In an age where knowledge assets play significant roles in the economic development of nations, the patent system has become one of the essential drivers of technological and economic advancement. Thus, the essence of examining inventions is to ensure good quality of patents granted by a patent office and to ensure that such patent applications satisfy the novelty, inventive step, and industrial application criteria. It is standard practice in most countries that patent applications by patentees go through examination processes before they are granted patents. Local patent rules usually guide such examination processes. The Nigerian patent system is not an exception to such practice. However, it suffices to submit only necessary documents for inspection by officials of the Nigerian Patent Registry before a patent is granted. This process of registering patents in Nigeria, which is the depository process of examination, is not thorough compared to the substantive method of examination. The substantive procedure is lacking in the Nigerian patent system. The need for a substantive process of examination in Nigeria is what this article discusses. The article recommends a mix of both the depository and the substantive process of examination in Nigeria, as practised in some countries to issue quality patents that would aid technological and economic growth in the country. The article also concludes that much more needs to be done by the government and policymakers in Nigeria in terms of funds, human resources, and other things to ensure the institution and sustenance of a substantive method of examination of patent applications.

Along with economic growth that began to increase, the government also began to improve the quality of Indonesian human resources. The purpose of this research is to analyze the phenomenon of economic growth in Indonesia through one of the determining factors, namely the quality of Indonesian Human Resources (HR). In improving the quality of Indonesian HR, it requires several aspects that must be focused, one of them is character education of Indonesian HR itself. In this study, the authors compare how the level of economic growth in Indonesia with the quality of Indonesian human resources. By studying and analyzing the character of HR and the level of economic growth in Indonesia the author has learned how to influence the quality of Indonesian HR on the level of economic growth. The results of this study can be used as a reference for the government in analyzing how important it is to improve the quality of human resources by taking into account the characteristics of Human Resources in Indonesia. The character of qualified Indonesian HR must be formed as early as possible so that it becomes an HR that can compete with the times so that HR can be one of the factors increasing Indonesia's economic growth.

To achieve this expectation, educational institutions should strive and play a role in optimizing and achieving academic excellence, particularly in education, industry relevance, for new knowledge contribution, and for empowerment. Recognizing the importance of the process of improving the quality of human resources, the government, managers of educational institutions, educators and learners in Indonesia are striving to achieve the goals, vision and mission through various activities to build a better quality education through the development of human resources development and improvement of curriculum and evaluation system, improvement of educational facilities, the development and procurement of teaching materials, and training for teachers and education personnel to be more advanced and developed than other countries.

Abstract A low-quality patent system threatens to slow the pace of technological progress. Concerns about low patent quality are supported by estimates from litigation studies suggesting that most US patents granted should not have been issued. We propose a new model for measuring patent quality, based on equivalent patent applications submitted to multiple offices. Our method allows us to distinguish whether low-quality patents are issued because an office implements a low standard or because it violates its own standard. The results suggest that quality in patent systems is higher than previously thought. Specifically, the percentage of granted patents that are below each office’s own standard is under 10% for all offices. The Japanese patent office has a higher percentage of granted patents below its own standard than those from Europe, the USA, Korea, and China. This result arises from the fact that Japan has a higher standard than other offices. (JEL O34, K2, L4, F42)

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

<p>This study aims to find empirical evidence about the role of accounting information system (AIS) as intervening factors that affect the quality of financial reporting information of the government. This study uses a questionnaire that primary data collected from respondents, namely employees of the accounting department of the government units, especially a partner institution in the State Treasury Office (KPPN) 2 Jakarta. Data processing is performed by the method of partial least squares (PLS). The results of this study are the accounting information system has significantly the impact on the quality of government financial reporting information. While the capacity factor of human resources, control data input and application of Government Accounting Standards (SAP) have a significant direct effect on the AIS, is larger when compared to a direct influence on the quality of financial reporting information. Other factors, organizational commitment and internal control system has a significant influence either directly or indirectly on the quality of financial reporting information. The findings of the study are expected to provide input to the government the importance of improving the accounting information system, such as strengthening the capacity of human resources and accounting applications in realizing quality financial information.</p>

