This introductory chapter captures in brief the strained relations between the United States and the Soviet Union in the years following World War II. In particular it looks at the Olympic Games, indicating that, for U.S. officials, the war would also largely be fought in the trenches of public opinion. And in order to win what has so frequently been called a “battle for hearts and minds,” U.S. policymakers increasingly deployed techniques of persuasion that they referred to as propaganda or psychological warfare, which manifested in the way the U.S. employed culture against the Soviet Union—among them, sports. The chapter goes on to emphasize the significance of sports and the Olympics in understanding a facet of these Cold War relations, and lays out further contextual details as well as the thematic groundwork for the rest of this volume.

This article discusses the abortive U.S. government effort to organize Soviet émigrés after World War II. After years of a lack of interest on the part of both the United States and the Soviet Union, Soviet émigrés and émigré politics came to the fore with the onset of the Cold War. The U.S. government sought to use émigrés in political and psychological warfare against the Soviet bloc. The many studies that have looked at Cold War-era psychological warfare have largely ignored U.S. plans to enlist Soviet émigrés on the West's behalf. Attempts to create a political forum for anti-Bolshevik Soviet émigrés were broader than have been understood thus far, revealing important information about the postwar emigration from the Soviet Union, the émigrés' role in the Cold War in general, and the development of U.S. Cold War strategies in relation to the émigrés.

In 1946, the entertainer and activist Paul Robeson pondered America's intentions in Iran. In what was to become one of the first major crises of the Cold War, Iran was fighting a Soviet aggressor that did not want to leave. Robeson posed the question, “Is our State Department concerned with protecting the rights of Iran and the welfare of the Iranian people, or is it concerned with protecting Anglo-American oil in that country and the Middle East in general?” This was a loaded question. The US was pressuring the Soviet Union to withdraw its troops after its occupation of the country during World War II. Robeson wondered why America cared so much about Soviet forces in Iranian territory, when it made no mention of Anglo-American troops “in countries far removed from the United States or Great Britain.” An editorial writer for a Black journal in St. Louis posed a different variant of the question: Why did the American secretary of state, James F. Byrnes, concern himself with elections in Iran, Arabia or Azerbaijan and yet not “interfere in his home state, South Carolina, which has not had a free election since Reconstruction?”

This chapter traces the deterioration of Soviet-American relations at the end of World War II and into the beginning of the cold war. While the United States and the Soviet Union found common cause during World War II in defeating Hitler’s Germany, their relationship began to deteriorate as the eventual defeat of Germany became more certain. The chapter emphasizes that it was growing beliefs about malign Soviet intentions, rather than changes in Soviet capabilities, that fuelled the origins of the cold war. In particular, the chapter details crises in Iran, Turkey, and Germany that contributed to U.S. beliefs about long-term Soviet intentions. As uncertainty evaporated, the enmity of the cold war took hold.

The Second World War continues to be an attractive subject for scholars and even more so for those writing for a general readership. One of the more traditional areas of focus has been the ‘Big Three’ – the alliance of the United States with Britain and the Soviet Union. Public interest in the three leaders – Churchill, Roosevelt and Stalin – remains high, and their decisions continue to resonate in the post-Cold War era, as demonstrated by continued (and often ahistorical) references to the decisions made at the Yalta Conference. Consequently, while other aspects of Second World War historiography have pushed into new avenues of exploration, that which has looked at the Grand Alliance has followed fairly conventional lines – the new Soviet bloc materials have been trawled to answer old questions and using the frames of reference that developed during the Cold War. This has left much to be said about the nature of the relationship of the United States with its great allies and the dynamics and processes of that alliance, and overlooked full and rounded analysis of the role of that alliance as the instrument of Axis defeat.

Much has been written about how the United States and the Soviet Union have managed crises since World War II, avoiding dangerous escalation and war; little on how the two superpowers have avoided confrontations. In part scholarly neglect of the question of crisis avoidance reflects the acute suspicion and hostility of the cold war. When U.S.-Soviet rivalry was perceived as a struggle between incompatible ideologies and ways of life, it was unthinkable that the superpowers might have any common interests, much less that they could collaborate, even tacitly, to control the conflict in their relationship.

