This study aims to identify factors to be considered when developing Information and Communication Technology (ICT)-integrated classroom models and to suggest a conceptual framework for considering more appropriate classroom models, tailored to the environments and needs of each developing country. In-depth interviews were conducted with experts, yielding many factors to be taken into account when integrating ICT in various educational contexts of developing countries. The factors are categorized into five domains: current status and relevant policies in ICT education, ODA (Official Development Assistance) goals and priority setting, infrastructure and technical challenges, pedagogical methods, and educational resources. Based on the recommendations elicited for the five categories, we suggest a conceptual framework that provides practical guidance on the criteria for selecting classroom models suited to each partner country’s environments and contexts. This study also draws implications from the interviews for classroom design guidelines related to hardware and infrastructure, to improve the sustainability of ICT-integrated classroom projects.

The number of virtual teams has increased in recent years due to globalization of business, advanced information and communication technology and increased need for innovation and competitiveness. In this article, two different virtual team arrangements that are successful in meeting their current competitive needs are reported. Data collected using in-depth interviews were analyzed and several key patterns that support strategic sourcing and strategic supporting emerged. Accordingly, the organization with “virtual teams in an organization (VTO)”structure indicated support for strategic supporting whereas the organization with “Organization as Virtual Teams (OVT)” structure indicated patterns that support strategic sourcing. The authors envisage that there is an opportunity for HRM to leverage on strategic opportunities when overlap of VTO and OVT structures is considered.

<p>Tasmania, one of the first locations to have communities connected to the national broadband network (NBN), provided the context within which to ask significant questions about the implications of the NBN for all levels and sectors of education. This paper reports findings from a research project that developed innovative methodology to explore the issues with 21 respondents categorised as "leaders" in the field of information and communication technology in education. The aim of the research was to conduct an audit of actual and planned implementation of new technologies in classroom teaching through in-depth interviews, to assess challenges faced in implementation and to facilitate dialogue between leaders in disparate education areas through provision of forums online and face-to-face. In this way the action research both contributed to an understanding of issues and acted as a change agent in stimulating the sharing of new approaches to what turned out to be a set of highly complex "wicked" problems. Resulting models using a causal layered approach demonstrate that whereas the NBN did not become the immediate solution to connectivity for these leaders, it provided the motivation to consider what a connected educational environment could be like.</p>

Information and communication technology has expanded the capacity for person-to-person communication and has created opportunities for man to expand knowledge and communicate such. Statistics has shown that the number of individuals having access to Internet is increasing and as such, every field of human knowledge is annexing the opportunity. These opportunities are, however, filled with challenges. The counseling field is not an exception. This chapter has, however, outlined that challenges such as technical know-how, counseling environment in terms of privacy and security, the problem of invisibility and anonymity, and the ethical issues of practice, may hinder online counseling in Nigeria. It is concluded that online counseling is a possibility in Nigeria and other developing countries if certain pertinent issues are addressed.

AbstractThe Virtual Atomic and Molecular Data Centre (VAMDC) is an EU-FP7 project devoted to build a common electronic infrastructure for the exchange and distribution of atomic and molecular data. Within VAMDC scientists from many different disciplines in atomic and molecular physics collaborate with users of their data and also with scientists and engineers from the information and communication technology community. In this presentation, an overview of the current status of VAMDC and its capabilities is provided. In the second part of the presentation I will focus on one of the databases which have become a part of the VAMDC platform, the Vienna Atomic Line Data Base (VALD). VALD has developed into a well-known resource of atomic data for spectroscopy, particularly in astrophysics. A new release, VALD-3, will provide numerous improvements over its predecessor. This particularly relates to the data contents where new sets of atomic data for both precision spectroscopy (i.e., with data for observed energy levels) as well as opacity calculations (i.e., with data involving predicted energy levels) have been included. Data for selected diatomic molecules have been added, and the new system for data distribution and data referencing provides more convenience in using the third release of VALD.

