The study of the process of investment of innovative activities aimed at the internal development of organizations of the agro-industrial complex (agro-industrial complex) in order to obtain a sustainable profit in the medium and long term or other useful effect is relevant in modern economic conditions. The purpose of the work is to determine the value of innovation and investment activities in ensuring the sustainability of the functioning and development of agricultural organizations. The main results of the study were obtained and justified using General scientific methods: ascent from abstract to concrete, comparative analysis, the method of terminological analysis. The qualitative theory of differential equations is used as special tools. Research of stability of innovation and investment systems is based on the classical provisions of the General theory of stability of movement. The essence of functioning and development of innovative and investment activity of the organizations of agrarian and industrial complex as open system is analyzed. It is confirmed that the functioning internally generates development, determined the content of sustainable development for innovation and investment system of agricultural organizations, which reflects the economic, social and environmental results of development. Scientific and methodological provisions concerning the issues of functioning and development of agroindustrial complex organizations, taking into account their specificity, are expanded, which leads to an integrated approach to ensuring.

The key trends of dynamics and structure of investment activity in the agroindustrial complex of Ukraine are determined. It is indicated that the most attractive type of agroindustrial complex for foreign investors is the production of food products. The tendency to decrease the level of direct state support of capital investments in the agro-industrial complex was revealed. It was established that in the types of economic activity of the agro-industrial complex in 2017, 233 investment projects were implemented accompanied by state authorities and management (national, departmental and regional levels). The proposals on improving the investment attractiveness of the agro-industrial complex are presented. Reasonable measures aimed at improving the organizational and economic mechanism of investment activity of the agro-industrial complex. The tools of stimulating investment lending in the agroindustrial complex by means of payment of budget compensations aimed at «cheapening» loans, as well as for expanding the practice of applying investment lending to the agro-industrial complex based on the use of market instruments are proposed. Promising market instruments for activating long-term (investment) lending to the agro-industrial complex have been identified, namely: support for the functioning of cooperative banks established with the participation of business entities in the agro-industrial complex; support for the creation and operation of specialized agrarian banks, which should be targeted at the priority servicing of borrowers of the agro-industrial complex; creation of the State Development Bank, which will carry out preferential investment crediting of agricultural enterprises; stimulation of introduction of the newest credit products for the agro-industrial complex.

The importance of the subject of this study is attributable to the need of developing the theory and practice of formation of bank marketing, its features and new trends associated with this concept. Prospects for the development of banks and their ability to quickly and efficiently address new challenges presented by the market can be determined through modern forms, methods of management and creative use of financial marketing opportunities.Aim. The presented study aims to examine the specific aspects, principles, conditions, factors of emergence, and prospects for the development of bank marketing and forms of its management in modern economic conditions.Tasks. The authors identify the major trends and perspective directions in the development of bank marketing in Azerbaijan at the current stage.Methods. As its methodological and theoretical basis, this study uses a systems approach to the analysis of its subject, conceptual approaches outlined in the works of Azerbaijani, Russian, and foreign scientists in the field of bank marketing. These methods are used to determine the essence of bank marketing, present the types and organization of marketing research, and identify the characteristic traits, new forms, and directions for the development of bank marketing.Results. The study uses general scientific methods of cognition in various aspects to identify characteristic traits, trends, and new directions of bank marketing. A review of scientific publications shows that academic papers tend to focus on general conceptual approaches to the practical application of marketing. The authors believe that the issues of organization of a comprehensive bank management system, its implementation based on innovations in the promotion of banking products and services in the financial market, and substantiation of channels for their distribution among consumers are insufficiently explored. This makes the subject of this study extremely relevant due to the inevitable optimization of the organizational structure of banks through comprehensive implementation of the marketing system.Conclusions. Theoretical and practical issues of bank marketing are examined. As a result, the specific features and characteristic traits of this mechanism, conditions and factors for its emergence, and its prospects in the context of the digital economy are analyzed.

The relevance of this problem is considered in the fact that in modern conditions of the state's process of developing a sovereign and independent, democratic, social, and legal state, the people's awareness of its place and role is one of vital aspects. The Ukrainian people's awareness of their rights and obligations, in this case law-making ones, will contribute to a real opportunity for the people to take part in the management of state affairs. Despite the fact that the problem of the powers of the Ukrainian people is extremely relevant at this stage of the Ukrainian history, it is understudied by Ukrainian researchers. Therefore, considering the above, this study is investigates such types of law-making powers of the Ukrainian people as the rights to: people's initiative, and within its framework – people's legislative initiative and people's referendum initiative; people's veto; people's survey, including regarding regulations; people's examination of regulations and draft regulations. The purpose of the present study is to consider theoretical material concerning the state of possibility of using the above-mentioned types of law-making powers of the Ukrainian people, as well as foreign practices in their implementation. The methodological framework of this study included an integrated approach, which involves a combination of numerous philosophical, general scientific, and special scientific methods. Based on the obtained conclusions and generalisations, the study aims to develop original proposals and recommendations for improving national legislation on this matter

The main purpose of the research is to determine the goals, objectives and functions of administrative supervision and develop proposals for improving the legislation of the Russian Federation regulating issues related to the implementation of administrative supervision. Research methods: general scientific methods (analysis and synthesis, logical methods) and private scientific methods of cognition (formally-legally, specifically-sociological etc.). Outcome: the author’s version of the administrative supervision goals and objectives set out in the regulatory documents of the Russian Federation is proposed: 1. Administrative supervision is established to prevent the commission of crimes and other offences by persons. 2. The administrative supervision focuses on implementation by the internal affairs bodies of supervision over the observance by supervised persons of temporary restrictions on their rights and freedoms, as well as over the fulfillment of their duties stipulated by the related federal law; identification of violations by those under the supervision and taking measures in accordance with the law; individual preventive treatment of such persons. The novelty of the study is due to an integrated approach to the research into the goals, objectives and functions of administrative supervision and the developed proposals for improving the Russian legislation regulating issues in that area.

