Conceptual approaches to rural development in conditions of decentralization

The purpose of the article is to unveil conceptual approaches to rural development based on the definition of various types of this development, to substantiate the directions of its diversification in the context of decentralization taking into account the experience of the European Union. The article explores the various types of rural development to substantiate the conceptual approaches to its provision in the context of decentralization reform. The generalization of scientific approaches to the types of rural development gives reason to claim that there is currently no single conceptual approach to the concept under study. Sustainable, balanced, resistant, agrarian, socio-economic, agricultural, integrated, complex, perspective types of rural development are identified. The concepts of “development of rural territories” and “rural development” are described and their use is proposed as identical. It is proposed to consider rural development as a socio-ecological-economic process of extended reproduction of rural development, which ensures harmonious growth of economic, social, demographic, ethnic and environmental spheres. The article determines that the notion of “sustainable”, “balanced”, “resistant” in the scientific literature is disclosed in the framework of the study of priorities for sustainable development of rural areas. The article confirms that the complex development of rural territories is connected with decentralization and creation of integrated territorial communities, which use available natural, economic, social and financial resources. Quality of life of rural residents is determined to be the general criterion that characterizes the development of rural areas. The authors reveal that when the rural population is involved in production on the territory of the community, the unemployment rate decreases, household incomes increase, local budget revenues grow at the expense of the personal income tax. Probable ways of rural development are analyzed on the basis of the experience of the European Union. The need to apply an integrated approach to rural development, that is, to identify this development as diversified, proportional and integrated, is substantiated.

The European Union (EU) provides financial assistance to the countries that are the current candidates and the potential candidates for the development of rural areas. These countries are supported by rural development (RD), one of the five components of the instrument for pre-accession assistance (IPA). Turkey is also a candidate country to benefit from the financial assistance provided by the EU. This research aims to reveal the situation of the projects carried out with IPARD in Çanakkale province within the country. As a matter of fact, Çanakkale takes place at the lower ranks in terms of the number of projects and the number of grants. Despite its potential, the reasons for not achieving the desired results in this province are the lack of qualified consultants, insufficient access to beneficiaries, and problems in licensing of lands. This research, thus, has also put forward various solution suggestions in order to minimize these problems.

AbstractThe ‘Agenda 2000’ introduces the Rural Development Policy, as part of the Common Agricultural Policy (CAP), as a complex policy that can ensure a stable income and a reasonable standard of living for the rural population. Rural development is a major CAP objective since over 50% of the population lives in rural areas and accounts for 80% of E.U. Territories. As a concept, the ‘rural area’ is defined both at a national and European level following specific criteria; however, these criteria differ from one country to another. A complete definition can be found in the European Charter of Rural Areas. Between 2014-2020, the development of rural areas in Romania is supported by the National Rural Development Program. It provides non-reimbursable funds from the European Union and funding from the Government of Romania. Convergence with the Europe 2020 Strategy is ensured through the Partnership Agreement with the European Union, which covers a number of challenges and thematic objectives. In order to achieve them, well-founded investment programs are needed. These programs must have a direct impact on increasing the living standards of the population residing within rural areas. Over 19 billion euros were allocated to Romania for the 2014-2020 period; these funds were used for agricultural policy and rural development. The total budget of the NRDP (2014-2020) is 9.4 billion euros, of which 1.3 billion euros comes from national funding. We believe the achievements recorded in rural areas, up to 2020, are modest and do not reflect the proposed objectives. Thus, projects were drawn up at national and local levels seldom support rural development and do not reflect development needs; sadly, these projects are often drawn up without focusing on efficiency.

