Because China is in an accelerated industrialization and urbanization development stage, low carbon economy transformation is subject to the pressure of the external environment.The low carbon economy is in response to climate change under the background of sustainable development of economic growth mode, the low carbon technology development and the reserve in China lags behind the developed countries,and so low carbon economy economy transformation is facing many difficulties.The government and the enterprise must make and carry out scientific development strategy ,pay great attention to the low carbon technology innovation and use,and strengthen the system innovation and institutional constraints security function.Through the guidance and encouragement improving energy efficiency technology,energy saving technology, renewable energy technology and green gas emission reduction technology,and through the change of economic and social development philosophy,achieve higher carbon productivity economic prosperity.

Global warming is attracting more and more countries and regions to be concerned about the environmental problems. On the whole, the developed countries have started earlier in the field of developing low-carbon economy, and their experience is worth researching and referring for the developing countries. At present, china’s low-carbon economy is in its infancy, and the experience of the developed countries in developing low-carbon economy will provide us with some helpful enlightenment.

Facing the pressures of international carbon emission reduction, the transformation into a low-carbon economy has become a common issue of all countries. The core of developing a low-carbon economy is to increase carbon productivity, which can be measured as the economic benefits of unit carbon emissions. Therefore, using province-level panel data in China from 2009 to 2017, we analyze the carbon productivity level of each region, and empirically investigate the threshold effect of clean energy development on carbon productivity under different technological innovation levels. The results show that the carbon productivity is rising, and China’s economic development pattern has been shifting towards low-carbon and sustainable development. Furthermore, the driving force of clean energy development on carbon productivity is not monotonously increasing (decreasing) but is a “double threshold effect” of technological innovation capability. Finally, based on the research conclusions and realistic requirements of China’s low-carbon economic transformation, this paper proposes improving carbon productivity from the aspects of innovation capability improvement and institutional guarantee.

According to the Russia’s Innovative Development Strategy until 2020 (Strategy) [1], one of the main goals of innovative growth of the Russian Economy lays in the advanced studies in the fields of renewable energy and low-carbon economy, genome medicine, and implementation of new technologies in agriculture, the fields in which Russia still faces with sufficient technological backlog. In general, the Strategy and following National Science project [2] approved in 2018 is aimed at Russia’s transition from one of the most energy- and carbon-intensive countries to a sustainable low-carbon economy. Russia needs to attract additional resources in human and knowledge capital in order to eliminate or decrease this technological backlog and to join international scientific community’s efforts in the field of green economy. This paper studies how influencing one of two pillars of the Global Innovation Index (GII), knowledge and technology output pillar, by implementing innovations in Russian higher education affects Russian innovative infrastructure and provides technical and resource baseline in reaching main strategic indicators of innovative development in Russia. This paper proposes a framework for attracting and retaining human resources and creating knowledge capital for transition to a sustainable low-carbon economy on the basis of micro and meso level changes.

The face of the world economic development has transitioned to a low-carbon economy, in order to meet the dual challenges of climate change and scientific development, the development of low-carbon economy has become the reality of the development of key choice. In this background, based on energy consumption situation in Hebei Province,we use GM (1,1) gray prediction model to predict Hebei Provinces energy consumption and energy consumption structure in 2003-2010. Based on the analysis of the results, support from the policies, laws, and adjust the industrial structure, promote the three levels of the low-carbon concept has made a number of recommendations for the Hebei Province future energy planning and low-carbon development.

At present, nearly 70% of the world's new increase carbon dioxide emission comes from China. Technology is the key power to develop low-carbon economy. Because of the shortage of independent R & D and the relative backwardness of low-carbon technology, Chinese need developed countries’ R&D capital and advanced technology to promote low-carbon technologies. Based on the panel data from Chinese 30 provinces from 2001 to 2014 and dynamic panel model, this paper researchs on the effects of international R&D on regional carbon productivity in China. The empirical results show that, the technology spillover effect of FDI and import trade can improve carbon productivity, and imported technology contracts play a positive role on carbon productivity, but not significant. There is a significant positive correlation between independent R&D and carbon productivity. Finally, the corresponding policy is put forward according to the conclusions