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

<p><em>In 2018, the quality of Indonesian human resources was ranked 87 out of 157 countries. The good growth of Indonesian human resources, of course, starts from the womb or prenatal period, under five years of age, children, adolescents, to working productive ages. This study chose the topic of stunting, because of the urgency to improve the competitiveness of Indonesian human resources in the regional and international realms. Superior human resources are certainly formed from a long process since childhood. This paper aims to apply the concept of sustainable development goals (SDGs) as a framework adopted by the Government of Indonesia in reducing the prevalence of stunting cases and to provide the latest holistic analysis regarding the implementation of SDGs policies by the Government of Indonesia in reducing the prevalence of stunting cases. This study used qualitative research methods. The result of this research is that collaboration between state and non-state actors is needed to handle stunting cases in Indonesia. Starting from the synergy between ministries / institutions and collaboration with academics, public health scholars, companies, and foreign parties. These results are important as recommendations for each stakeholder in implementing the SDGs concept to reduce the prevalence of stunting cases in Indonesia.</em></p>

Abstrak. Marriage statistics in Indonesia annually reach an average of 2 million couples. That is a fantastic number and very influential on the possibility of social changes in society. The quality of a marriage is largely determined by the two prospective marriage partners in welcoming household life. The rise of divorce cases can be caused by poor household quality, such as the lack of knowledge, understanding and skills. On this basis, this regulation was made by the government to improve the understanding and skills of prospective brides and adolescents of marriage age in order to minimize divorce.The purpose of this study was: to find out the regulations of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for Organizing a Premarital Course, to find out the implementation of a premarital course in KUA of Kecamatan Lembang, and to find out the implementation of the Regulation of the Director General of Islamic Community Guidance Number: DJ : II / 542 of 2013 concerning Guidelines for the Implementation of Premarital Courses in KUA Kecamatan Lembang. The research methods used interviews and literature study.The results of this study was: the implementation of the regulation of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for the Implementation of Premarital Courses by BP4 KUA Kecamatan Lembang was not optimal due to there were so many requirements from various parties, both from the regulation itself, various participant conditions, costs inadequate, lack of human resources, and lack of socialization to the community. Thus. Premarital course became less effective to make sakinah family.Keywords : premarital course, sakinah family, DIRJEN BIMAS Islam Regulation Abstrak. Data statistik perkawinan di Indonesia pertahun rata-rata mencapai 2 juta pasang. Kualitas sebuah perkawinaan sangat ditentukan kedua calon pasangan nikah dalam menyongsong kehidupan rumah tangga. Maraknya kasus perceraian dapat disebabkan kualitas rumah tangga yang buruk yaitu kurangnya pengetahuan, pemahaman dan keterampilan. Atas dasar itulah peraturan ini dibuat oleh pemerintah untuk meningkatkan pemahaman dan keterampilan para calon pengantin dan remaja usia nikah agar meminimalisir peceraian. Tujuan penelitian ini yaitu: untuk mengetahui peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah, untuk mengetahui pelaksanaan kursus pra nikah di KUA Kecamatan Lembang, dan untuk mengetahui implementasi Peraturan Direktur Jenderal Bimbingan Masyarakat Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah di KUA Kecamatan Lembang. Adapun metode penelitian yang digunakan adalah wawancara dan studi pustaka.Hasil dari penelitian ini yaitu: pengimplementasian peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah oleh BP4 KUA Kecamatan Lembang belum optimal dikarenakan banyak hambatan dari berbagai pihak baik dari peraturan itu sendiri, kondisi peserta yang beragam, biaya yang kurang memadai, kurangnya SDM, dan kurangnya sosialisasi kepada masyarakat. Dengan demikian pembinaan keluarga sakinah dalam hal ini kursus pra nikah menjadi kurang efektif.Kata kunci : Kursus Pra Nikah, Keluarga Sakinah, Peraturan Dirjen Bimas Islam

There has been an increased interest in human resources problems and in new forms of organizations. The concept of Trust can be combined to satisfy the needs of people seeking better quality-of-life. This analyzes the problems of human resources management features of franchising chain business management. The franchising chains involve two aspects: the relation based in trust and a group that develops an innovation idea. It contributes to economic growth, as a pillar to support other complementary activities with a low cost. This system contributes to employment growth and regional wealth, contributes to new ideas helps create new services with high value, promotes establishment of international cooperation networks, and yields a number of additional benefits.

We show that examiner-driven variation in patent rights leads to quantitatively large impacts on several patent outcomes, including patent value, citations, and litigation. Notably, Patent Assertion Entities (PAEs) overwhelmingly purchase patents granted by “lenient” examiners. These examiners issue patents that are more likely to be litigated by both PAEs and conventional companies, and that also have higher invalidity rates. PAEs leverage a specific friction in the patent system that stems from lenient examiners and affects litigation more broadly. These patterns indicate that there is much at stake during patent examination, contradicting the influential “rational ignorance” view of the patent office. (JEL K11, K41, O31, O34, O38)
