The transformation and the sustainable development of the resource-based cities have been a global problem. Those resource-based cities are facing various crises such as resource exhaustion, economic recession, unemployment rate increasing etc. In this thesis, taking the construction of the Smart City as a breakthrough, industrial structure adjustment and sustainable utilization in resource-based cities would be impelled by using smart technology from city management, infrastructure construction and environment protection three factors. Meanwhile, those crises which have existed would be solved in the same way. Thus the sustainable development can be achieved in resource-based cities.

As the forerunner and policy test field of the sustainable development, the sustainable development pilot zones are an important strategy for China to explore the mechanism and model of the coordinated development of human and land in different regional units. However, the impact of sustainable development pilot zones, especially on the improvement of environmental efficiency, needs to be assessed. In this paper, 187 prefecture-level cities in China were taken as samples (22 sustainable development pilot zones and 165 nonpilot ones). Firstly, the environmental efficiency of 187 prefecture-level cities between 2006 and 2016 was measured by data envelopment analysis (DEA). Then, the effect of construction of sustainable development pilot zones on environmental efficiency was assessed using the difference-in-difference (DID) model. The assessment results were further verified by propensity score matching with difference-in-difference (PSM-DID). In addition, the impact mechanism of construction of the sustainable development pilot zones on the environmental efficiency was discussed. Results show that the environmental efficiency of sustainable development pilot zones is 27.7∼31.7% greater than that of nonsustainable one, which is mainly attributed to the environmental regulation and industrial structure adjustment.

Generally speaking, after the rapid economic development in base of the rich resources, there will inevitably come with the economic downturn which caused by resource exhaustion in resource-based cities. It will be difficult to avoid the phenomenon of “urban decay with the depletion of mineral”, if corresponding countermeasures can not be made timely. In this thesis, we will analysis in-depth to find constraints on the sustainable development in these cities, and point out that we can achieve the sustainable development by the adjustment of industrial structure in these cities. Meanwhile, we will expound and prove the possibility to overcome these constraints from the internal and external of these cities. Finally, we come to the conclusion that it is an inevitable choice to achieve the sustainable development of resource-based cities by the adjustment of industrial structure.

Based on data for the year in Heilongjiang Province, 1995-2009,Using co-integration and Granger causality test method to test causality between Heilongjiang Provincial Expressway Construction and industrial structure ,found that there exists co-integration relationship between the Heilongjiang Provincial Expressway Construction and operation and three industries. Finally, highway construction, relevant policy recommendations are given to adjust the industrial structure of Heilongjiang Province

In this paper, the indexes that are used to assess the influence of road construction on Inner Mongolia grassland have been proposed based on the environment protection perspective. The Analytic hierarchy process was employed to evaluate the importance of different indexes regarding to influence. These indexes would be used to provide information for decision making about road construction in order to achieve the sustainable development of grassland.

China’s economy is in the critical period of transformation from a traditional land economy to a marine economy. China is rich in marine resources, facing important development opportunities and challenges. The adjustment of marine economic industrial structure is of great significance to promote the development of China’s marine economy. To intuitively analyze and clearly understand the effect of industrial structure adjustment of marine economy in recent years in China, using the data of China’s marine industry from 2008 to 2018, fuzzy entropy theory, and least square regression model, the influence of the scientificity and advancement of marine economic industrial structure adjustment on marine economic was analyzed. Results show that the fitting degree of the model is good and significant, with every 1% increase in the scientificity and height of marine economic industrial structure adjustment, the marine economy increases by 1.88% and 2.80%, respectively. The development of marine science and technology can promote the rise of the marine economy.

In this paper the author suggests a methodological toolkit for assessing the sustainability of the investment and construction complex at the meso-level of management. To ensure the sustainable development of the investment and construction complex, it is necessary to maintain the effective industrial structure that ensures the achievement of social effects, assists to preserving the trend of long-term economic growth and contributes to the increase in competitiveness of domestic construction enterprises. The methodological toolkit is based on the methods of the pricing theory and is necessary for the scientific substantiation of the accepted managerial decisions at the level of industrial management, for the formation of the optimal industrial structure, and for the development of effective methods of a tax policy. Practical implementation of methodological developments, conducted through the example of the regional investment and construction complex of the Voronezh region, allowed empirically to confirm the formulated principles of planning and implementing the organizational and economic changes in the management system of the investment and construction complex to ensure its sustainable development.

China actively broadens its channels for environmental protection and limits pollutant emissions through industrial structure adjustment and technical progress. Based on panel data of 30 provinces in China from 2003 to 2017, this study investigated the effects of industrial structure adjustment and technical progress on environmental pollution using spatial Dubin models. The findings show the following. (1) As the economy develops, the situation of environmental pollution in various regions deteriorates; moreover, spatio-temporal dependence is an aspect of environmental pollution. (2) Industrial structure adjustment and technical progress are beneficial to environmental improvement. Furthermore, there are spillover effects in factors such as industrial structure and technical progress to varying degrees. Thus, this study suggests that the path of coupling between industrial structure and technical progress should be explored to establish a pollution filtering mechanism, thereby improving environmental quality.
