Trail use is growing globally. Managers confront the classic dilemma of protecting ecological integrity and providing enriching experiences. They concomitantly face the imperative for sustainability—contemporarily characterized by complexity, uncertainty, conflict, and change. Heightened levels of visitation are cause for immense concerns due to adverse impacts to the environment as well as visitor experiences. COVID-19 exacerbates these challenges as heightened levels of visitation are occurring, while managers simultaneously face decreases in conservation funding, and restrictions on protected area operations. Participatory monitoring and evaluation (PM&E) is an emerging in- novation to collaboratively address social-ecological challenges, such as issues as- sociated with trail use. This research is concerned with exploring the influences of engaging in a PM&E process on stakeholder perceptions of key performance indicators (KPIs) for trails. This study compares stakeholder perceptions of KPIs for trails before and after a PM&E workshop at the Niagara Glen Nature Reserve in Ontario, Canada. Results show that PM&E can facilitate consensus among stakeholders regarding the overall goals of management and associated KPIs for environmental management planning. Stakeholders were shown to experience a real change in their perceptions of KPIs. The PM&E process studied show that participants became more conscious of the wider social realities as well as their perceptions of trail management. The study has important implications for managers concerned with trails and sustainability, including building consensus among key stakeholders to reach management goals, enhancing localized decision making, and building capacity for management towards sustainability. Trails, as well as the wider community can ultimately benefit from participatory approaches to environmental management. Consensus-building through PM&E works to enhance decisions that account for a diversity of perspectives. Stakeholder participation in trail management increases the likelihood that local needs and priorities are met, while allowing stakeholders to build capacity and learn to effectively manage their environments. Furthermore, positive perceptions from being meaningfully involved in PM&E can ensure the support of constituents, which is imperative for the long-term success of management planning.

Ghana has pursued decentralisation since 1988, but its implementation continues to face challenges. Participatory monitoring and evaluation (PM&E) is one of the tools that can help local governments to be more effective in the planning and management of development projects. However, the issues involved in implementing PM&E in rural local governments operating within a rapidly changing sociocultural and political environment have not been sufficiently explored. To fill this gap in knowledge, this paper draws on project and policy documents and primary data on the application of PM&E in District Assemblies’ Common Fund projects implemented between 2013 and 2017 in Ghana’s Lambussie District. Six key informant interviews were held with district- and regional-level stakeholders, and eight focus group discussions were undertaken at the community level. The research found that inadequate provision for operationalising PM&E at the local level, and lack of accountability and feedback mechanisms, resulted in a tokenistic approach to PM&E. The authors suggest that research and advocacy on mechanisms for holding district authorities accountable is vital to the success of future PM&E initiatives at local government level.

The coronavirus disease 2019 (COVID-19) pandemic tested the capacity of local health systems to understand and respond to changing conditions. Although data on new cases of COVID-19 were widely shared in communities, there was less information on the multisector response activities and factors associated with implementation. To address this gap, this empirical case study examined (a) the pattern of implementation of COVID-19 response activities and (b) the factors and critical events associated with both the pattern of new cases and the implementation of the local COVID-19 response. We used a participatory monitoring and evaluation system to capture, code, characterize, and communicate 580 COVID-19 response activities implemented in the city of Lawrence and Douglas County, Kansas. Collaboration across sectors including public health, medical services, city/county government, businesses, social services, public schools, and universities enabled the local public health system’s response effort. Documentation results showed the varying pattern of new COVID-19 cases and response activities over time and the factors identified as enabling or impeding the response and related new cases. Similar participatory monitoring and evaluation methods can be used by local health systems to help understand and respond to the changing conditions of COVID-19 response and recovery.

In this article the authors share their experiences, results, and lessons learned during the creation of a coastal biodiversity participatory monitoring initiative. Throughout 2019, we delivered five training workshops to 51 citizen scientists. Data collected by the citizens scientists were validated by checking its similarities against that gathered by specialists. High similarity values were found, indicating that, if proper training is provided, there is a great potential for citizen scientists to contribute biodiversity data with high value. During this process a certain level of variation in data produced by specialists was found, drawing attention to the need for prior alignment among specialists who may offer training for citizens. In addition, despite overall similar results between specialists and participants, some differences emerged in particular parts of the habitat; for example, the bivalve zones presented higher complexity and hence greater challenge. Identifying key challenges for participants is key to developing appropriate citizen science protocols. Here it is provided preliminary evidence that supports the use of the monitoring protocol to obtain biodiversity data gathered by citizen scientists, assuring its scientific quality. Enhancing participation by the community and specialists is key to further validate the approach and to effectively expand such protocols, enhancing the level of biodiversity data collection. In order to promote participation, and maintain citizen scientist engagement in the initiative, it is recommended the development of new investigations that assess the interests and motivations of the public to take part. It is also fundamentally important to have an effective strategy to communicate the results of participants’ monitoring and their applicability to local and global issues, thus maximizing the continuity of engagement of citizen scientists.

Monitoring methods based on Indigenous knowledge have the potential to contribute to our understanding of large watersheds. Research in large, complex, and dynamic ecosystems suggests a participatory approach to monitoring—that builds on the diverse knowledges, practices, and beliefs of local people—can yield more meaningful outcomes than a “one-size-fits-all” approach. Here we share the results of 12 community-based, participatory monitoring projects led by Indigenous governments and organizations in the Mackenzie River Basin (2015–2018). Specifically, we present and compare the indicators and monitoring methods developed by each of these community-based cases to demonstrate the specificity of place, culture, and context. A scalar analysis of these results suggests that the combination of core (common) indicators used across the basin, coupled with others that are meaningful at local level, create a methodological bricolage—a mix of tools, methods, and rules-in-use that are fit together. Our findings, along with those of sister projects in two other major watersheds (Amazon, Mekong), confront assumptions that Indigenous-led community-based monitoring efforts are too local to offer insights about large-scale systems. In summary, a networked approach to community-based monitoring that can simultaneously engage with local- and watershed-level questions of social and ecological change can address gaps in knowledge. Such an approach can create both practices and outcomes that are useful to local peoples as well as to those engaged in basin-wide governance.
