Mangroves are valuable socio-ecological ecosystems that provide vital goods and services to millions of people, including wood, a renewable natural capital, which is the primary source of energy and construction material for several coastal communities in developing countries. Unfortunately, mangrove loss and degradation occur at alarming rates. Regardless of the protection and close monitoring of mangrove ecosystems in Mexico during the last two decades, mangrove degradation and the loss of biodiversity is still ongoing. In some regions, unregulated and unsustainable mangrove wood harvesting are important causes of degradation. In this context, community-based mangrove forestry through Management Units for Wildlife Conservation could be a cost-effective alternative scheme to manage and conserve mangrove forests, their ecosystem services and biological diversity within and beyond protected areas while providing sustainable local livelihoods and helping reduce illegal logging. The objective of the Management Units is to promote alternative means of production with the rational and planned use of renewable resources based on Management Plans. If implemented with a multidisciplinary perspective that incorporates scientific assessments this conservation strategy may contribute to achieving national and international environmental and biodiversity agreements providing multiple social, ecological and economic benefits from local to global scales.

'Sustainable use' of wildlife resources and 'community based conservation' are two themes recurrent in contemporary statements of wildlife conservation policy, and their use is in response to a perceived 'deep conservation crisis' which has in part arisen from exclusionary and restrictive conservation practices. The extent to which the legal harvest of marine turtle eggs in Ostional, Costa Rica, is an example of sustainable use and community based conservation is evaluated in this paper. Field research using in-depth interviewing and a household questionnaire was undertaken in Ostional during 1994 and 1995, to investigate local perceptions of the egg harvesting project, both positive and negative. Socio-economic benefits from, and legal and administrative structures supporting, the project were found to be fundamental to community support for a limited egg harvest and allowed for community participation in, and control of, resource use. Participation and control were key to local support for conservation of nesting marine turtles and their eggs. Attempts to use wildlife sustainably must be considered on a case by case basis, to account for the biological nature of the wildlife resource and environment in question and for local socio-economic, political and historical conditions. Nevertheless, some of the lessons learned from the attempt to implement sustainable use and community based conservation in Ostional may be more widely generalized, and may help inform other efforts to reconcile wildlife conservation objectives with local development needs.

AbstractAichi Biodiversity Target 11 under the Convention on Biological Diversity sets out to conserve at least 17% of terrestrial area by 2020. However, few countries are on track to meet this target and it is uncertain whether developing countries have allocated sufficient resources to expand their protected areas. Biodiversity offsets could resolve this conservation shortfall if developers who affect biodiversity negatively at one locality are made responsible for its protection elsewhere. Here we simulate the use of biodiversity offsetting to expand protected area coverage in South Africa's grassland biome. South Africa's biodiversity offsets policy has been designed specifically to compensate for the residual loss of biodiversity caused by development, by establishing and managing protected areas within the same ecosystem type. We show that it is possible to meet protected area targets using only offsets, while facilitating economic development. However, doing so could slash the current extent of intact habitat by half. These losses could be reduced considerably should the gains in protected areas through offsetting supplement rather than supplant existing government commitments to protected area expansion. Moreover, supplementing existing government commitments would result in comparatively small reductions in potential economic gains, because the marginal economic benefit of transforming habitat decreases as more intact habitat is lost. Therefore, the intended role of biodiversity offsetting in achieving a country's protected area target should be made explicit to fully understand the associated trade-offs between conservation and economic development.

Several countries, including Brazil, are making compelling case for historical progress towards achieving the targets for marine protection under the Convention on Biological Diversity. However, this can be done through the establishment of large marine protected areas (MPAs) in the open ocean, a conservation strategy that might be only tangential to the core ecological goal of MPA designation, i.e. biodiversity conservation. By using two newly-designated large MPAs in Brazil as an example, we outline three ways in which they indicate poor adherence to best practices in MPA planning: placing no-take MPAs in areas with limited potential for extractive uses, neglecting the need to account for spatial dependencies among areas to maintain populations over time, and the inadequacy of the MPAs to regulate fishing of mobile pelagic species.

AbstractTwo issues of central importance to conservation are developing an improved understanding of the relative roles of state protected areas and local institutions and developing effective strategies for creating community-based incentives for conservation. We provide a case study of northern Tanzania’s Maasai Steppe to explore these issues in the context of a savannah ecosystem where wildlife is mobile and depends extensively on community lands for seasonal habitats. We compare the impacts and outcomes of four approaches to developing local incentives for wildlife conservation on community lands: protected area benefit-sharing, trophy hunting donations, village–private tourism concession contracts, and a direct payment scheme for habitat conservation. Tourism and direct payment concession areas have resulted in large areas of community land being protected for wildlife by villages as a result of the conditional and contractual nature of these ventures. By contrast, other approaches that provide economic benefits to communities but are not conditional on defined conservation actions at the local level demonstrate little impact on wildlife conservation on community lands. In spatially extensive ecosystems where protected areas cover limited areas and wildlife relies heavily on community and private lands, strategies based on maximizing the direct income of communities from wildlife are fundamental to the sustainability of such systems.

