds of titanium mineralization in the basin of the Pechora Pizhma and Umba rivers by the thematic teams of the Ukhta Geological Exploration Department and the Komi branch of the Academy of Sciences, and now the deposit is considered one of the largest in Russia and the World. Together with the Yarega oil-titanium deposit, they contain up to 80% of the reserves and predicted resources of titanium in Russia. Timan becomes the largest raw material base of titanium in the world, the intensive development of which is possible for several hundred years. The article highlights the geological structure of the Pizhemskoye deposit (revealed a cellular, bowl-like structure of ore bodies); material and complex polymineral composition of ores; the Neoproterozoic age. The author proves the hydrothermal-metamorphogenic genesis of the ores, considers the sources of the mineral matter and solution of the technological scheme for processing refractory ores. The Pizhemskoye deposit is classified as a new pseudorutile-leucoxene-quartz subtype of primary metamorphogenic deposits.

In recent years, China has made certain achievements in shallow sea petroleum geological exploration and development, but the exploration of deep water areas is still in the initial stage, and the water depth in the South China Sea is generally 500 to 2000 meters, which is a deep water operation area. Although China has made some progress in the field of deep-water development of petroleum technology research, but compared with the international advanced countries in marine science and technology, there is a large gap, in the international competition is at a disadvantage, marine research technology and equipment is relatively backward, deep-sea resources exploration and development capacity is insufficient, high-end technology to foreign dependence. In order to better develop China's deep-sea oil and gas resources, it is necessary to strengthen the development of drilling and completion technology in the oil industry drilling engineering. This paper briefly describes the research overview, technical difficulties, design principles and main contents of the completion technology in deepwater drilling and completion engineering. It is expected to have some significance for the development of deepwater oil and gas fields in China.