This article aims to describe the innovation of Bantaeng Local Government in the Disaster Preparedness Brigade program (BSB) and investigating the existence of local wisdom values on the program. The informants in this research included the Head of Innovation and Development Subdivision of the Regional Development Planning Board, the Head of Culture Division of the Education and Culture Office, Doctors assigned by the Health Office to the program, Traditional leaders and people who have benefited from the program. The data analysis includes data reduction, data display and conclusion drawing. The techniques of data collection used were in-depth interviews, direct observation, literature review and documentation. The results of this research indicate: (1) that integrated services of the BSB innovation program in Bantaeng Regency equalize health services between those who live in urban areas and in remote villages, (2) Decentralization  (3) Cooperation involving three government agencies and foreign parties, (4) Involvement of community members, and (5) Use of information and communication technology. Furthermore, the local values existing on the local government innovation in the BSB program in Bantaeng Regency include (1) Honesty, (2) Obedience, (3) Intellectual Value and (4) Tenacity.Artikel ini bertujuan untuk mendapatkan gambaran tentang inovasi pemerintah daerah dalam program Brigade Siaga Bencana (BSB) serta mengetahui eksistensi nilai lokal pada inovasi pemerintah dalam program BSB tersebut. Informan dalam artikel ini ialah Kasubag Inovasi dan Pengembangan Bappeda, Kabag Kebudayaan Dinas Pendidikan dan Kebudayaan, dokter yang ditugaskan oleh Dinas Kesehatan pada program BSB, Pemangku adat, serta masyarakat yang pernah merasakan manfaat dari program BSB tersebut. Analisis data yang digunakan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Teknik pengumpulan data dengan wawancara mendalam, observasi langsung, kajian pustaka dan dokumentasi. Hasil penelitian ini mengindikasikan: (1) Bahwa layanan terintegrasi program inovasi Brigade Siaga Bencana di Kabupaten Bantaeng menyetarakan pelayanan kesehatan antara yang tinggal di perkotaan dan di pelosok Desa, (2) Desentralisasi (3) Pemanfaatan kerjasama yang melibatkan tiga instansi pemerintah serta pihak asing, (4) Pelibatan anggota masyarakat, dan (5) Pemanfaatan Teknologi komunikasi dan informasi. Kemudian, eksistensi nilai-nilai lokal pada inovasi pemerintah daerah dalam program inovasi Brigade Siaga Bencana di Kabupaten Bantaeng terlaksana berdasarkan nilai yang ditemukan, yaitu: (1) Nilai Kejujuran, (2) Nilai Kepatutan, (3) Nilai Cendekia dan (4) Nilai Keteguhan.

Over the years, Information and Communication Technology (ICT) has become more relevant in today&rsquo;s society. A telecentre is a community centre where people use, access and utilizes the benefits of the centre through the ICT-based services provided. This paper reviews rural telecentres in Malaysia. The roles and functions of telecentres are explained and discussed to analyze the question on sustainability. The &lsquo;Just Transition&rsquo; is a recent and particular transition for rural telecentre to be sustained. Based on the qualitative analysis and review of telecentres&rsquo; sustainability, we found that some telecentres can be sustained while others could not. This is because of the impacts of economic, social, environmental and policy sustainability pillars on community telecentres in Malaysia. The review of this paper reveals findings obtained from in-depth interviews with telecentre managers and telecentres&rsquo; sustainability depends on natural resources, geographical location, social entrepreneurship, social capital, human resources (competency of leaders) and basic infrastructure. Therefore, future research should be focus on the roles of governance on resource utilization and implement effective public policy for telecentres&rsquo; sustainability.

Instructors face difficulty in creating student-centred, customized learning designs (LDs) for teaching with information and communication technology (ICT) tools such as visualizations (animations, simulations or videos). This problem is compounded for tertiary-level instructors teaching in instructor-mediated classrooms. In such classrooms, common in many parts of the developing world, students may not have 1:1 access with the visualization and have to interact with it via the instructor. Here, the instructors’ pedagogy becomes an important factor determining effective learning with the visualization. To address this problem, a set of design impediments faced by instructors in this context were first identified. Design guidelines were created to address these impediments. These guidelines evolved into the Customized Visualization Integration System (CuVIS). It is a wizard-like interactive tool that provides guidelines to instructors on how to create effective LDs that incorporate the principles of constructive alignment and meaningful learning with ICT, and is customized to instructors’ requirements. The effectiveness of CuVIS has been tested with instructors along multiple dimensions: usefulness and usability, impact on instructors’ pedagogical practice and impact on student learning when taught with CuVIS-generated LDs.

This article analyses the strategic, organisational, and structural conditions for small and medium enterprises (SMEs) to fully exploit the potential of information and communication technology (ICT). The authors build a conceptual framework relating “ICT readiness” (a new construct) to two more common dimensions: “strategic vision of ICT” and “ICT maturity”. Using the framework, the study identifies four distinct groups of SMEs, associated with differing degrees of readiness, before analysing possible evolutionary and regressive development paths among these groups. In discussing the implications of the framework, the authors argue that the framework represents a valid tool of diagnosis and intervention, especially in those circumstances where SMEs cannot fully exploit the potential of ICT. The framework helps identify the underlying causes of limited ICT readiness and supports owner-managers and consultants in choosing and implementing appropriate interventions.
