Abstract

Scholarship is financial assistance to support the education process, bidikmisi is one of the scholarship programs provided by the government through the Directorate General of Higher Education (DITJEN DIKTI) Ministry of Research Technology and Higher Education (Ristekdikti) starting in 2010 to students who have adequate academic potential and are less able economy. Bidikmisi data management is handed over to their respective universities with the help of joint funding between universities and RISTEKDIKTI. The registration process for Bidikmisi student selection has been implemented using a management information system at https://bidikmisi.belmawa.ristekdikti.go.id. but the MIS is still focused on the registration process only. In the last two decades, Indonesian higher education system has expanded rapidly in regards to the number of new established institutions and the number of students enrolled in higher education. However, the participation rate within university level is stated as low. In 2016, it only reached 31 percent. It means, although massification has been implemented within higher education system, it is not in line in ensuring equal access to pupils from disadvantaged social groups such as women, lower socio-economic statuses, and students from outer or periphery areas. Rather, it has been evident as a daunting task. Widening participation is not the end of story, since Indonesia should be dealing with another problem which is non-continuation. By performing secondary analysis on several datasets released by World Bank, Indonesian Ministry of Research, Technology and Higher Education, and Indonesian Statistics Bureau, this paper explores several major findings on accessibility and retention problem of Indonesian higher education.

Abstract An assessment of road surface conditions is needed to determine an appropriate road evaluation program. One of the parameters used is the International Roughness Index or IRI. Currently, technological developments encourage the use of smartphone applications as a tool to determine the value of IRI. Comparisons between IRIs obtained using tools, such as roughometers, and IRIs obtained from software applications have not been made. The purpose of this study was to analyze the relationship between the results of the measurement of the roughometer and the results of the Android application Roadbump Pro. This research was carried out on the Sam Ratulangi Road in Palu City, with a segment length of 600 meters and analyzed per 100 meters. The results of this study indicate that smartphone applications provide good IRI measurement results, so they can be used in road stability assessments. In addition, the type of survey vehicle did not have a significant effect on IRI measurements. Keywords: smartphone, International Roughness Index, roughometer, Roadbump, road stability Abstrak Penilaian kondisi permukaan jalan diperlukan untuk menentukan program evaluasi jalan yang tepat.
