For decades, sustainability and, especially, long-term financial sustainability and transformation, primarily through structural and other modes of reform, have constituted major concerns and problems for the ‘grass roots’ Australian government. Usually the catalyst for change in these areas has emanated from state and territory jurisdictions which have imposed reforms, often with little regard for local councils or the communities they serve. Since August 2011, in New South Wales, a structured process of dialogue and consultation has been ongoing in the local government sector with the objective of implementing beneficial reform. The paper briefly explains this transformation initiative and particularly the NSW Government Fit for the Future (F4F) process and the current 35 council merger proposals. The process is considered from the perspective of a long-term local government practitioner, elected representative, Mayor, and former member of the NSW Local Government Acts Taskforce (LGAT).

Population expansion in many New South Wales (NSW) local government areas (LGA) has resulted in an increase in demand for local infrastructure and services that has far outstripped sources of local government revenue. This paper looks at two important sources of local government revenue in NSW, municipal rates and Section 94 contributions, as a source of funding increased demand and maintenance of infrastructure. It examines some recent and potentially long-term trends of both these revenues within different economic climates. An analysis and comparison of data over the period from June 2006 through to June 2010 against data collected for the period ending June 1993 forms the basis of this research. The research objective is to compare changes in the relativity of these revenue types and assess their application as a source of local government revenue. Data collected from the Department of Local Government NSW is compared with the findings of an earlier study, conducted by Barnes and Dollery (1996), in determining their relativity. The provision and maintenance of infrastructure by local government is essential for growth in the economy and is a valuable asset to be used by the community. Two types of funding for this infrastructure, among others, is sourced from municipal rates and developer charges levied under Section 94 contributions either by the developer providing the infrastructure, or a contribution towards its funding (Barnes and Dollery 1996).

This paper investigates the emergence of community strategic planning in the New South Wales (NSW) local government sector, against the backdrop of a series of broad influences ranging from increased interest in participatory democracy through to sustainable infrastructure provision. It provides an understanding of how community strategic planning has evolved over the past few decades to embody these influences. The paper concludes with reflections on some common challenges and opportunities experienced by local councils in NSW that have undertaken voluntary community strategic planning or are in the process of developing community strategic plans. Given underlying similarities in the emergence of participatory long-term strategic planning in local government around the world, many of the experiences associated with the preparation of community strategic plans in the NSW context are likely to be of relevance to those undertaking similar processes in other jurisdictions.

Recent erosion in arid regions of western NSW has exposed large areas that are scattered with stone artefacts manufactured by Aboriginal people in prehistory. These exposures offer an opportunity for archaeologists to study the artefacts abandoned by Aboriginal people through time and to compare those artefacts that accumulate in different parts of the landscape. To reconstruct the nature of prehistoric behaviour in the rangelands, two approaches are needed. First, the geomorphological context of the artefacts needs to be considered since exposure of the artefacts is a function of landscape history. Second, large areas (measured in thousands of square metres) and large numbers of artefacts need to be considered if patterns reflecting long-term abandonment behaviour by Aboriginal people are to be identified. This paper reports on the Western New South Wales Archaeological Program (WNSWAP) which was initiated in 1995 to study surface archaeology in the rangelands. Geomorphological studies are combined with artefact analysis using geographic information system software to investigate Aboriginal stone artefact scatters and associated features such as heat retainer hearths, in a landscape context. Results suggest that apparently random scatters of stone artefacts are in fact patterned in ways which inform on prehistoric Aboriginal settlement of the rangelands. PurposeThe paper addresses the question of whether Crown land managed by local authorities in the New South Wales (NSW) local government system should be recognised as assets on municipal balance sheets.Design/methodology/approachThe paper provides a synoptic review of the literature on accounting for public goods assets followed by a critical analysis of the official requirements of the NSW government on the recognition of Crown land.FindingsThe NSW government holds that Crown land managed by local councils should be recognised as an asset on council books. However, following an assessment of the problem through the analytical prism of financial accounting, it is argued that councils do not possess control over Crown land and that such land should thus not be recognised by councils.Research limitations/implicationsThe paper covers the legal and accounting framework applicable to NSW local government. However, it has broader implications for other local government systems with similar institutional and legislative foundations, such as other Australian states, New Zealand and South Africa, and these implications are highlighted in the paper.Practical implicationsIt is argued that NSW government policymakers should re-consider the requirement for Crown land to be recognised on councils' books. Local authorities would then be able to save money and time on external auditing, management of land asset registers and the mandatory valuation of land.Originality/valueAlthough Crown land shares some of the characteristics of other public good assets, unique accounting challenges arise due to the existence of a market in which such land could be traded not by councils, but by its legal owner (the Crown). In financial accounting, legal ownership is not considered as the main criterion over assets. However, the authors argue that for Crown land vested with councils, it becomes a critical factor in decision making.

The criminal mobility of outlaw motorcycle gang (OMCG) members presents a significant challenge to Australian governments and police. Examining patterns of mobility can help to better understand the opportunity structures that underpin offending by OMCGs and to drive national collaborative responses to these gangs. This study examines the prevalence and patterns of criminal mobility in a sample of almost 4,000 OMCG members in more than 400 chapters. Around one in 10 members showed evidence of criminal mobility over the long term, while more than one-third of chapters comprised criminally mobile members. Criminally mobile gang members were heavily concentrated in a small number of chapters. Patterns of criminal mobility primarily involve movements into east coast jurisdictions. New South Wales and Queensland emerged as the most common destinations for criminally mobile OMCG members.

This chapter highlights the long-term influence of Scottish military traditions and identity in Australia, dating back to the arrival of a battalion of the 73rd Highland Regiment in New South Wales in 1810. From the 1860s, several home-grown ‘Scottish’ volunteer militia units were established in the Australian colonies. This coincided with a peak period of Scottish emigration to Australia with some 265,000 settling between 1850 and 1914. With the outbreak of the First World War, Australia quickly raised a contingent to assist the Empire. Several Scottish-Australian militia regiments sought incorporation into the Australian Imperial Force (AIF) but with limited success. This chapter highlights how the existence of Scottish military identities conflicted with the desire of the AIF that its identity be entirely Australian as means of forging the identity of the new Commonwealth of Australia. At the same time, a small number of AIF units managed to maintain some small degree of Scottish flavour about them. Those such as the 4th, 5th and 56th Battalions which had many join en- masse from the pre-war ‘Scottish’ militia regiments, provide examples of how this identity survived and was influenced by some key officers and NCOs of Scots heritage.

Warriewood is on Sydney's northern beaches, between Mona Vale and North Narrabeen, in the Pittwater local government area.This was once a 'wet' part of the coast. Lagoons and swamps were typical of the northern beaches and east coast of New South Wales. Narrabeen Creek flows through the middle of Warriewood, and Mullet Creek marks its southern boundary. Early nineteenth-century maps mark most of the land between the south-east corner of Pittwater across to Mona Vale Beach and south, including Warriewood Valley, as swamp. The local Guringai Aboriginal people would have found these swamps rich in food supplies – fish, birds, plants and naturally fresh water.
