Public transportation of passengers has very important role in the life and functioning of urban areas. Public transportation of passengers stimulates effective economic activities, improves the life standard and increases the mobility of the population. Such system is difficult for financing. The revenue that the system brings is not sufficient to compensate for the operational costs. This research presents the possible ways of financing the system of public transit. There are various experiences in financing the public transit in European cities, but this problem has been also identified in the cities all over the world. The system of public transit in the Republic of Serbia has recently started to implement activities related to the improvement in the quality of work and services, as well as rationalization of the system in all aspects of business and operation, improvement of organization and maintenance at all levels, and increase in the efficiency and reputation.

E-hailing is a service that allows users to book a journey online and provides a platform for users to interact with E-hailing companies. E-hailing service in Malaysia was launched in January 2018. Growing population and rising migration from rural to urban areas have put a strain on quality of life for Malaysia's population. The service is available in Malaysia. It has so far had success. E-hailing services have become more popular than traditional taxis for a variety of reasons. Customers are likely to seek out these providers' services as long as they pay close attention to their needs, solicit feedback often, and improve the quality of the services they give. Mobile applications developed by e-hailing businesses have had a significant influence on the taxi industry and public transportation in the last few years. Experts examined the impact of e-Hailing services on consumers, drivers and the public economy. Economics service created a lot of work prospects for drivers. Taxi industry struggling to keep up with E-Hailing system which put it under threat, as it cuts in taxi industry's profits. All e-hailing drivers must now obtain Public Service Vehicle (PSV) permits, but they complained that the regulations were too strict. Many of these driver-partners used E-hailing as a method to earn supplemental money in addition to driving. In the next several years, the way people move around in cities is anticipated to alter drastically. The conventional marketplace is being replaced by the online transaction as a method of conducting business. E-hailing in Malaysia today, as an alternative to private and public transportation, may be summed up by pointing out its increasing use.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Penggunaan teknologi saat ini dibutuhkan dalam bidang pelayanan publik. Seiring dengan bertambahnya kebutuhan masyarakat maka pemerintah sebagai penyedia layanan publik terus melakukan pembaruan terhadap perubahan pelayanan yang diberikan agar memudahkan masyarakat dalam mendapatkan layanan informasi. Salah satu penerapan e-government oleh Dinas Perhubungan Kota Surabaya adalah inovasi aplikasi TransportasiKu yang bertujuan untuk memberikan layanan informasi terkait lalu lintas dan transportasi umum yang ada di Surabaya secara terkini, praktis, lebih cepat dengan satu aplikasi yang memuat semua informasi melalui genggaman smartphone. Penelitian ini menganalisa menggunakan indikator measuring the quality of e-government from the user prespective (Kozák, 2018) dengan enam indikator yaitu ease of use, content and appearance of the information, reliability, citizen support, trust/security, support in completing forms. Penelitian ini menggunakan jenis penelitian deskriptif dengan metode kualitatif, teknik pengumpulan data wawancara, observasi, dokumentasi dan teknik analisa data yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan/verifikasi. Hasil penelitian ini menunjukkan bahwa aplikasi ini mendapat respon yang cukup baik dari masyarakat sebagai pengguna karena dapat memberikan layanan informasi yang dibutuhkan namun masih ada juga gangguan dalam penggunaannya. Indikator pertama, kemudahan penggunaan dirasa para pengguna sangat mudah digunakan untuk setiap saat. Indikator kedua, isi dan tampilan informasi yang dihadirkan sederhana dan lengkap. Indikator ketiga keandalan, pada aplikasi ini server yang digunakan masih kurang cukup. Indikator keempat dukungan masyarakat untuk halaman bantuan tidak tersedia hanya ada kolom komentar. Indikator kelima kepercayaan/keamanan, tidak menyertakan informasi pribadi sehingga aman. Indikator keenam dukungan dalam pengisian, formulir aplikasi ini berbasis informasi tanpa perlu pengisian formulir data para penggunanya. Along with the increasing needs of the community, the government as a public service provider continues to make updates to changes in the services provided to make it easier for the public to get information services. One of the applications of e-government by the Surabaya City Department of Transportation is the TransportationKu application innovation which aims to provide information services related to traffic and public transportation in Surabaya in an up-to-date, practical, faster way with one application that contains all information through the grip of a smartphone. This study analyzes using indicators measuring the quality of e-government from the user perspective (Kozák, 2018) with six indicators, namely ease of use, content and appearance of the information, reliability, citizen support, trust/security, support in completing forms. This research uses descriptive research with qualitative methods, interview data collection techniques, observation, documentation and data analysis techniques, namely data collection, data reduction, data presentation and conclusion / verification. The results of this study indicate that this application has received a fairly good response from the public as a user because it can provide the information services needed, but there are still disturbances in its use. The first indicator, ease of use, is felt by users to be very easy to use at any time. The second indicator, the content and display of the information presented is simple and complete. The third indicator is reliability, in this application the server used is still insufficient. The fourth indicator of community support for the help page is not available, only a comment column. The fifth indicator is trust / security, does not include personal information so it is safe. The sixth indicator of support in filling in this application form is information-based without the need to fill out user data forms. In the Republic of Serbia, on March 15 th , 2020 Government decided to declare a state of emergency due to the Covid-19 pandemic. One of the measures was a movement ban for people over 65 in urban areas and those over 70 in rural areas. This research should indicate how people over 65 in urban areas have endured this situation, especially in relation to the same population in rural areas, as well as implications of the movement ban on the quality of life of the elderly population. Special importance is given to the rural population engaged in agriculture. A tool of data collection in this research was anonymous survey. Respondents' answers were statistically processed, which led to clear conclusions about the large negative consequences for the elderly population, including the agricultural activities in rural areas. Covid-19 is still present, which opens further questions related to the quality of life of the elderly population, if necessity for similar measures recurs in the future.

