The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area

This article engages in an analysis of contemporary relations between civic actors and state power structures, notably the military organization, in the Russian Federation. The main focus is on the complex tension and interaction between state-sanctioned forms of control of the armed forces and public control, exercised by grassroots actors. The underlying assumption is that an institutionalization of control of state power structures is taking place in Russia. The article seeks to understand whether these processes are prevalently a top-down or a bottom-up phenomenon, how public control as a “civic duty” can be effectively characterized, and what implications this has for Russian civic activism more generally.

Since Lebanon’s independence in the mid-1940s, its military—the Lebanese Armed Forces (LAF)—has played a pivotal role in the country’s politics. The political role of the LAF in Lebanon might seem surprising since the Lebanese state did not militarize, and its political leaders have continuously managed to keep their military relatively weak and small. Indeed, in this respect Lebanon has been markedly different from its close neighbors (Syria and Israel), but also from several other Middle Eastern states (especially Egypt and Iraq), where the military, which was large and powerful, was continuously involved in politics. Additionally, both Lebanon and the LAF have persistently striven to distance themselves from regional conflicts since 1949, particularly in relation to the Palestinian issue, albeit not always successfully. Still, and despite these ostensibly unfavorable factors for the military’s involvement in politics in Lebanon, the LAF has played an important political role in the state since its independence. This role, which has been marked by elements of continuity and change over the years, included mediation and arbitration between rival political factions (in 1945–1958, 2008, 2011, and 2019); attempts to dominate the political system (in 1958–1970 and 1988–1990); intervention in the Lebanese civil war (in 1975–1976 and 1982–1984); attempts to regain its balancing role in politics (in 1979–1982 and 1984–1988); and facilitating the state’s postwar reconstruction (since 1991). The political role of the military in Lebanon can be explained by several factors. First, the weakness of Lebanon’s political system and its inability to resolve crises between its members. Second, Lebanon’s divided society and its members’ general distrust towards its civilian politicians. Third, the basic characteristics of Lebanon’s military, which, in most periods, enjoyed broad public support that cuts across the lines of community, region, and family, and found appeal among domestic and external audiences, which, in their turn, acquiesced to its political role in the state.

Character and conditions for cooperation of country defence industry with military technical research institutes, involved in defence and security activities, are essential to circumstances encouraging for a better fulfilment of demands in the state security sector and for concentration of researches on priorities and development of preferred technologies. The paper illustrates the scientific-research capacities of the military technical research institutes and the factors motivating their scientific-research activities focused on the deployment of results into the realisation of demands of armed forces technical upgrading.

The image of the Armed Forces of Ukraine is a complex and multifaceted socio-psychological and political phenomenon. A professionallycreated image functions as the most adequate informational object, creating public affection and recognition assuring the adequate perception of the Armed Forces as the power institution of the state. Thus, there's a relevant national challenge to form the positive image of the Armed Forces of Ukraine, and the numerous and versatile definitions of the term "image", the existence of a great number of approaches aimed at interpreting this definition, prove the multilateral aspects, the multidimensional categories and the significant scientific interest to this particular challenge.The Armed Forces of Ukraine is one of the most important elements of the political system of both state and society. In accordance with the Law of Ukraine "On the Armed Forces of Ukraine", the purpose of their existence is the protection of national interests, territorial integrity and inviolability of state borders. Considering the current state of development of the Ukrainian society, the state and its Armed Forces which is determined by the permanent increase of importance of the spiritual component, the issues of patriotic education and forming the image of the Armed Forces, are becoming the top state priority.The realities of modern life determine the objective necessity to develop a clear concept and the generic PR-strategy of the informativecommunication policy of the Armed Forces at a national level, with the aim to establish their positive image, based on the scientific approach and prominent world experience, yet taking into account the modern Ukrainian realities.The international experience has a variety of examples when the implementation of image technologies happens to play a significant role in solving a number of internal state developing tasks, namely: harmonizing the military-civil relations; increasing the level of the military-patriotic education and the general awareness of society in terms of task and activity of the Armed Forces, establishing firmness and sustainability of the moral-psychological state of the subordinated personnel, reinforcing military discipline etc.The information on the Armed Forces of Ukraine is to reflect the actual state of affairs. It is the irrelavance and the disproportion of theinformational material about the Armed Forces of Ukraine and the realities of life that has promoted the lack of trust in the course of the years of Independence, not only to the military command in particular, but to the state authorities as a whole.The article presents an analysis of the relevance of forming the image of the Armed Forces of Ukraine.


