Subject. China's industrial sectors are important vehicles that made China the global leader of GDP and economic growth. However, China managed to reach such results sacrificing its environment. The study discusses the coordination of actions spurring the economic growth and environmental protection in order to avoid such sacrifices for the sake of the national economic development. Objectives. We examine the mechanism of bilateral effects on the economic growth of China's industries and environmental protection to provide the empirical framework for the reasonable natural protection policy and environmental regulations. Methods. Theoretical projections stem from the analysis of economic literature and empirical research on resources, environment and sustainable economic development in the existing theories of economic growth. Results. Having analyzed how the environmental pollution and the industrial economic growth of China correlated, we found that a set of various environmental pollution indicators strongly differed from the empirical findings of the study. Therefore, it is still not found how the economic growth of China influenced the environmental pollution. Conclusions and Relevance. The improvement of the environmental quality is not an unavoidable endogenous result of the economic growth. If the Chinese industrial sectors continues growing extensively, the environment will grow even more polluted. It is necessary to determine a reasonable environmental protection policy to combine it with economic growth, and tighten the environmental regulations.

Rural urbanization is a process of population agglomeration catalyzed by industrialization. At present, China’s urbanization process is accelerating against the backdrop of rapid social development. However, in some areas, economic development is emphasized, while the protection of the ecological environment is neglected, leading to the increasingly obvious contradiction between urbanization and rural ecological environment and is not conducive to economic development. In this paper, the development trend of China’s rural urbanization, the current situation of environmental pollution, and the progress of important environmental treatment projects are analyzed. Accordingly, the main problems in rural environmental protection and the impact of urbanization are explored. The problems led by industrial and domestic pollutants have been amplified by urbanization, while the improved connection between urban and rural areas will benefit the improvement of environmental infrastructure in rural areas. The government-led projects of rural water improvement, sanitary toilet penetration, methane gas production, and solar water heater have made great progress during the past two decades. Based on these understandings, we put forward feasible countermeasures to implement rural ecological environment protection during the process of urbanization to promote the benign development of rural urbanization. Our results will be helpful in providing some useful references for environmental protection in rural areas and promoting the coordinated development of the economy and environment during the process of urbanization in China.

Purpose This paper aims to explore the relationship between environmental regulation, technological innovation and manufacturing quality competitiveness to provide some references for emission reduction activities and improvements in manufacturing quality competitiveness to achieve environmental protection targets and economic development as part of a win–win situation. Design/methodology/approach Based on the structure-behavior-performance paradigm and Grabowski’s research, a new empirical model was provided. The software, EViews 6.0, was used for econometric analysis. Regression analysis was adopted to explore the three indicators’ relationships. Findings First, environmental regulation can promote technological innovation effectively. Second, compared with wasted gas and wasted solids, investment in wasted water control promotes Chinese technological innovation most. Third, the impact of research and development investment, induced by environmental regulation, on manufacturing quality competitiveness is greater than that induced by non-environmental regulation. Fourth, the impact of lagged two-phase environmental regulation on manufacturing quality competitiveness is similar to that of lagged one-phase regulation. Practical implications The issue that Chinese manufacturing is facing is how to manage the trade-off between pollution control investment and improved quality competitiveness. This study enables managers to understand how to better implement environmental regulation initiatives while achieving environmental protection and quality competitiveness as part of a win–win situation. Originality/value This paper analyzes the relationships between environmental regulation, technological innovation and manufacturing quality competitiveness for the first time and provides the basic argument for integrating Chinese environmental regulation with quality competitiveness to reveal the uniqueness of the circumstances determining China’s economic development.

