Democratic Preferences of the Indirectly-Elected Mayor, Open or Locked-In

The Directly Elected Mayor (DEM) model is a prominent manifestation of global efforts to innovate and strengthen local democracy. According to the established reformist claim, a DEM generates an array of advantages for local democracy (e.g., personalization, visibility of power, an increase in accountability, more inclusion, even direct involvement of citizens in local decision making). The DEM model seems to overcome the democratic deficits of the Indirectly Elected Mayor (IEM) model; this is the core assumption of the “difference hypothesis”. The aim of the empirical part of the study is to allow the analysis of the democratic orientation and styles of actions of the IEMs in the city of Vienna from 1973 until 2013. They all asked to the citizenry to express their opinion in consultative referenda. The longitudinal study shows the clear preference of the mayors for representative democracy and the majority principle to decide local issues. The analysis provides evidence that indirectly supports the reformist claim promoting the DEM model in local democracy.

Urban areas already suffer substantial losses in both economic and human terms from climate-related disasters. These losses are anticipated to grow substantially, in part as a result of the impacts of climate change. In this paper, we investigate the process of translating climate risk data into action for the city level. We apply a commonly used decision-framework as our backdrop and explore where in this process climate risk assessment and normative political judgements intersect. We use the case of flood risk management in Cork city in Ireland to investigate what is needed for translating risk assessment into action at the local city level. Evidence presented is based on focus group discussions at two stakeholder workshops, and a series of individual meetings and phone-discussions with stakeholders involved in local decision-making related to flood risk management and adaptation to climate change, in Ireland. Respondents were chosen on the basis of their expertise or involvement in the decision-making processes locally and nationally. Representatives of groups affected by flood risk and flood risk management and climate adaptation efforts were also included. The Cork example highlights that, despite ever more accurate data and an increasing range of theoretical approaches available to local decision-makers, it is the normative interpretation of this information that determines what action is taken. The use of risk assessments for decision-making is a process that requires normative decisions, such as setting ‘acceptable risk levels' and identifying ‘adequate’ protection levels, which will not succeed without broader buy-in and stakeholder participation. Identifying and embracing those normative views up-front could strengthen the urban adaptation process—this may, in fact, turn out to be the biggest advantage of climate risk assessment: it offers an opportunity to create a shared understanding of the problem and enables an informed evaluation and discussion of remedial action. In Local Governments, the quality of representative democracy is also measured by the extent to which demands of citizens and groups influence the agendas of local politicians. In this context, the potential of Internet and the NIT as tools that encourage participation, exchange and deliberation, have not been fully explored by either the local elites or the citizens to foster the discursive and decision-making dimensions of local democracy. But despite the growing importance of e-participation in improving local democracy, it remains unclear to what extent it also contributes to the introduction of new repertoires of action to improve efficiency and quality of local public service provision and, therefore, involving citizens meaningfully in the decision-making process continues to be a challenge. With this in mind and using recent empirical evidence from the current development of e-participation to improve administrative performance in a large city government, intended to enhance not only local democracy but also better decision-making, the paper focus on this gap on research by exploring to what extent e-participation contributes to foster, influence and improve local decision-making.

In theory, participatory democracies are thought to empower citizens in local decision-making processes. However, in practice, community voice is rarely representative, and even in cases of equal representation, citizens are often disempowered through bureaucratic processes. Drawing on the case of a firearm discharge debate from a rural county’s municipal meetings in Virginia, I extend research about how power operates in participatory settings. Partisan political ideology fueled the debate amongst constituents in expected ways, wherein citizens engaged collectivist and individualist frames to sway the county municipal board ( Celinska 2007 ). However, it was a third frame that ultimately explains the ordinance’s repeal: the bureaucratic frame, an ideological orientation to participatory processes that defers decision-making to disembodied abstract rules and procedures. This frame derives its power from its depoliticization potential, allowing bureaucrats to evade contentious political debates. Whoever is best able to wield this frame not only depoliticizes the debate to gain rationalized legitimacy but can do so in such a way to favor a partisan agenda. This study advances gun research and participatory democracy research by analyzing how the bureaucratic frame, which veils partisanship, offers an alternative political possibility for elected officials, community leaders, and citizens to adjudicate partisan debates.

This paper questions the ‘seeing like a city’ vs. ‘seeing like a state’ opposition through a detailed discussion of urban politics in the city of Paris, France, a prime example of the ways in which the national remains a driving dimension of city life. This claim is examined by a consideration of the shortcomings of Paris’s recent and timid commitment local democracy, lacking recognition of the diversity of its citizens, and the ways in which the inclusion of more women in decision-making arenas has failed to advance the ‘feminization of politics’. A common factor in these defining features of the Hidalgo administration seems to be the prevalence of ‘femonationalism’ and its influence over municipal policy-making.

The point of departure of this article is contemporary changes in the relationship between national and local decision making in the Norwegian political system. The last decades’ centralization tendencies seem to be challenged by a “new” emphasis on local discretion, and the article discusses how this will affect social work in municipalities. The changes are contested and controversial and allude to questions such as how much discretion should be given to local decision makers in the name of local democracy, and how much difference should be accepted in the name of diversity? The article argues that professional social work must be context-specific, meaning that in a wide sense local knowledge is a prerequisite for good social work. Devolution and local political and professional discretion are necessary in many cases, but not sufficient in themselves as conditions for success. Professional social workers will encounter a lot of difficult dilemmas arousing from issues related to the equality/liberty debate and the diversity/difference/equality debate in social work discourses. In order to approach these dilemmas, more of a focus on local deliberation and place shaping, in combination with a social work focus on democratic professionalism, is necessary. If this is done successfully, devolution and a recapturing of local discretion and decision-making power will empower clients as well as professionals. Thus, current changes in the relationship between different levels of decision making will enlarge the possibilities for professional social work in the municipalities.

Research in systems engineering and design is increasingly focused on complex sociotechnical systems whose structures are not directly controlled by the designers, but evolve endogenously as a result of decisions and behaviors of self-directed entities. Examples of such systems include smart electric grids, Internet, smart transportation networks, and open source product development communities. To influence the structure and performance of such systems, it is crucial to understand the local decisions that result in observed system structures. This paper presents three approaches to estimate the local behaviors and preferences in complex evolutionary systems, modeled as networks, from its structure at different time steps. The first approach is based on the generalized preferential attachment model of network evolution. In the second approach, statistical regression-based models are used to estimate the local decision-making behaviors from consecutive snapshots of the system structure. In the third approach, the entities are modeled as rational decision-making agents who make linking decisions based on the maximization of their payoffs. Within the decision-centric framework, the multinomial logit choice model is adopted to estimate the preferences of decision-making nodes. The approaches are illustrated and compared using an example of the autonomous system (AS) level Internet. The approaches are generally applicable to a variety of complex systems that can be modeled as networks. The insights gained are expected to direct researchers in choosing the most applicable estimation approach to get the node-level behaviors in the context of different scenarios.