The problem of nutrition is still a public health problem in Indonesia. Malnutrition has not been resolved, the prevalence of overweight and obesity has begun to increase, especially in the middle and upper socioeconomic groups in urban areas. This is particularly troubling because it threatens the quality of Human Resources (HR) is indispensable in the future (Depkes RI, 2007). Changes in diet and physical activity resulted in the increasing number of people experiencing nutritional problems, such as overweight/obesity and malnutrition. Diet as the main factor nutritional problems, basically can be overcome by regulating the intake of good nutrition for consumption. But unfortunately, not many people know the setting of a good and proper diet. The Nutrition Plan was created as an expert system in determining balanced nutrition for adults based on body mass index and daily diet using forward chaining inference. This system will recommend what foods are suitable for every adult in accordance with the needs of calories per day in the hope of prevalence rates for the Indonesian people suffering from malnutrition and overweight can be reduced significantly. In addition to facilitating the public, especially normal adults to know the nutritional information in order to achieve a healthy lifestyle.

Basic scientific research generates knowledge that has intrinsic value which is independent of future applications. Basic research may also lead to practical benefits, such as a new drug or diagnostic method.  Building on our previous study of basic biomedical and biological researchers at Harvard, we present findings from a new survey of similar scientists from three countries.  This survey asked about the scientists’ motivations, goals and perspectives along with their attitudes concerning  policies designed to increase both the practical (i.e. public health) benefits of basic research as well as their own personal satisfaction. Close to 900 basic investigators responded to the survey; results corroborate the main findings from the previous survey of Harvard scientists.  In addition, we find that most bioscientists disfavor present policies that require a discussion of the public health potential of their proposals in grants but generally favor softer policies aimed at increasing the quality of work and the potential practical benefits of basic research. In particular, bioscientists are generally supportive of those policies entailing the organization of more meetings between scientists and the general public, the organization of more academic discussion about the role of scientists in the society, and the implementation of a “basic bibliography” for each new approved drug.

One of the main problems in urban areas is the steady growth in car ownership and traffic levels. Therefore, the challenge of sustainability is focused on a shift of the demand for mobility from cars to collective means of transport. For this purpose, buses are a key element of the public transport systems. In this respect Real Time Passenger Information (RTPI) systems help people change their travel behaviour towards more sustainable transport modes. This paper provides an assessment methodology which evaluates how RTPI systems improve the quality of bus services performance in two European cities, Madrid and Bremerhaven. In the case of Madrid, bus punctuality has increased by 3%. Regarding the travellers perception, Madrid raised its quality of service by 6% while Bremerhaven increased by 13%. On the other hand, the users´ perception of Public Transport (PT) image increased by 14%.

In recent times, there is an increase in the utilization of the ride-hail service (viz., mobile application-based shared service) by the younger generation due to tremendous changes in technology, extensive usage of smartphones, and perceived convenience during travelling. For evaluating ride-hail service further, it is necessary to understand the user perception towards the ride-hail service and public transportation system (viz., bus in this case) to efficiently plan the public transportation services. Hence, the present study analyzes user perception while making trips, using ride-hail service and public transport buses. A long stretch of 3.8 km has been selected in the Nagpur city for the study and the stretch attracts a good number of trips by ride-hailing and public transportation. To perform the analysis, a survey has been conducted in the stretch which includes an online survey (viz., based on the Google form) and an offline survey (viz., at selected bus stops on the route between university campus and shopping complex). A binary logit model has been developed to understand the user perception towards ride-hail service and to identify the significant contributing factors towards the preference of the ride-hail service over the public transport bus. From the model results, it has been noted that age, accessibility, waiting time, travel time, income, and travel cost of the trip are the most significant contributing factors that affect user decision for availing the ride-hail service. It has been concluded from the study that the inferences obtained would be useful in the direction of developing warrants for transport planners and policymakers to improve the service quality of public transport buses (viz., frequency and routes) in cities especially in the Indian context.

The increased human mobility, combined with high use of private cars, increases the load on the environment and raises issues about the quality of life. The use of private cars lends to high levels of air pollution in cities, parking problems, noise pollution, congestion, and the resulting low transfer velocity (and, thus, inefficiency in the use of public resources). Public transportation service is often incapable of effectively servicing non-urban areas, where cost-effective transportation systems cannot be set up. Based on investigations during the last years, problems related to traffic have been among those most commonly mentioned as distressing, while public transportation systems inherently are incapable of facing the different transportation needs arising in modern societies. A solution to the problem of the increased passenger and freight transportation demand could be obtained by increasing both the efficiency and the quality of public transportation systems, and by the development of systems that could provide alternative solutions in terms of flexibility and costs between the public and private ones. This is the rationale behind so-called Innovative Transport Systems (ITS) (Colorni et al., 1999), like car pooling, car sharing, dial-a-ride, park-and-ride, card car, park pricing, and road pricing, which are characterized by the exploitation of innovative organizational elements and by a large flexibility in their management (e.g., traffic restrictions and fares can vary according with the time of day).