The Convention on Biological Diversity (CBD)'s strategic plan advocates the use of environmental surrogates, such as ecosystems, as a basis for planning where new protected areas should be placed. However, the efficiency and effectiveness of this ecosystem-based planning approach to adequately capture threatened species in protected area networks is unknown. We tested the application of this approach in Australia according to the nation's CBD-inspired goals for expansion of the national protected area system. We set targets for ecosystems (10% of the extent of each ecosystem) and threatened species (variable extents based on persistence requirements for each species) and then measured the total land area required and opportunity cost of meeting those targets independently, sequentially and simultaneously. We discover that an ecosystem-based approach will not ensure the adequate representation of threatened species in protected areas. Planning simultaneously for species and ecosystem targets delivered the most efficient outcomes for both sets of targets, while planning first for ecosystems and then filling the gaps to meet species targets was the most inefficient conservation strategy. Our analysis highlights the pitfalls of pursuing goals for species and ecosystems non-cooperatively and has significant implications for nations aiming to meet their CBD mandated protected area obligations.

AbstractConservation strategies to protect biodiversity and support household livelihoods face numerous challenges. Across the tropics, efforts focus on balancing trade-offs in local communities near the borders of protected areas. Devolving rights and control over certain resources to communities is increasingly considered necessary, but decades of attempts have yielded limited success and few lessons on how such interventions could be successful in improving livelihoods. We investigated a key feature of household well-being, the experience of food insecurity, in villages across Tanzania's northern wildlife tourist circuit. Using a sample of 2,499 primarily livestock-keeping households we compared food insecurity in villages participating in the country's principal community-based conservation strategy with nearby control areas. We tested whether community-based projects could offset the central costs experienced by households near strictly protected areas (i.e. frequent human–wildlife conflict and restricted access to resources). We found substantial heterogeneity in outcomes associated with the presence of community-based conservation projects across multiple project sites. Although households in project villages experienced more frequent conflict with wildlife and received few provisioned benefits, there is evidence that these households may have been buffered to some degree against negative effects of wildlife conflict. We interpret our results in light of qualitative institutional factors that may explain various project outcomes. Tanzania, like many areas of conservation importance, contains threatened biodiversity alongside areas of extreme poverty. Our analyses highlight the need to examine more precisely the complex and locally specific mechanisms by which interventions do or do not benefit wildlife and local communities.

Conservation of biological diversity is a pressing need and protected areas are the cornerstones for conserving remaining flora and fauna. However, forest dependent livelihood in countries like Bangladesh making this task very critical. In the case of the poor and forest-dependent livelihood in the Sundarbans area of Bangladesh, an eco-friendly ecotourism may provide an alternative livelihood, which mayreduce the overexploitation from the valuable Sundarbans forest ecosystems. Furthermore, this initiative may also serve to aware people on the value of this unique ecosystems. Therefore, this study discusses the scope, benefits and challenges for developing sustainable ecotourism within the protected area. It focuses on the development of a potential site for sustainable ecotourism inside the Sundarbans Reserve Forest. Developing sustainable tourism spots inside the wildlife hub has a high demand among tourists and it is also necessary for the socio-economic development of the local community, moreover, the approach of community-based ecotourism (CBEM) is a suitable strategy for conservation of protected areas

Abstract People are now impacting the natural environment at an unparalleled scale. The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) warns that up to one million species may be threatened with extinction. Protected areas (PAs) represent a key conservation strategy for addressing human environmental impacts. In 2010 the Parties to the Convention of Biological Diversity (CBD) agreed to Aichi Target 11. Although the quantitative terrestrial coverage of 17% was achieved at a global scale, there has been less progress regarding the other key aspects of the target. Many of the world's PAs remain ineffective, inequitably managed, poorly connected, and are not ecologically representative. Here, we focus on the representativeness aspect to demonstrate that transboundary coordination between countries is essential to achieve this objective. Yet, decisions regarding PAs and their placement are made unilaterally at the national level, resulting in large differences among ecosystems and species in the degree of protection at the regional and global levels. Recognizing and addressing this issue is critical for the implementation of the post-2020 global biodiversity targets—which are to be adopted during the second phase of the CDB's 15th Conference of the Parties (COP 15) in Kunming, China in May 2022. According to the first detailed draft of the post-2020 Global Biodiversity Framework (GBF), the new quantitative coverage target for PAs and other effective area-based conservation measures (OECMs) will likely be set at 30% of the planet to be achieved by 2030. For this to happen, countries will have to expand their protected land significantly; for many, it would mean more than doubling their current network of PAs and OECMs. However, should these expansions continue to occur without transboundary coordination, countries risk creating a global network of PAs that is still not ecologically representative despite its greatly expanded coverage.
