The COVID-19 pandemic is a recent outbreak in almost all parts of the world including Ethiopia influencing the socio-economy of people and mainly threatening the agriculture and food security of the least developed countries. The current desk review and opinion synthesis by a multi-disciplinary team of experts from Haramaya University aimed at assessing the probable impact of the virus on the Ethiopian agriculture and food security and suggesting the possible mitigation and adaptation strategies to all responsible. Experts’ opinion and desk review of existing information were employed for the analysis and conclusions drawn, due to the difficulty of data generation at this time of movement restriction and poor database availability on websites of relevant institutions. Accordingly, the information gathered were synthesised and described following the major stages of food supply chains as production, handling and storage, processing and packaging, distribution and marketing, and consumption are key messages drawn from the overall assessment.

Globally, gender inequalities constrain food security, with women often disproportionately affected. Women play a fundamental role in household food and nutrition security. The multiple roles women play in various areas of the food system are not always recognised. This oversight emerges from an overemphasis on one aspect of the food system, without considering how this area might affect or be affected by another aspect. This study aimed to draw on international commitments and treaties using content analysis to enhance the Global Panel on Agriculture and Food Security food systems framework by integrating a gender perspective. The study found that generally, there is a consensus on specific actions that can be taken to advance gender equality at specific stages of the food system. However, governance and social systems constraints that are not necessarily part of the food system, but have a significant bearing on men and women’s capacity to effectively participate in the food system, need to be addressed. While the proposed conceptual framework has some limitations, it offers a foundation on which researchers, policymakers and other stakeholders can begin conceptualising the interconnectedness of gender barriers in the food system.

Global food systems have increased in complexity significantly since the mid-twentieth century, through such innovations as mechanization, irrigation, genetic modification, and the globalization of supply chains. While complexification can be an effective problem-solving strategy, over-complexification can cause environmental degradation and lead systems to become increasingly dependent on external subsidies and vulnerable to collapse. Here, we explore a wide array of evidence of complexification and over-complexification in contemporary global food systems, drawing on data from the Food and Agriculture Organization and elsewhere. We find that food systems in developed, emerging, and least developed countries have all followed a trajectory of complexification, but that return on investments for energy and other food system inputs have significantly declined—a key indicator of over-complexification. Food systems in developed countries are further along in the process of over-complexification than least developed and emerging countries. Recent agricultural developments, specifically the introduction of genetically modified crops, have not altered this trend or improved return on investments for inputs into food systems. Similarly, emerging innovations belonging to the “digital agricultural revolution” are likewise accompanied by energy demands that may further exacerbate over-complexification. To reverse over-complexification, we discuss strategies including innovation by subtraction, agroecology, and disruptive technology.

Agricultural development in sub-Saharan Africa faces daunting challenges, which climate change and increasing climate variability will compound in vulnerable areas. The impacts of a changing climate on agricultural production in a world that warms by 4 ° C or more are likely to be severe in places. The livelihoods of many croppers and livestock keepers in Africa are associated with diversity of options. The changes in crop and livestock production that are likely to result in a 4 ° C+ world will diminish the options available to most smallholders. In such a world, current crop and livestock varieties and agricultural practices will often be inadequate, and food security will be more difficult to achieve because of commodity price increases and local production shortfalls. While adaptation strategies exist, considerable institutional and policy support will be needed to implement them successfully on the scale required. Even in the 2 ° C+ world that appears inevitable, planning for and implementing successful adaptation strategies are critical if agricultural growth in the region is to occur, food security be achieved and household livelihoods be enhanced. As part of this effort, better understanding of the critical thresholds in global and African food systems requires urgent research.

Abstract We revisit the underlying economics of commodity storage and its relation to food security by first clarifying the standard model used to analyze the economic efficiency and distributional effects of commodity storage programs. We find that producers prefer stabilization, although their incomes are more variable, while consumers are indifferent. However, numerical simulations indicate that physical stocks will build up inexorably over a sustained period or the government will need to raise prices continuously over a prolonged period. For the least developed countries facing fluctuating world prices, government should guarantee the price received by producers because, with price uncertainty, farmers could experience losses even under a ‘good’ weather outcome; this would guarantee the producer price, benefitting farmers, while allowing the consumer price to vary with the world price benefits consumers as they prefer price instability. In some cases, however, the government may wish to impose a price ceiling so that households living at or near subsistence can afford to buy grain – an argument based on the grounds of food security. Numerical simulations indicate that such a mixed-price policy increases the wellbeing of both consumers and producers. Physical storage is not a necessity.

Abstract Food service and retailing sectors play a vital role in economics of Punjab, Pakistan. Pakistan is included in top 50 countries which are estimated to face serious agriculture and food deficiency related challenges due to the world-wide pandemic coronavirus 2019 (COVID-19). The aim of this study was to study the effects of COVID-19 on food security and agriculture in Punjab, Pakistan using space-time scan statistic (STSS). A survey was conducted at 720 points in different districts of the province. The STSS detected “active” and emerging clusters that are current at the end of our study aera – particularly 17 clusters were formed while adding the updated case data. ArcGIS 10.3 software was used to find relative risk (RR) values; the maximum RR value was found to be 42.19 and maximum observed cases 53265 during June 15th – July 1st. Due to the highest number of cases of COVID-19 and RR vales during July, mostly farmers faced many difficulties during the cultivation of cotton and rice. Mostly farmers (72%) observed increase in prices of inputs (fertilizers and pesticides) during lockdown. The timely results (attained through STSS and RR) can inform decision makers and public health officials about where to improve the allocation of resources (including those for farming community), also, where to apply stricter quarantines and travel bans. If the supply chain of agriculture related inputs is disturbed, farmers may find it quite difficult to access markets, which could result in a decline in production and sales of crops and livestock in study area. It is suggested that to protection of food security and to decrease the effect of the lockdown, Punjab government needs to review food policy as well as analyze how market forces will respond to the imbalanced storage facilities and capacity, supply and demand, and price control of products. The findings of this study can also help policy-makers to formulate an effective food security and agriculture adaptation strategy.

AbstractThis paper discusses the major policy initiatives that have been developed to combat chronic food shortages in the world’s least developed nations. The United States has taken the world’s leadership position in trying to address chronic hunger and under-nutrition as part of its Feed the Future initiative, an effort that is linked to the G8’s L’Aquila Food Security initiative. Both initiatives focus on activities and outcomes that are intended to reduce food insecurity in the medium and long terms. Both initiatives operate in the context of the immediate food relief policies and practices that most nations subscribe to as part of the United Nations food security initiatives.

The availability, access, utilization and stability of food supply over time are the four pillars of food security which support nutrition outcomes. Addressing the issues raised globally around these pillars remains a challenge. The Food and Agriculture Organization of the United Nations (FAO) 2017 report “The future of food and agriculture: trends and challenges” outlined the challenges which will have to be addressed in order for sustainable agricultural services to cost-effectively meet the growing food demand of the world population. In this study, we systematically analyzed the future challenges of the agriculture and food systems by focusing on (1) their root causes and trends; and (2) the interlinkages among the solutions proposed to address the challenges using social network analysis tools. It found that, if trends leading to extreme poverty are reversed, several other challenges will also be partially addressed and that climate change has the highest impact on the network of trends. Improving food security would have positive impacts on food access and utilization. The clear outline of the qualitative relationships among challenges presented and insights will help their prioritization by decision makers. However, additional in-depth quantitative analysis is necessary before measures identified to tackle the challenges could be effectively implemented.
