The nonparametric assessment of police efficiency and effectiveness is challenging due to the stochastic nature of criminal behavior and the subjective dependence on multiple decision criteria, leading to different prospects depending on the regulation, necessity, or organizational objective. There is a trade-off between sustainable efficiency and effectiveness in many police performance assessments, because many departments can be crime-specialized or cannot reproduce good results effectively on more severe or complex occurrences. This study aims to provide a non-compensatory ranking classification combining Conditional Frontier Analysis with the PROMETHEE II methodology for the multidimensional efficiency and effectiveness analysis of police. The results on Pernambuco (Brazil) Police departments offer interesting perspectives for public administrations concerning prioritizations of units based on the mitigation of resources and strategic objectives.

Nonparametric assessments of police technical and scale efficiency is challenging because of the stochastic nature of criminal behavior and because of the subjective dependence on multiple decision criteria, which can lead to a more or less efficiency prospect depending on the regulation, necessity, or organizational objective. There is a trade-off between efficiency and effectiveness in many police performance assessments, i.e., efficient departments (producing more clear-ups with a given resource) are crime-specialized or cannot reproduce those good results effectively on more severe or complex occurrences. This study proposes a combined methodology for carrying out efficiency and effectiveness analysis of Police departments. A conditional non-parametric approach, which allows to include crime as an external factor in the analysis, is combined with a non-compensatory ranking based on the PROMETHEE II methodology for the approach illustrated on the multidimensional efficiency and effectiveness comparison of 145 Pernambuco (Brazil)'s police departments. The application results offer compelling perspectives for public administrations concerning the strategic prioritization of units for rewards or interventions.

Parking retribution is one main source for Regional Original Revenue (PAD). The employment of regional autonomy in Indonesia makes parking retribution as one source of regional revenues. This research was done in Transportation Institution Office (DISHUB) Manado City and Parking Technical Executing Units (UPT) that responsible in handling parking retribution management. This research aims to analyze the development of parking retribution revenues, to forecast the realization of parking retribution effectiveness from 2016 until 2020, and to give insight for improving the parking retribution effectiveness in the future. The used analysis method is descriptive analysis method. Based on this research results, it is shown that UPT DISHUB Kota Manado have met the realization target of parking retribution revenues by Regional Government Manado, excellently and effectively. After the effectiveness analysis has been done, it can be concluded that the realization of parking retribution revenues is still increasing, starting from 61.20% at 2008, until reaching 111.46 at 2012. Based on the forecasting of parking retribution revenues amount from 2016 until 20120, it is simplified that the realization of parking retribution is always increasing, between 2012-2016, it has increased up to 385.83% until reach 361.04% at 2020. Based on those forecasting, for improving the effectiveness of this revenues, it is suggested to parking UPT for conducting enhancement, start from fee policy evaluation, HR efficiency and effectiveness to routine monitoring in TKP, and Natural Resources improvement or using computerized system to minimize indiscipline.

Purpose – The purpose of this paper is to examine whether the distribution of police response time to in-progress burglaries differ according to the level of social disorganization across different neighborhoods. Design/methodology/approach – Using 2006 calls for service data collected from the Dallas and Houston Police Departments and from the 2000 US Bureau of Census statistics, the effects of social disorganization on police performance were examined through multilevel analysis of the distribution of police response time patterns across different neighborhoods in Dallas and Houston. Findings – The analysis of the DPD and HPD in-progress calls produced somewhat consistent findings on the relationship between the level of social disorganization and police response time. Concentrated disadvantage, immigrant concentration, and residential stability are important predictors of the distribution of police response time patterns in Dallas and Houston. Practical implications – Neighborhood social disorganization is related to the distribution of agency response time patterns. Detailed response time analysis is crucial for agencies to improve police performance and the community-police relationship. Originality/value – In the policing literature, researchers have tended to neglect rapid response when examining many aspects of policing. The present study expands on existing research by examining the theoretical link between the level of neighborhood social disorganization with the distribution of rapid police response to in-progress burglary in two cities.

