Purpose. The aim of the article is research of foreign approaches to the formation and functioning of information technology in the field of customs. Methodology of research. The theoretical basis of the study is international regulations, scientific works of domestic and foreign scientists on the functioning of customs information technologies, official websites of customs administrations. The main results of the study are obtained through the use of a dialectical method of cognition of phenomena that have a legal and economic nature and relate to approaches to the use of information technology in the implementation of customs procedures. In addition, such research methods are used as: analysis and synthesis – when reviewing the latest trends in research; abstract and logical – to form conclusions from the study. Findings. The main advantages of the use of customs information technologies in the field of state customs are outlined. The main provisions of international normative legal and instructive acts are analysed. The example of Singapore and the United States reveals the evolution and functioning of IT systems in the activities of customs services. It is concluded that the focus of Singapore's customs information systems on the simplification of foreign economic activity, in contrast to the US Customs and Border Service, where security accents of IT systems prevail. Originality. The study of foreign experience in the formation and functioning of customs information technologies is further developed, in particular, the recommendations of the World Customs Organization in this area are analysed and the main directions of development of customs information technologies are outlined on the example of Singapore and the USA. Practical value. The obtained results of the research can be used in the practical activity of the divisions of the State Customs Service of Ukraine, the competence of which includes the issues of introduction and practical use of customs information technologies. The study and generalization of foreign experience is a value for Ukraine, which has set itself the task of integration into the world community and can be an important source of thorough thinking and creative use of positive ideas in domestic theory and practice of physical education and sports. This article analyzes the content and features of the organization of intramural (in-school) sports in the United States. The study found that intramural sports in the United States are an integral part of the overall education program, which provides an opportunity to involve children with different levels of development of motor skills and qualities in motor activities outside of physical education lessons. Participation in intramural sports programs is voluntary. It is determined that the intramural sports program in the United States is characterized by certain features that must be taken into account for its successful implementation. It was found that, first of all, American specialists determine the direction (nature) of the sports program and possible types of physical activity, taking into account the wishes of students; it is important to properly plan and compile a quality schedule for classes in compliance with the capacity of existing sports facilities; it is obligatory to observe the rules of admission of students to classes and competitions, as well as their annual medical examination; implementation of the sports program is carried out with the use of modern information technologies; the accounting and evaluation of the program is constantly carried out; proper administration and quality arbitration are of great importance; special attention is paid to the competition procedure itself and the determination of winners; a special place is given to the financing of programs and their support and promotion.

This article examines the theoretical ideal of information technology as an instrument of administrative reform and examines the extent to which that ideal has been achieved in the United States. It takes a look at the findings from research about the use and impacts of information technology from the time of the mainframe computer through the PC revolution to the current era of the Internet and e-government. It then concludes that information technology has never been an instrument of administrative reform; rather, it has been used to reinforce existing administrative and political arrangements. It assesses why this is the case and draws conclusions about what should be expected with future applications of information technologies—in the time after e-government. It concludes with a discussion of the early evidence about newer applications for automated service delivery, 24/7 e-government, and e-democracy.

The subject of the research is the processes and systems of taxation of agricultural enterprises, their components and principles; types and amounts of taxes in Ukraine and abroad; trends of development and possible directions of improvement. The aim of the work is to identify the peculiarities of taxation of agricultural enterprises, its principles, advantages and disadvantages for the purpose of further improvement, including on the bases of studying and taking into account foreign experience. The methodological basis of the article became general scientific methods of cognition, - system-structural analysis and synthesis, dialectical, historical, abstraction. Also, these methods are generalization, grouping, comparison, absolute and relative values, other methods of research. Results of work.It is determined that the systems, mechanisms and processes of taxation of agricultural enterprises in Ukraine are in development. They require significant improvement to optimize their inherent functions. In fact, the fiscal function is traditionally prevailing in terms of distribution and regulatory factors. For this purpose, the main types of taxes and their volumes were characterized, changes in the Tax Code were assessed, the main principles, tasks and necessary structural changes in the taxation system were determined. The experience of subsidizing, insurance and taxation of agribusiness in the United States and European countries has also been studied and summarized in detail. The forms and mechanisms of tax support for small and medium-sized agricultural enterprises are especially valuable for the domestic theory and practice. The field of application of results. The results of the research can be used in the theory and practice of accounting and taxation of agrarian enterprises, management of their financial results, development of development strategies for the future, justification of the state agrarian and tax, regulatory and regional policies, with the support of the development of rural areas and local communities. Conclusions. The taxation systems of agricultural enterprises in Ukraine have certain features in terms of the components, size and principles of collection. They often change in order to improve, but the main function is fiscal. Therefore, the study and, if possible, the introduction of advanced world experience in stimulating, insurance and taxation of agricultural production, with a view to optimizing it in the long term, is of great importance.

