On the basis of archival documents extracted from the funds of the State Archives of the Orenburg Region, the article reconstructs the process of organizing a new higher educational institution of pedagogical profi le in Orenburg - the Institute of Public Education. The fi rst stage of its development (1919-1921), associated with the formation of this educational institution, the creation of its material base, the formation of the staff and the structure of the educational process, is considered.

The article examines the history of collecting documentary and cultural heritage since 1917 and the participation of archives, museums and libraries in the creation of the Archival Fund of the country. In the 1920s and 1930s, archival institutions were established through the efforts of outstanding representatives of Russian culture. At the same period, the structure and activities of the museums created earlier in the Russian state in the 18th – 19th centuries were improved. The new museums that had been opened in various regions of Russia received rescued archival funds, collections and occasional papers. It is shown that during this period there was a discussion about the differentiation of the concepts of an “archive”, “library” and a “museum”. The present work reveals the difficulties in the interaction between museums, libraries and archives in the process of saving the cultural heritage of the state and arranging archival documents; the article also discusses the problems and complications in the formation of the State Archival Fund of the USSR. During this period, the development of normative and methodological documents regulating the main areas of work on the description and registration of records received by state repositories contributed to a more efficient use and publication of the documents stored in the state archives. It is noted that museums and libraries had problems connected with the description of the archival documents accepted for storage, with record keeping and the creation of the finding aids for them, as well as with the possibilities of effective use of the papers. The documents of the manuscript departments of museums and libraries have become part of the unified archival heritage of Russia and, together with the state archives, they now provide information resources for conducting various kinds of historical research.

Данная статья посвящена одному из аспектов становления и раз- вития осетинского национального музыкального театра. Раскрывается исто- рия создания и функционирования Осетинской оперной студии при Московской государственной консерватории. Формирование национальных оперных студий явилось одной из составляющих государственной стратегии по ускоренному развитию музыкального искусства в национальных республиках. Выпускники Осетинской оперной студии составили основу Оперного ансамбля (1951), а за- тем и оперной труппы национального музыкального театра (1958, 1972). Осо- бое внимание автор уделил изучению архивных документов, материалов прес- сы, раскрывающих особенности учебного процесса и творческой деятельности студийцев. This article is devoted to one of the aspects of formation and development of the Ossetian national musical theater. The history of the creation and functioning of the Ossetian Opera Studio at the Moscow State Conservatory is revealed. The formation of national Opera studios was one of the components of the state strategy for the accelerated development of musical art in the national republics. Graduates of the Ossetian opera studio formed the basis of the Opera ensemble (1951), and then the Opera Сompany of the National Musical Theater (1958, 1972). The author paid special attention to the study of archival documents and press materials that reveal the features of the educational process and creative activities of students.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. The article analyzes the role of women’s gymnasiums in the city of Chita in public education system of the Trans-Baikal Region of the late 19th – early 20th centuries, based on documents from the State Archives of the Trans-Baikal Territory and the Irkutsk Region. The author considers the main aspects of the activities of educational institutions: the problems of the creation and existence of female gymnasiums, the organization and content of the educational process, the material base, and also pays attention to the issue of training teachers for secondary educational institutions. The analysis of the level of knowledge of the topic, the content of archival funds is carried out. The research methodology is based on the application of the method of functional analysis, historical-genetic and historical-comparative methods. The source base of the study is presented by the reporting documentation of the gymnasiums, including design and estimate, for different years of their existence, correspondence of superiors with higher officials on the organization of the educational process and others. The article is illustrated with a large volume of photographic materials – photographs of the commanding persons, students and educational buildings of the indicated educational institutions. However, in spite of a sufficient number of archival documents, the researchers did not submit extensive work on the activities of women’s gymnasiums in the Trans-Baikal region. At the end of the article, the author provides an assessment of the activities of the Chita women’s gymnasiums. The study is timed to celebrate two anniversaries: the 115th anniversary of the opening of the Second Women’s Gymnasium (1906) and the 110th anniversary of the Private Women’s Gymnasium of O. M. Tsinbal-Miklashevskaya (1911).

Based on archival documents of the state archive of Nur-Sultan, the author examines the history of the creation and development of student and youth teams that arrived to conquer virgin lands in Kazakhstan from the Tatar ASSR, assesses the role of the squad movement, the importance of competitions between youth teams in raising virgin land. It is concluded that with the development of the student and youth movement, it is formed as a special institution that was engaged not only in the organization of economic work, but also in public education.

The article is devoted to the scientific, practical and pedagogical experience of the Department of Restoration and Examination of Works of Art of the Kharkiv State Academy of Design and Arts throughout its existence in the context of the development of this industry in the historical territory of Sloboda Ukraine. The REWA department of KSADA is the only educational institution in the East of Ukraine that trains artists-restorers of easel and monumental painting, specialists in expertise. Over the years, the department has restored many hundreds of works of art, and graduates of the department successfully work in restoration and museum institutions in Ukraine and the EU. The establishment of the REWA department was preceded by a long historical process of restoration activities in the region, which dates back to the second half of the seventeenth century, the time of the founding of Slobozhanshchyna. The first local restorers were icon painters, who were invited to perform works of art in cities and monasteries. Later, in the nineteenth century, the role of restorers was performed by local, including well-known, painters (I. Bunakov, I. Kulikovsky, M. Uvarov). Restoration education in Slobozhanshchyna dates back to 1902, when the training and icon-painting workshop was opened in Sloboda Borysivka, where the restoration of icon-painting was taught for the first time in the historical Ukrainian lands. During the First World War, the unveiling of the icon of St. Nicholas of Miletus Monastery became a significant event in Kharkiv (1915). In the 1920s and 1930s well-known restorers and representatives of related professions who mastered the profession of a restorer (M. Kasperovych, I. Sviatenko, P. Fomin, etc.), worked in Kharkiv. A restoration workshop operated at the Ukrainian Art Gallery in 1930s, and in 1938 the first Ukrainian-language edition on this subject was published and a separate section devoted to restoration (V. Lokhanko “Artistic Materials and Painting Techniques”). In 1984, Kharkiv branch of the State Research and Restoration Workshops was opened. Higher restoration education in Slobozhanshchyna was started in 1988, as a section of painting restoration, which was transformed into an independent graduating department in 1994. Teachers and students of the department within the educational process carry out practical restoration of works of art, monitoring of private and museum collections, the state of preservation of monumental paintings. They develop and improve methods of restoration, publish and patent developments and discoveries. The Department of REWA is constantly working on improvement of teaching and methods of evaluating the work of students, planning to open new educational programs.

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

based on regulatory and archival documents analysis, the article considers the problem-solving experience when opening noble gymnasiums’ boarding schools in the Kiev educational district curator’s council activities. The Council’s position on this issue, the procedure for making and executing its decisions are clarified on the example of opening the second boarding school at the first Kiev gymnasium in 1836. Thoroughly analysing the state of affairs of the already-performing noble boarding school at the first Kiev gymnasium, Kiev educational district curator’s council members came to the conclusion that one more boarding school opening was necessary. They either approved of the staff developed by the educational district curator, and made proposals on sources of its initial arrangement funding. It is established that the opinion of Kiev educational district curator’s council regarding the second noble boarding school opening at the first Kyiv gymnasium was taken into account by the Ministry of public education when making the final decision.

The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.
