Past evidence suggests that organizational transformation from IT implementations is rare. Data warehousing promises to be one advanced information technology that could produce transformation. Based on the stages of growth theory and adaptive structuration theory (AST), this paper attempts to understand how data warehousing could lead to organizational transformation by studying a data warehouse’s growth in an organization. In particular, the benchmark variables for data warehousing stages of growth are examined using adaptive structuration theory to explain organizational transformation that takes account into unique organizational situations.

Over the last 20 years, the international postal sector has changed drastically due to several forces, including globalization, changing technology, greater demands for efficient services and market liberalization. For Egypt, keeping up with the changing atmosphere in the global market meant investing in information and communication technology. The Ministry of Communication and Information Technology (ICT), as part of its efforts to transforming government performance using ICT, chose the Egyptian National Post Organization (ENPO) as a model for ICT integrated government portal. The selection was due to ENPO’s extensive network, the public’s confidence and its trust in the organization. The case of ENPO, capitalizing on public-private partnership models, proved successful when reflecting ICT deployment for organizational transformation within the context of an emerging economy. In addition to its importance in providing e-Government services to citizens, ENPO is evolving as a critical medium for effectively developing Egypt’s e-Commerce. This case study takes an in-depth look at how ICT has improved the quality and range of services offered by ENPO, while asserting the magnitude of its impact on the country’s emergence as a competitor in today’s global postal market.

The adoption of Information and Communication Technology (ICT) to organize, integrate, coordinate and manage various activities has become the catalyst for organizational change. The impact of these changes in the public sector have been to change the type of work being performed, demand new levels of productivity and efficiency from those performing the work, and call for a fundamental restructuring of the public sector to reflect the value systems of an information age. The literature on the organizational impacts of Information and Communication Technology have pointed to mixed findings about the success of information technology enabled organizational change, suggesting that the success of such change efforts depends on the combination of technical and social influences. Despite any potential for organizational change in the private sector, information technologies have not been associated with organizational transformation in the public sector. It is suggested that for the public sector to begin reaping the benefits of Information and Communication Technology, public sector managers are going to need to become change agents and manage the change process by managing the technology. <BR>

Purpose – Through a detailed review of Literature, the purpose of this paper is to provide insights into the state-of-the-art research about the process of information technology business value (ITBV) creation, a less-traversed direction in ITBV research, from the perspective of causality since a lack of causal reasoning may be disastrous for ITBV creation. Design/methodology/approach – With the help of eight keywords, ten databases were searched which fetched about 415 articles of which 22 were selected based on their relevance and proved as the base papers for classifying available literature. A further forward and reverse search fetched an additional 34 articles, resulting in a total of 56 articles which were reviewed in detail. Findings – The five main categories of literature which emerged are ITBV (General), ITBV benefits, mediating factors and synergy (which use of organization dynamic capability (ODC) as first stream of ITBV research), and IT-enabled organizational transformation (ITOT as second stream). ODC is fairly mature, however, ITOT will benefit from a further research. Research in the ITBV (General) category suggests the development of dynamic models as opposed to the prevalent static models of ITBV creation. Research limitations/implications – For the period 1990-2008, only the most important articles were included in the study and hence certain pre-2008 articles’ view might have been overlooked. Practical implications – The literature review will give practitioners a perspective to look at specific areas in the context of their organization to develop capabilities which will lead to enhanced ITBV creation. Originality/value – This review focusses on ITBV creation and helps move toward building of a dynamic holistic model of ITBV creation by providing only a bird’s eye view is provided of the most important articles from 1990 to 2008 but a comprehensive view of literature from 2008 to mid-2014.

The Status

Madrasah organizational transformation in the information technology era is not always successful, there are important things that must be considered by organizations, namely: the possibility of rejection of the transformation. Organizational transformation done by reengineering, for example, has a risk of failure caused by resistance to changes in the status quo. That is, if the organization can reduce the risk of resistance to organizational transformation, the organizational transformation will be successful. In addition, to succeed in organizational transformation, support and involvement of top management is needed, a clear vision of change, a model of change especially for Human Resources is planned carefully, involving all parties at various levels of management in planning and implementing organizational transformation, employees must also be more empowered.