A review of the current challenges, trends and initiatives around the various regulations as related to Health Informatics in the United States is presented. A summary of the functions in a workflow-based approach organized into the process and compliance for HIPAA, secure email and fax communications interfaces, e-prescriptions and patient safety and the health information technology savings claims versus costs follows: • HIPAA compliance is complex; data interoperability and integration remains difficult. • Email and faxing is possible with current over-the-shelf technologies within the purview of the HIPAA Security and Privacy rule. • Integration of e-prescribing and NPI data is an area where health informatics can make a real difference. • Medical errors remain high. • There are no real savings yet from the usage of health information technologies; the costs for implementation remain high, and the business model has not evolved to meet the needs. • Health Information Technology (Health IT) projects continue to have a significant failure rate; Open Source technologies are a viable alternative both for cost reduction and scalability. A discussion on the macro view of health informatics is also presented within the context of healthcare models and a comparison of the U.S. system against other countries.

Human capital development is important for organizations and most industries in the United States of America (USA). In the healthcare industry, human capital development is a priority due to the variety of skilled and unique positions within one of the most regulated industries within the USA. Integration of work processes, operational efficiencies, and assimilating regulatory changes are a pre-requisite for human resource professionals to remain competitive as well as remain operationally relevant. Information technology adoption in healthcare must continue to improve to address some of the industry's largest challenges: turnover, retention, and education. The intent of this chapter is to outline the existing challenges of human capital development in healthcare and how information technology provides significant value to closing the gaps of the alarming trends that exist in the industry.

The traditional channels of marketing are gradually being transformed by, or assimilated into, the global network represented by the Internet and modern information technology (IT) applications. Unfortunately, in most cases, the current IT systems are not fluid and dynamic enough to cope with ubiquitous customers who can contact the firm through a multitude of communication channels, such as mobile phones, Internet, or fax. The effective implementation of modern marketing strategies depends on the effective use of IT systems and procedures. Internet-based technology can facilitate information dissemination, file transformation, data mining, and processing (Roberts, Raymond, & Hazard, 2005), which creates opportunities for the development and implementation of efficient customer relationship management systems. On the other hand, the new information technologies can also be used to increase the employees’ satisfaction and productivity (Dorgan, 2003; Eichorn, 2004). Thus, the implementation and use of an efficient IT system for business and marketing activities becomes a fundamental task, which should be managed jointly by business specialists and IT professionals (Wierenga & Van Bruggen, 2000). Unfortunately, these opportunities are hindered by many challenges at organisational or managerial levels, such as defining and restructuring the internal and the external sources of information, centralising the marketing database, and integrating the IT and marketing procedures at operational level. Considering all these issues this paper attempts, on the basis of secondary data, to provide an overview of the main issues related with the implementation of IT systems in business organisations and the challenges related with the integration between information technology and marketing systems. After a brief presentation of the previous research on this topic, the paper presents the stages of a gradual integration of IT systems in a business organisation and proposes a theoretical model

The relevance of such a study is that when considering modern Ukraine there is an active interest of philosophers, scientists, lawyers in the study, definition and reconstruction of philosophical and legal studies of the legal system of Ukraine, due to the previous loss of uniqueness because of the totalitarian Soviet regime. The concept of individualism and its impact on the legal system plays an important role in many modern states, including the United States. Individualism, first of all, substantiates personal freedoms, emphasizes the value of an individual. This approach creates a human rights institution that is defined in each state and is protected from interference as a matter of priority. The aim is to study and reveal the concept and nature of the concept of individualism in the philosophy of law, determine its role in shaping the legal system of modern Ukraine and compare the impact of the concept of individualism on the legal system of Ukraine and the United States. This study used the dialectical method, historical and legal method, comparison, analysis and synthesis. The result of this article is a comparison that will allow to understand the influence of individualism on the formation of the system of Ukrainian social consciousness in contrast to the assertion of the consciousness of society under the influence of individualism in the United States.