This article examines the theoretical framework of the cold war as the basis for comprehending the genesis of the Cold War. This author gave emphasizes to events which clearly elaborate the end of the war known as the superpowers struggle from 1945-1991 by focusing on factors which have speed up the collapse of the Cold War resulting into the new World Order. In this paper, the author argued that, the Cold War and World War II are inseparable because conflict among the Allies surfaced at the end of the World War II. This paper set out how World War II shaped the beginning of the Cold War through engaging with the major schools of thoughts that are considered as the cause of Cold War. Therefore, the blame for the escalation of the Cold war should be attributed to both the United States and the Soviet Union as both of them were serving their national interest. This article provides an in-depth examination of the U.S. government's role in the case of Raoul Wallenberg, the courageous Swedish envoy who died mysteriously in the Soviet Union after being arrested by Soviet occupation forces at the end of World War II for unknown reasons. The article recounts how U.S. officials, particularly the diplomat Herschel V. Johnson, tried to alleviate the plight of Hungarian Jews after German forces occupied Hungary in 1944. A key part of this policy was their effort to work with Sweden in enlisting Wallenberg's help. The U.S.-Swedish relationship was never particularly close, and the mistrust that officials in each country felt toward the other side impeded any coordinated action. The article discusses the bureaucratic impediments on the U.S. side and highlights some of the obstacles that Johnson strove to overcome. The article builds on the report produced by the Eliasson Commission documenting the Swedish government's handling of the Wallenberg case. Although the Swedish authorities bore by far the greatest amount of blame for doing nothing in the face of Soviet stonewalling, Matz argues that U.S. officials also made significant misjudgments that may have exacerbated the situation.

The single organizing fact of the Cold War was “the bomb.” In our present age of unipolarity, globalization, and the clash of civilizations, it is useful to remember that our current complexities exist only because the previous age of stark simplicity has passed into history. The decades from the end of World War II until the fall of Communism were years shaped by a nuclear standoff. The threat of nuclear conflict between the United States and the Soviet Union framed the politics and culture of the age. This framing was especially apparent in the 1950s and 1960s, before arms-control agreements lent an air of manageability to nuclear politics.

This introductory chapter provides an overview of post-World War II relations among the four Western powers: the United States, United Kingdom, Australia, and New Zealand. In contrast to the broad strategic cooperation that emerged in Europe after World War II, no formal alliances between Western powers existed throughout the Asia-Pacific until the 1950s. Even when established, these security agreements remained limited in terms of military planning and scope of membership, despite the rising threat posed by the Soviet Union and the People's Republic of China. To be sure, the Western powers that exerted most influence on security pacts in the region continued to enjoy close relations in many quarters and each held serious concerns about the Communist threat. All four states shared the ties of ancestry, language, and democratic institutions and maintained close economic and security relationships around the world. Yet, however close these four powers might have been to one another, they remained separate, sovereign states with their own interests. Although the pressures created by the Cold War could unite Western powers on an ad hoc basis, long-term strategic cooperation in the Asia-Pacific remained curiously limited. Thus, the purpose of this book is to examine why strategic cooperation among these four powers was so challenging in the Asia-Pacific during the early Cold War.

Since the end of World War II, the United States has aimed at deterring aggression against this country or its allies by a judicious combination of longlange nuclear striking forces and other forces armed with both nuclear and conventional weapons. (The verb "to deter" is defined as "to inhibit" or, in a more absolute usage, as "to prevent." One of the ambiguities of the concept of deterrence is that no one, including ourselves, is clear as to which usage is meant, much less which may prevail.) Of late years, as the Soviet Union achieved and developed a nuclear capability, deterrence has increasingly rested on the ability of the United States to launch a devastating retaliatory blow against anyone attacking the U.S. or, by extension, our allies.