Objective. The purpose of the article is to provide a comprehensive analysis of the ways of transmitting the characters’ internal speech (internal direct speech and non-proper direct speech) in a psycholinguistic projection. Materials & Methods. During the research we used general scientific methods (analysis, synthesis, observation, description, classification, definitive analysis), linguistic and psycholinguistic methods (the methods of structural-semantic, component and opposition analysis, the method of dialogical interpretation of the text). Stepan Protsyuk’s psychologically biographical trilogy about Ukrainian writers – Vasyl Stefanyk («The rose of ritual pain»), Arkhyp Teslenko («Black Apple») and Volodymyr Vynnychenko («Masks fall slowly») served as material for research. Results. The multiplicity and multi-sectoral focus of the notion of «internal speech» from the standpoint of psychology, psycholinguistics, philosophy, literary criticism and linguistics are determined. An integrated approach to understanding the essence of internal speech is based on its dialogicality, virtual communicativeness, self-communicativeness and interdependence of language and speech. The qualification characteristics of the internal direct speech and non-proper direct speech are outlined, their structural and semantic varieties are described. The internal speech of the characters appears not only for reproduction of the monologic reflections of the character, but also as a form of inner, veiled talk of characters among themselves. With this in mind, two forms of representation of the internal direct speech are singled out: monologic and dialogic. The non-proper direct speech is differentiated into two varieties depending on stylistic reference points and the degree of approaching the direct speech: «literary» («author’s») and «character’s» («personal»). The functional-stylistic potential of ways of transferring the internal speech in the idiostyle of Stepan Protsiuk is revealed. Conclusions. It is concluded that the ways of transmitting of internal speech (internal direct speech and non-proper direct speech) widely used in the psychologically biographical novels of Stepan Protsiuk provide additional linguistic material for creating of psychological portraits of heroes and contribute to the artistic solution of the tension between the author’s speech and hero’s speech. Moreover, they help to adjust the interactions in their dialogue, reduce the distance between the narrator and the hero, the hero and the reader.

The article presents the results of the development and testing of cost management methods in agricultural organizations. The purpose of the activity of any organization that has set itself the task of extracting profit is its growth and increasing the efficiency of its activities. As a rule, all organizations strive to maximize their profits while minimizing the costs incurred. In modern economic conditions, such an approach is possible only with a properly constructed effective cost management system. Rational use of available resources by organizations of the agro-industrial complex with proper cost management will allow organizations to be competitive in the market and carry out their activities in the foreseeable future. The subject of the study is the cost management accounting system, the object of the organization of the agro-industrial complex of the Stavropol Territory. The information base was the forms of specialized reporting of agricultural organizations of the Stavropol Territory. The scientific novelty of the research consists in the development of a methodology for the cost management system in the agro-industrial complex organizations of the Stavropol Territory.

The relevance of this topic is due to the creative nature of investment attraction activities in order to ensure the development of the country and regions. The importance of the problem is in the presence of obstacles in the way of building an attractive economic system in terms of investment inflows, creating conditions that encourage investors to invest in Russia. The purpose of research based on the generalization of theoretical material of various sources and analysis of Rosstat database, to characterize the development of investment processes in Russia, to determine the patterns of changes in the dynamics of investment indicators and the factors causing the activity of participants in investment activities in Russian regions. The research was conducted using scientific methods: abstraction, analysis and synthesis, induction and deduction. The result showed that the activity of the Russian regions in the investment area is characterized by dependence on the level of overall economic development, although this relationship is a two-way. In conclusion, it was concluded that the creation of favorable conditions for the development of investment activities and its active support by the federal and regional authorities is necessary. It is advisable to offer to continuously improve legislation in the field of investment activity, to pursue a more flexible policy of financing investment and innovative projects, especially at the early stages of their development. This is the key to successful planning and implementation of projects aimed at strengthening the sovereignty of the state and improving the quality of life of citizens in new Russia.

Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

The principal goal of the study is to characterize the philosophical discourse of the development and improvement of human nature in the context of its intellectualization. The article uses a set of methods that make it possible to reveal a philosophical analysis of the development and improvement of human nature in the context of its intellectualization, in particular: general scientific methods; logical methods of theoret- ical analysis; technical analysis, clarification. Because of the study, the philosophical aspects of the devel- opment and improvement of human nature in the context of its intellectualization were characterized. The needs of the modern economic, political, spiritual development of society require further, deeper research of the actual problems of the doctrine of man. Therefore, interest in man and humanity is becoming espe- cially acute, prompting to justify social and cultural transformations.