Subject The impact of the failed July coup on civilian-military relations. Significance The psychological impacts of the attempted coup across political life cannot be understated; it has far-reaching implications for the political, bureaucratic and even ideological structures of the Turkish Armed Forces (TSK). In the aftermath of the attempted putsch, President Recep Tayyip Erdogan is more determined than ever to alter the civilian-military machinery of government in Turkey radically. Impacts The purge and radical reforms will bring into question the TSK's operational and strategic reliability for Western partners. A permanently weakened TSK would ease the way for constitutional reforms strengthening Erdogan's grip on the state. It will take years to rebuild the confidence and prestige the military has lost among broad swathes of Turkish society. Any criticism of the TSK reforms, domestically or from abroad, will meet the authorities' fierce condemnation.

The article analyzes the history of the development of military-technical cooperation between Ukraine and NATO as one of the defining areas of international military partnership. Taking into account specific historical circumstances and external aggression by the Russian Federation, the importance of Ukraine’s military-technical cooperation with partner countries for the implementation of political goals and objectives of the state for the development of defense industry and national security is emphasized. Ukraine faced new types of threats in all spheres of the state’s life, in the military in particular, which required active assistance from partner countries. The realities of the hybrid war, which has targeted our country, require new approaches to ensuring the state sovereignty and territorial integrity of Ukraine, including by strengthening military partnerships with the European Union and the United States. In modern geopolitical, socio-economic, international legal, military-political conditions, the nature, forms and directions of Ukraine’s military partnership need to be rethought and clarified. Today, Ukraine’s military cooperation with NATO is of a strategic nature, the tasks of which can be grouped into four key areas: maintaining military-political dialogue; assistance in reforming and developing the Armed Forces of Ukraine; ensuring contribution to international security and peacekeeping; defense and technical cooperation. As a result of this study, NATO membership will open new opportunities for Ukraine’s competitive defense industries and lay the foundation for military-technical cooperation at the international level. In this context, the myth that Ukraine’s accession to NATO will involve the collapse of Ukraine’s defense industry through the introduction of new NATO military standards, requirements for rearmament for our army is completely eliminated.

Keywords: defense capability, intellectual property, regulatory support The conceptual issues of the legislation of Ukraine,which determine the state policy in the field of national security and defence, regardingthe settlement of issues related to ensuring the state defence capabilities are considered.The scientific publications on actual questions in this sphere concerningproblems and prospects of increase of defence capability of Ukraine are analysed.The role of intellectual property in all components of Ukraine's defence system hasbeen studied, and it has been noted that unresolved problems in the field of intellectualproperty management pose an increasing threat to Ukraine's national security.The importance of ensuring the protection of intellectual property in the process ofimplementing measures to improve the defence capabilities of the state and the needto improve legislation in this area is defined. Recommendations for improving the regulatory framework for national securityand defence in order to address the problematic issues of intellectual property in thisarea are submitted.State defence capability is the ability of state to defend itself in the event of armedaggression or armed conflict. It consists of material and immaterial elements and is aset of military, economic, social and moral and political potential in the field of defenceand appropriate conditions for its implementation.Resolving the issues of reforming not only the Armed Forces of Ukraine, but firstthe entire state, modernization and rearmament of the Ukrainian army has become avital necessity. Only the solution of this issue will allow to raise the defence capabilityof our state to the proper level for the preservation of independent Ukraine.Ensuring the military security of Ukraine largely depends on equipping the ArmedForces of Ukraine with modern types and models of weapons and military equipment,developed on the basis of intellectual property rights.It is the military-technical sphere where the objects of intellectual property rightsbelonging to the sphere of national security and defence are created, and the state isobliged to ensure their protection. This will increase the competitiveness of the domesticdefence industry and make claims impossible for anyone in the mass productionof weapons and military equipment for their own needs and for exports, which directlyaffects defence capabilities.And this requires proper protection of intellectual property rights both in theprocess of own production of weapons and military equipment, as well as in militarytechnicalcooperation.
