Abstract- The research objectives were to determine: 1) The description of performance, organizational culture, education and training, competence and work motivation of Indonesian National Police members at the Traffic Directorate of East Nusa Tenggara Regional Police; 2) The influence of organizational culture, education and training, competence and work motivation on the performance of Police members at the East Nusa Tenggara Regional Police Traffic Directorate. The study was conducted on all members of the East Nusa Tenggara Police Traffic Directorate with 145 respondents. The data collected were analyzed descriptively based on the results of processed data using the method of Structural Equation Model. The results of descriptive analysis showed that the achievement of the indicators for each variable is as follows: Performance = 67.68 (Good Enough), Organizational Culture = 68.84 (Good), Competence = 67.93 (Good Enough), Education and Training = 67.45 (Good Enough), and Work Motivation = 68.55 (Good). Furthermore, the results of SEM analysis showed that Organizational Culture, Education and Training, Competence and Work Motivation had a positive and significant effect on the Performance of the investigated Police Members. This research is still limited to the 4 variables used so that testing is needed on other variables such as; leadership style, compensation, work atmosphere, work facilities and others with job satisfaction as an intervening variable. The contribution and the part played by Suffah and Ashab-e-Suffa in the system of education and training in the era of the Prophet hood an academic and research based analysis. It is an undeniable reality that an exemplary civilization, culture, education and research system was started with the advent of the birth and Prophet hood of Muhammad (PBUH), the teacher of humanity and the Prophet of Islam. Knowledge and education are the basic references of the religion and the shine he brought with him. The first revelation bestowed upon him carries the order of learning, teaching, education and propagation of education. The messenger of Allah (PBUH) made teaching and learning basic obligation to seek knowledge. It was started from Macca. However, after the migration to Madina, the first education institution–Suffah, from the foundation of the Mosque of the Prophet (PBUH), the first of the Islamic history, formally came into being, and built up. The Suffah was a residential university, in which a complete regular system of training and education along with boarding and lodging.The Part played by Suffah and Ashabe Suffah in the Islamic period of the Prophet hood towards system of education and training an academic and research analysis highlight the subject the related old and new sources, Islamic history, Ahadith–the traditions of the Holy Prophet, books on life and character of the Holy Prophet (PBUH) and offer books on Islamic Sciences have been extensive-ly consulted. Suffah and Ashabe Suffa played a key role in propagation of education, teaching and trainings in the time period of the Prophet hood.

AbstractPower struggle among stakeholders in public policy formulation process is a common phenomenon in a state informed by democratic politics. The extent of its gravity could have positive or negative implication in policy legitimacy, ownership, and implementation processes. The formulation process of Tanzania’s Education and Training Policy (ETP) of 2014 saw a substantial varied set of competing stakeholders. Each set of actors exerted a different amount of power, which subsequently impacted the policy process. Empirical data revealed that the process was dominated by government officials and few prominent as well as powerful Community-Based Organizations. Recommendations from such categories of stakeholders were likely to be included in the policy document, unlike those from the powerless, non-famous, and ordinary citizens. Besides, scarcity of resources and persuasion through arguments, which enter the category of politics of policy making process, coupled with opposing values and interests of policy actors were the main factors that determined powers over decision making. Therefore, this article suggests that a big enough budget should be provided to the entire policy formulation process, and a need to put, in place, effective power balancing mechanisms with a view to widen and deepen the level of stakeholders’ participation in policy formulation process.