Problem setting. It is important to assess the compliance of the results of the decentralization reform in Ukraine with the population expectations regarding the changes caused by the reform, in particular, the formation of amalgamated territorial communities (ATCs). Attention should be paid to identifying social and economic problems that require further measures to solve them.Recent research and publications analysis. Administrative reforms are continuous in each country and provide for identifying shortcomings and upgrading public administration. Ukrainian scientists proposed a method for assessing the impact of administrative and financial decentralization mechanisms on the social and economic development of regions, districts, cities, and territorial communities. Experts and scientists analyzed the implementation of projects in decentralization, compared Ukrainian and foreign decentralization models.Highlighting previously unsettled parts of the general problem. An important task in terms of the future social and economic development of Ukraine is identifying problems that are still unresolved or are due to the process of decentralization of power in Ukraine. The article is to reveal such problems based on the assessment analysis of this process.Paper main body. Decentralization of power is considered one of the most successful reforms in Ukraine implemented after 2014. The success was based on the clarity of intentions announced by the authorities, the interest of communities in obtaining greater resources and powers, as well as their ability to implement their local development initiatives. A network of Administrative Service Centers (ASCs) has been developed in Ukraine, which can be considered an important achievement of the administrative reform. However, 46–63% of respondents noted a deterioration in the following areas: combating corruption in government; care for vulnerable groups (pensioners, disabled persons); medical care; providing jobs, and combating unemployment. The problems of newly created ATCs included: lack of qualified personnel; strengthening political monopolies that control resources in communities; phenomena when some ATC leaders felt permissive in their new status. Although the number of full-time employees in ATC self-government bodies has generally decreased compared to the total number of employees in the bodies of non-integrated settlements, “inflating” of the salaries of officials takes place. The survey in 2020 reflected the people’s opinion that decentralization of power has led to a deterioration in environmental protection management. The analysis showed that the opinions of respondents on the priority of environmental protection tasks differ significantly depending on their level of education. In particular, when people were asked about the powers that should be primarily exercised by local governments, the distribution of answers on “Environmental Protection” was as follows among the educational social groups: incomplete secondary and lower – 9,9%, full secondary – 19,8%, secondary vocational – 18,4%, and higher – 26,7%. This might be influenced by the amount of environmental knowledge gained. The coronavirus pandemic has apparently led to the creation of conditions for improving the health situation which, according to the new local governments, is one of their key priorities. Conclusions of the research and prospects for further studies. Based on the research results by reputable organizations, the following general social and economic problems have been identified that need to be solved: corruption in government; social vulnerability of pensioners and disabled persons; insufficiently effective medical care; unemployment; armed conflict in eastern Ukraine; and improper environmental management. Problems of some newly created ATCs included: lack of qualified personnel; “inflating” the salaries of officials; strengthening political monopolies that control resources in communities; a sense of permissiveness of “local princes”; lack of a clear list of measures in case of epidemics, natural or man-made disasters; and lack of projects designed to stimulate long-term community development.

The carrying capacity of China’s resources and environment has reached a limit. The economic development of different regions has been forced to abandon the original economic development mode manifesting high pollution, high energy consumption, and high emission and to step forward to the new economic development model promoting low energy consumption, low emission, and low pollution. Environmental issues are typical manifestations of market mechanism failure. Government investment in environmental protection, which effectively improves environmental quality, is necessary to achieve sustainable economic development. An index system of the influencing factors that affect regional environmental pollutant emissions was established first in this study to measure accurately the relationship between environmental protection investment in different provinces in China and regional environmental pollution. System GMM (Generalized Method of Moment) method was used to analyze the impact of environmental protection investment on pollutant emissions in 30 provinces in China from 2007 to 2016. Results show that the system GMM method can effectively solve variable endogeneity. Environmental protection investment of explanatory variables has a significant negative effect on pollutant emissions. Among the control variables, per capita GDP (Gross Domestic Product), industrial structure, resident consumption level, and technology market turnover have a significant inhibitory effect on pollutant emissions. Among the control variables, investment in fixed assets and import and export trade is vital in promoting pollutant emission growth. Conclusions provide a reference for improving the governance level of environmental protection investment in China’s provinces, controlling environmental pollution and ecological damage, and realizing a green economic development method.

AbstractResources and the environment have always been the two important natural factors that affect people’s lives. In recent years, the problem of resources and the environment has increasingly become an important issue that people are concerned about. This study discusses the use and consumption of energy and the impact of environmental pollution on economic development under sustainable economic development. This paper takes Panzhihua as an example to analyze the impact of energy and environment on the economy, and proposes solutions to improve economic development, which is of strategic significance for the future development of Panzhihua City. In this paper, the system dynamics method is used to decompose the Panzhihua large-scale system into three parts and carry out modeling and simulation to explore the connection between them. Based on the data from 2007 to 2015 in Panzhihua City, simulations have been carried out to obtain qualitative and quantitative analysis of certain simulation curves of the energy-environment-economy 3E system (hereinafter referred to as 3E system) from 2007 to 2030 to ascertain the future development pattern of Panzhihua City. The results show that when the 3E system is a coordinated development model, economic development and environmental protection have a good development trend at the same time, which is applicable to the future development of Panzhihua City. This model has good reference suggestions and application prospects for urban development. We want to give Panzhihua City the following suggestions: (1) Continue to focus on the secondary industry and increase competitiveness. (2) Increase the investment funds in environmental protection and achieve sustainable economic development.

We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.

Existing studies of the impact of economic development on political trust in China have two major gaps: they fail to explain how economic development contributes to the hierarchical trust pattern, and they do not pay enough attention to the underlying mechanisms. In light of cultural theory and political control theory, we propose adapting performance theory into a theory of “asymmetrical attribution of performance” to better illuminate the case of China. This adapted theory leads to dual pathway theses: expectation fulfillment and local blaming. Using a multilevel mediation model, we show that expectation fulfillment mainly upholds trust in the central government, whereas local blaming undermines trust in local governments. We also uncover a rural–urban distinction in the dual pathway, revealing that both theses are more salient among rural Chinese.
