Infrastructure construction projects are complex with a very long life-cycle, a complex organizational plan, a complex resource management, technical complexities, contractual complexities and macro-environmental factors. The complexity of an infrastructure project leads to the existence of interdependent risks, which are hard to anticipate and control. As the investment is major for these types of projects, the risks and opportunities are critical to the project success or failure, the risk factors need to be identified and analyzed before any decision-making process. While upfront planning is important, not all events and scenarios can be foreseen as the project can take several years to complete and may involve many companies and stakeholders. In this planning stage of the project, a robust risk analysis method is indispensable for identifying and analyzing the major risk and opportunity factors. In this paper, a formalized multi-criteria decision-making process is developed based on a strategic risk analysis in a complex environment: (1) in a very early stage and at a strategic level, (2) before the contracting phase in order to develop a risk allocation plan and negotiate it with the project owner.

A complex or unstructured problem is based on multi criteria not on a single criterion. A contractor selection problem is a multi-criteria problem. A correct decision-making is required for selecting the appropriate contractor for a construction project. Selection of a contractor is a key decision made by clients and the process of selection a contractor has become an important issue in construction projects. Many multi-criteria techniques have been proposed and applied to such problems solution. This paper aims to propose integrated model for MCDM. The integrated model contains two stages. First stage integrates two MCDM methods are AHP and ANN to prepare a shortlist of the best alternatives. Second stage apply statistical model COP to choose the optimum alternative from the best alternatives in a shortlist. Proposed model for tendering system provides automated a decision-making process that reduces the time and manpower requirements for processing tender

The European Union’s foreign and security policy is commonly described as an intergovernmental affair. Despite limited formal powers, several studies suggest that the European Parliament has increased its influence on the Union’s foreign and security policy. This article argues that, to gauge the significance of parliamentary participation, it is necessary to look beyond the notion of formal parliamentary rights and to take into account informal influence. The analysis shows how informal avenues of influence are crucial at certain stages of the decision-making process, and points to factors that constrain and enable parliamentary impact. Furthermore, it emphasises the important role that parliaments play in scrutinising security policy, which is a crucial component of democratic governance. In this particular field where there is little legislation, the establishment of solid procedures and practices for oversight and control can also be a significant indicator of parliamentary influence.

This paper presents the findings of a survey of the bidding practices of Canadian civil engineering construction contractors. The results of the survey provide insight into the most important factors that contractors consider in making four bid decisions: the decision to bid, the risk allowance, the opportunity allowance, and the markup-size decision. The survey methodology is described to illustrate its effectiveness. Common practices in assessing risks and opportunities, the competition, and markup are discussed. A major conclusion of this paper is that the decision-making process used in bidding is largely subjective and based on experienced judgement. The assessment of the competition is done on an informal basis in most cases, with little use of historical competitor data. Risk and opportunity assessment is subjective and largely based on experience. Although the markup-size decision is critical to the success of a company in achieving its objectives and realizing a profit, markup setting is usually based on experience, with little or no formal methods of analysis.Key words: bidding, markup, risk analysis, surveys, tendering.

Since construction projects are usually associated with high range of risks, risk analysis is an essential part within the decision-making processes in this industry. This study aims at finding the effect of appropriate risk analysis on enhancing the performance of the construction projects in Kuwait. Through this correlational descriptive study, a questionnaire was used to collect the main data where it was distributed on a sample of (150) engineers working in the construction projects in Kuwait. The results showed that risks analysis aspects are highly implemented in Kuwait and that the performance indices for the construction projects are high. Moreover, it was found that there is a statistically significant positive effect of risk analysis on the performance of the construction projects in Kuwait. Finally, the results showed that there were statistically significant differences in the effect of risk analysis on the performance of the construction projects attributed to the project type in favor of the private projects.