Abstract. The use of the experience of implementing the Common Agricultural Policy (CAP) in the member states of the European Union (EU) is relevant both for Russia and for other countries of the world interested in the successful development of the agrarian sector of the economy and rural areas. The role of rural areas in achieving national security of countries and regions (food, biological, environmental and other) is increasing significantly due to the current challenges and threats (climate change, COVID-19 pandemic, aggravation of the international situation). The purpose of the study, the results of which are presented in this article, is to scrutinise the special approach implemented under the CAP. This approach is referred to in European law as LEADER/CLLD and refers to a close combination of comprehensive cross-sector interaction with active involvement of local communities in rural development. In the work, analytical and review research methods were used, with the help of which (1) the current (relevant to the research topic) legislation, (2) programs implemented in the EU member states, (3) significant scientific publications were subject to scrupulous study. The result of the work is a review and analysis of the findings and practical recommendations for the future use of the various aspects of LEADER/CLLD in domestic political and economic practice. The application of this approach takes into account the fact that the experience of local residents, combined with the opinions of other stakeholders, can help to better adapt rural development policy to real needs and opportunities, and to form a specific (unique) human capital within the boundaries of rural communities. Human capital includes, in addition to specific skills, (1) the ability to take constructive initiatives, (2) a sense of local identity and ownership, (3) the ability to participate as equals with other partners in defining local development strategies, (4) trust between people, private enterprises, public institutions and sectoral communities interested in successful rural development, formed through constant interaction. Theoretical and practical conclusions regarding the content of LEADER/CLLD initiatives, as well as findings related to the possibilities of introducing tools and mechanisms to support rural areas, implemented directly with the involvement of local communities with financial support from the state, are of scientific novelty.

Within the preparations for joining the European Union, Serbia and its rural development are faced with considerable re-orientation of agrarian policy within the EU accession requirements. In that sense, the overview of the LEADER program concepts may facilitate the preparations of Serbia and its rural areas for all the issues that will follow in the forthcoming years. The aim of this paper is to help in the decision "what kind of approach will we choose?" and to offer the information on experiences of other countries.

Purpose. The aim of the article is identification and critical analysis of problems and substantiation on their basis of perspectives, instruments and mechanisms of rural development of Ukraine on the basis of improvement of institutional and innovative policy of the state, with achievement of economic security and sustainable multifunctional development of rural areas, regions, territorial communities and subjects of business activity in the context of European integration and convergence to the standards of the European Union. Methodology of research. The methodological basis of the study is the theoretical development of domestic and foreign scientists on the problem, legislative and regulatory materials of Ukraine and the EU. In the course of the research, general scientific and special methods are used, namely: monographic, analytical, abstract and logical and other methods – to summarize the results of the literary review on the problem under study, to substantiate the directions of rural development research, and to write programs for promoting rural development. Findings. It is substantiated that rural territory is a complex and multifunctional natural, social and economic, production and economic structure, characterized by a set of peculiarities inherent in it, namely: the area of land; landscape features; the number of people living and their type of employment; the number, species diversity of flora and fauna; volumes and structure of production; development of social and industrial infrastructure and other features. It is found that the format of the approach to the definition of the concept of “rural area” has changed significantly, in which it is not only the concept of space, where agriculture and forestry occupied a major share, but also the understanding that it is a place that has had considerable human, natural, cultural and social capital. It is determined that the territorial model of rural development, unlike other models, provides two parallel variants of development: the focus on the development of agrarian and agro-industrial sectors as drivers. This model recognizes the importance of local institutions (private and public) both in developing the directions of development and in the management and implementation of development programs. It is substantiated that, it is advisable to create appropriate regional development agencies to ensure the planned regulation of this process in order to make effective use of the territorial-resource potential of the rural territories of the region. It is proved that the activation of rural development is provided mainly on the basis of the implementation of the applied principles of agricultural policy related to institutional and innovative, sectoral and territorial stimulation, which facilitates the transition to sustainable development. Originality. The priority methodology for the study of rural development is defined, which includes the construction of a logarithm when writing a program for rural restoration and development. The structure of the regional public agency for rural development of Podillia is substantiated, which envisages the following functional departments: strategic management of rural development; formation of competent population; transfer of innovative technologies (products); design, which develops different types of innovation and investment projects for the sectoral and territorial economy. Practical value. It is determined that the common agricultural policy of the European Union is aimed at: balanced development of economic, social and environmental spheres; multifunctional development of rural areas; transition to principles of rational use of nature; protection of interests of rural population and formation of economic mechanism of development of rural territories in the system of social and economic security of the state. It is established that within the territorial development model, the importance of local institutions has been found to be complemented by the need for effective coordination between the different levels of governance of this policy, starting with EU policy, which is manifested through financial support and establishing a system of rules and guidelines, and further to national, regional and local levels. This combination contributes to the success of rural development policy, which has made multi-level governance one of the key features of rural development policy. Considering that the goal of the spatial development of the European Union is to ensure the sustainable development of European regions, strengthen democratic structures at the regional and municipal levels and increase competitiveness, the usefulness of spatial planning is justified. This will allow improving the placement of productive forces, resettlement schemes, highlighting the areas of the most important natural objects, taking into account economic specialization, the level of development, the nature of the use of natural resources and economic potentials, etc. An integrated approach to spatial planning is proposed, which provides for identifying the features of the supporting frame, zoning the territory taking into account social, economic and environmental characteristics, and optimizing the territorial structure. This will create conditions for overcoming structural changes in the spatial development of the region related to the need to regulate land use processes, the integration of various regions (industries, companies), the development of single-industry towns and rural areas, the optimization of transport corridors, and the stabilization of the environmental background. Attention is paid to the harmonious mutual development of ecological and economic systems, which is provided by the design of the architecture of the supporting and ecological frames. At the same time, the results of studies on the level of anthropogenic and technogenic load, maximum permissible standards for the use of natural resources (water bodies, land resources, air, etc.), as well as, the presence of pathogenic zones, should be taken into account. The implementation of the proposed approach requires the consolidation of the efforts of territorial communities at different levels, based on the principles of cooperation, integration and unification, which will consider the general development trends and specific characteristics of the territories. The main result will be the strengthening of the commonwealth, strengthening the solidarity of the participating countries in achieving strategic guidelines for the balanced development of the European Union and effectively countering modern challenges.

