The present research paper discusses the pivotal role of Information and Communication Technology (ICT) in education which is gaining currency in the new era of globalism as the telecom revolution has hastened the pace of globalization and vice-versa; along with the catalyst role ICT-enabled education plays in promoting inclusive growth and human development for all. These smart tools of the emerging smart economy would help to promote mass literacy and also narrow inter, as well as intra-generational gaps. Most importantly, it will provide ‘second opportunities' to the generation that missed them in the first place, thus helping adult learners, particularly the employed and women; thus attempting to reduce gender inequities; particularly in South Asia and the Indian sub-continent. The case study of the famous open University, namely Indira Gandhi National Open University (IGNOU) in India is being studies as a case of sustainable development and inclusive growth as it ‘reaches the unreached' and untouched and marginalized segments of society.

Este artigo trata da Gestão da Educação a Distância pelas instituições de ensino superior, parceiras da Universidade Aberta do Brasil, descrevendo fatores estruturais e organizacionais essenciais para a gestão de qualidade. Através do estudo de caso, com desenvolvimento de pesquisa exploratória, no Polo de Apoio Presencial do Município de Resende, no Estado do Rio de Janeiro, foi possível observar que o polo é elemento-chave no sistema para que propicie ensino de qualidade; para tanto, enfatiza-se a importância do papel do gestor do polo nesse contexto. Palavras-chave: Gestão; Educação a distância; Polo de apoio presencial. The Public Management of Open University of Brazil: A Case Study in Resende Learning Support Center AbstractThis article reports how higher education institutions, partners of the Open University of Brazill, deals with Distance Education Management, by describing structural and organizational factors, essential for a quality management. Abstract The paper aims to discuss digital learning for lifelong learning at the university level in Brazil, taken as a case study. It is structured in the following way. It presents concepts of digital learning in multicultural approaches within lifelong paradigms. It then presents a cursory look at Brazilian educational policies in that area, particularly focusing on the role of the Universidade Aberta (Open University) in Brazil. Lastly, it discusses digital learning in the context of the onset of the COVID-19 pandemics in Brazil. It tries to gauge the impediments and the challenges that may jeopardise a multicultural potential in educational policies, particularly focusing on government political directives as well as responses from university associations and from a public university. It concludes, by presenting possible ways ahead for reflections and contributions in the area.

The island marble butterfly (Euchloe ausonides insulanus), thought to be extinct throughout the 20th century until re-discovered on a single remote island in Puget Sound in 1998, has become the focus of a concerted protection effort to prevent its extinction. However, efforts to “restore” island marble habitat conflict with efforts to “restore” the prairie ecosystem where it lives, because of the butterfly’s use of a non-native “weedy” host plant. Through a case study of the island marble project, we examine the practice of ecological restoration as the enactment of particular norms that define which species are understood to belong in the place being restored. We contextualize this case study within ongoing debates over the value of “native” species, indicative of deep-seated uncertainties and anxieties about the role of human intervention to alter or manage landscapes and ecosystems, in the time commonly described as the “Anthropocene.” We interpret the question of “what plants and animals belong in a particular place?” as not a question of scientific truth, but a value-laden construct of environmental management in practice, and we argue for deeper reflexivity on the part of environmental scientists and managers about the social values that inform ecological restoration.