Stage II colon cancer (CC) is a heterogeneous disease with different clinical behaviour. There is a high degree of uncertainty in recommending adjuvant chemotherapy, which is usually suggested in the high-risk population on the basis of TNM, stage and key biological markers. Published data suggest that specific tumor-infiltrating lymphocytes (S-TILs) (CD3+, CD8+, CD45RO+) may represent a valuable prognostic tool to drive the decision-making process. We performed an analysis on 13 cases of stage II and III CC that relapsed, and on 15 cases that did not. We analyzed the density of CD3+, CD8+ and CD45RO+ in the surgical samples after radical surgery by IHC in the center of the tumor (CT) and in its invasive margin (IM). For each marker, we identified two grading of staining, high density (HD) or low density (LD), where the cut-off was the median value observed. This analysis was carried out stratifying patients in two cohorts: stage II (12 patients) and stage III (16 patients). Density of CD3+, CD8+ and CD45RO+ in CT did not affect DFS and OS, except for OS in stage II pts for CD3+ (P=0.012). Conversely HD of CD3+, CD8+ and CD45RO+ in IM showed significant benefit in DFS compared to LD (P=0.001, P=0.013 and P=0.001 respectively) in stage II patients and, only for CD3+, also in stage III patients (P=0.048). Similarly, we observed a significant gain in OS in pts with HD CD3+ and CD45RO+ (P=0.05 and P=0.003) but not CD8+ (P=0.25) in IM for stage II patients. S-TILs might represent a valuable prognostic tool to drive the decision-making process especially for stage II CC disease, with a more pronounced role of S-TILs in IM compared to CT. Our results will be verified in ongoing large prospective study.

Integrated project delivery (IPD), an emerging form of project organization for North American construction projects, offers a compelling case study to understand how new innovative infrastructure project delivery models can emerge and institutionalize. This article frames the early stages of IPD through the actions of an institutional entrepreneur—Sutter Health—working to construct a new arrangement for the delivery of its large healthcare projects. The resulting account uses Suchman’s (1995) multistage model of institutionalization to understand the early-stage actors, processes, conditions, and actions present for creation of an innovative delivery model within a fragmented, project-based industry context.

Several procurement approaches have evolved over the years to suit the delivery of the ever increasing complexity and size of construction projects, coupled with the increasing pressure to embrace green methodologies as part of any such approach. Many of these available approaches reflect various levels of integration that may be desired to achieve in respect of critical project aspects, including: design, construction, operation, and finance. Decisions as to the most suitable delivery approach are to be made by project owners/developers, while being often assisted by market analysts, project management professionals, and other specialty consultants. While it is established that such a decision-making process does not follow an exact science, this paper tackles the issue of where responsibility truly rests for ensuring that the preferred or adopted project procurement strategy is consciously argued for with the interests of all involved stakeholders in mind. It touches on (1) the roles of the public and development policies and regulations prevailing in the locality of the intended project as well as (2) the capabilities and readiness of concerned project participants in enforcing, or at least, promoting more environmental, social, and economic consciousness into the procurement approach decision-making process.

Along with comparing public administration affairs in traditional political, genuinely religious, patrimonial, and charismatic systems, we deal with decision-making problem, and along with mentioning decision-making methods in modern mathematics, the decision making process on the basis of personal value system will be under considerations. If the human beings’ value system moves from caring material affairs towards concerning spiritualties, the consequences of decision-making process would be improved. In establishing management and making hierarchical organization, the more the rate of discipline and ration, the organization framework would become more consolidated. The basic skeleton of an organization includes division of labor, authority, and responsibility, hierarchical relationships of different job categories in the organization, and the qualifications of relationships are of the other items that are being considered in this paper. Mutual understandings and beliefs of members of the organization in approaching organizational goals and their moral commitments to preserve organization's benefits would reduce the costs of supervision and control in organizations including visible and invisible costs, and methods for providing these conditions in Sufism are achieved via purification of the self for every single of the individuals. Meritocracy and favoritism are other discussed topics in this paper. In conclusion, fifty rules for public administration affairs are presented which have been raised by His Excellency Haj Zein ul-Abedin Shirvani, a Sufi Master of two centuries ago.