The need for an improved management of resources - which are decreasing at the moment - has progressed towards a more complex and structured system of measurements of the performances aimed at both improving budgetary analysis and communication, computer system and financial reporting, and activating new tools for the measurement of efficiency and effectiveness. In particular, these ones are the results of a participation in external work-groups. Next step is planned in the Performance Programme 2011-2013. The Programme establishes a connection between the already developed elements of the systems and strategic objectives, performance-assessment processes and incentive-provision ones, by ruling the switchover to economic property accounting and paying special attention to qualitative aspects.

The article reviews the available data on police employment and examines the issues surrounding the factors associated with progress toward equal employment opportunity, the impact of changing employment practices on police performance, public attitudes, and the dynamics of the police subculture.

The success of the banking sector in the modern era depends on the effective and innovative use of information technology and information is one of the main resources of all institutions, and from the moment of creation of information to the moment of disposal technology plays an important role, so it requires investment and harmonization of investment in information technology and business, recently considered IT is a strategic tool for managing enterprise resources that connects stakeholders, customers, and suppliers, and promotes the conduct of various processes as quickly and efficiently as possible, and is a tool for storing and retrieving business-related information. It is important to create value, which is important for shareholders and helps in achieving the objectives of the institutions and continuity through access to efficiency and effectiveness, the problem of research shows the risks and electronic financial manipulation, which requires great attention in the field of internal control to face those risks, which is increased by increasing the use of information technology. The study used two main hypotheses. The study was applied to a community of (37) banks. A sample of (25) banks was adopted. Checklist was used to collect research data and to perform statistical analysis, SPSS-19 was used to calculate (arithmetic mean, standard deviation, coefficient of difference, relative importance, T test, F test, R2 determination factor), The results confirmed the existence of a statistically significant correlation and impact of the framework (COBIT5) as an internal control tool in the Iraqi private shareholding banks, in addition to the application of the framework (COBIT5) as an internal control tool helped in the governance and management of banks as well as maximize the value and benefit through the use of technology Information. The most important recommendations of the research, was the need for bank management attention in the implementation of the framework (COBIT5) properly and identify areas of the framework (COBIT5) that need to be improved in line with the strategic objectives of the bank.

Bearfield, Maranto and Wolf (2020) advise policy-makers to measure policing outcomes using a metric that includes rates of homicide, police-related civilian deaths (PRCD) , and poverty. They present such an index, which they call the Police Performance Index (PPI). But alternative functional forms that are equally plausible can lead to different rankings of police departments, and therefore different policy conclusions.

Police stops are stressful experiences that may be harmful for health. The present study examines the association between police stops and symptoms of depression in the National Longitudinal Survey of Adolescent to Adult Health. The study sample included non-Hispanic Black ( n = 2,118) and White ( n = 5,629) adults aged 18–26 years surveyed in 1996 and 2001/2002. Both Black and White young adults who have been stopped by police had more symptoms of depression compared to their never stopped counterparts. Among Blacks, the association was attenuated but persisted after controlling for criminal behavior and justice contact. In contrast, among Whites, the association between police stops and depression was smaller in magnitude, and it was explained by self-reported criminal behavior. Given the frequency and the number of people in contact with police, we point to the need to sensitize police departments to potential mental health consequences of proactive policing, and the decreased willingness of the public to seek police help as a result of previous distressing encounters.

This study examines the relationship between police-community racial asymmetry and the use of surveillance technology by local law enforcement. The data come from a nationally representative survey of law enforcement agencies, with supplementary information provided by the Law Enforcement Management and Administrative Statistics Survey, the Census, and the Uniform Crime Reports. Results indicate that police departments that underrepresent African Americans in the community are more likely to use or plan to implement surveillance technology, controlling for a range of agency-and contextual-level factors. One potential explanation for these findings is that surveillance technology operates as a form of social control that is differentially applied to racial minorities to manage what is perceived to be a greater proclivity toward criminal behavior. The implications of these findings are discussed.