Utilisation of regional policy helps to reduce disparities among regions. The approaches to solving these problems in the European Union differ from the approaches practised in Central and Eastern European countries. The development of rural areas in the European Union is realised through the principles of regional policy and its instruments, i.e. Structural Funds, in co-operation with the Common Agricultural Policy. The applied assistance from the Structural Funds is aimed at the objectively defined areas. The situation of countries with many socio-economic problems is reflected in the weak demographic structures of these regions. Solutions of the problematic situation can be found in implementation of the approach supporting the development of multi-functional agriculture and a broader social and territorial context of economic development in all adopted tools of rural development. The way of supporting diversification of the competitive rural economic structure based on encouraging new activities leads also through integrated programmes. Regional policy realisation in the CEECs depends on the institutional framework created in the dependence of the habits applied by the past political regime of the relevant country. The basic issue for the sustainable development of rural areas can be seen in diversification of agricultural activities, creation of small firms and development of tourism together with sustaining the countryside specifics.

Globalisation of world trade, consumer-led quality requirements and EU enlargement are the new realities and challenges facing European agriculture today. The changes will affect not only agricultural markets, but also local economies in rural areas. The future of the agricultural sector is closely linked to a balanced development of rural areas. The Community dimension in this relationship is therefore clear: agricultural and rural policy have an important role to play in the cohesion of EU territorial, economic and social policy. With over 56 percent of the population in the 27 Member States of the European Union (EU) living in rural areas, which cover 91 percent of the territory, rural development is a vitally important policy area. Farming and forestry remain crucial for land use and the management of natural resources in the EU’s rural areas, and as a platform for economic diversification in rural communities. The strengthening of EU rural development policy is, therefore, an overall EU priority. The European Union has an active rural development policy because this helps to achieve valuable goals for the country sides and for the people who live and work there. The policy is funded partly from the central EU budget and partly from individual Member States' national or regional budgets. Theoretically, individual EU Member States could decide and operate completely independent rural development policies. However, this approach would work poorly in practice. Not all countries in the EU would be able to afford the policy which they needed and many of the issues addressed through rural development policy do not divide up neatly at national or regional boundaries. Also, rural development policy has links to a number of other policies set at EU level. Therefore, the EU has a common rural development policy, which nonetheless places considerable control in the hands of individual Member States and regions. The EU’s rural development policy is all about meeting the challenges faced by our rural areas, and unlocking their potential.

SummarySubject and purpose of work: The subject of the analysis is the concept of rural development in the European Union countries and its connection with the evolution of the common agricultural policy and the transformation of the cohesion policy. The aim of the study is to discover and assess the scale and method of supporting the rural development in the European Union countries through common agricultural policy and to present the underlying theoretical-cognitive and political-practical premises for shaping rural development strategies.Materials and methods: The official documents and subject literature are submitted for critical analysis and evaluation by authors.Results: This paper presents methods of defining and classifying rural areas and rural development through common agricultural policy and cohesion policy. It specifically outlines the concepts of multi-functional and intelligent development linked to the Europe 2020 strategy and the Cork political declarations. The new concept of smart villages and rural-urban partnership is also presented.Conclusion: The processes of rural policy separation and the need for creating national methods of the coordination of community policies and the use of European funds are indicated.