В статье рассмотрен зарубежный опыт наставничества педагогов, работающих с детьми с ОВЗ. Цель статьи заключается в том, чтобы проанализировать зарубежный опыт наставничества педагогов, работающих с детьми с ограниченными возможностями и рассмотреть потенциал его использования в рамках российской действительности. Используя методы анализа и синтеза зарубежных исследований США, Западной и Восточной Европы, авторы выделяют отличительные черты, которые характерны для модели наставничества той или иной страны. Наставничество рассматривается как форма общения между наставником и наставляемым, основанная на принципах доверия и принятия. Авторы раскрывают не только достоинства построения системы наставничества педагогов, работающих с детьми с ОВЗ, но и освещают проблемы, которые еще предстоит решить. The article considers the foreign experience of mentoring teachers working with children with disabilities. The purpose of the article is to analyze the foreign experience of mentoring teachers working with children with disabilities and to consider the potential of its use within the framework of Russian reality. Using the methods of analysis and synthesis of foreign studies of the USA, Western and Eastern Europe, the authors identify the distinctive features that are characteristic of the mentoring model of a particular country. Mentoring is considered as a form of communication between the mentor and the mentee, based on the principles of trust and acceptance. The authors reveal not only the advantages of building a mentoring system for teachers working with children with disabilities, but also highlight the problems that have yet to be solved.

The article reveals the essence of the concept of “financial innovations” and their features. The classification of financial innovations is given. The innovative models of the Ukrainian banking business development are analysed. The innovative developments of the world’s leading banks are systematized according to the version of the annual competition for the BAI-Finance Global Banking Innovation Awards held in Las Vegas. The innovative and information technologies in the work of financial institutions in the following areas are analysed: Product and Service Financial Innovation, Channel Financial Innovation, Financial Innovation in Social and Community Impact, Financial Innovation in Internal Process Improvement. Foreign experience and features of the development of the newest innovative information technologies in the financial services market are analysed. The subject of research is theoretical and applied aspects of the development of innovations and information technologies in the functioning of world-class financial institutions. The purpose of the article is to analyse and systematize foreign experience in the development of new innovative and information technologies in the financial services market. In the research, the authors used general scientific and specific methods, including: historical-logical, dialectical, deductive, analysis and synthesis, grouping, abstraction and formalization, benchmarking, generalizations and systematization. The article concludes that in modern rapidly evolving digitalization processes, financial innovations play an extremely important role and contribute to the economic development of countries. The authors point out that banking institutions need to focus their potential as much as possible on identifying priority digital and innovative initiatives, taking into account current challenges and threats. Finally, the effective use of specific financial innovations requires in-depth knowledge of the features of their operation and careful analysis of their consequences. The authors recommend the use of a cross-functional approach, which provides flexibility and the ability to transform change over time and is an important element in the process of implementing financial innovations. Taking into account the experience of leading banking institutions that actively implement innovative developments, the authors note that along with the benefits, financial innovations can cause new challenges and threats for all participants in this process. Researchers have shown that radical innovation can displace a dominant business model or technology and create a new market. According to the results of the analysis of innovative developments of banks around the world for the period 2015-2019, the authors found that financial innovations have changed their nature and are based on the latest digital technologies.

The purpose of the article is to substantiate, on the basis of the analysis of the legislation of France, Italy, Germany, Great Britain and the USA, the ways of improving the legislation of Ukraine in the sphere of ensuring the rights of citizens by the prosecuting authorities. During the writing of the article, such methods as comparative-legal, system-structural, logical-normative were used. The relevance of the article is due to the fact that the optimization of the activity of the prosecution bodies is impossible without taking into account foreign experience. This issue is of particular importance in the field of ensuring human rights and freedoms by the prosecuting authorities. Concidering that fact, the legislation of France, Italy, Germany, the United Kingdom and the United States has been analyzed, which made it possible to formulate certain ways of improving national legislation on the protection of citizens' rights by prosecuting authorities. It has been justified to improve the administrative status of the prosecution bodies, to review its functions, the requirements for the level of training and to legislate a clear mechanism for the implementation of functions. According to the results of the study, the authors have identified possible ways of using the positive foreign experience of administrative and legal support of citizens' rights by prosecuting authorities.
