This research project aims at consolidating and revitalizing translation and interpreting pedagogy with dual emphasis on the cultural soft power and international discourse rights of China via emphasizing international competitiveness. In order to realize the significant needs of the current market requirements and the new era of China, this project proposes the “ICC” interpreting training model. It refers to the combination of intercultural communication competency with international competitiveness as the teaching and learning outcomes by means of integrating the following five components in the course content and the whole curriculum design: (1) interpreting competency – bilingual competence and interpreting skill-based training; e.g., short-term memory and note-taking; (2) national value – strengthening translation and the crucial roles and responsibilities of interpreter trainers and trainees in disseminating national culture; (3) expertise of subject matters – equipping students with expertise for work field and meeting the market requirements; e.g., specific professional knowledge and jargons demanded by the tasks; (4) professional ethics and image – extra-linguistic knowledge emphasizing a translator’s and an interpreter’s professional code of conduct and ethics in a way that can establish the “iconic” image of a professional interpreter; e.g., confidentiality, posture, and appearance; (5) practical assessment – evaluation of students’ performance in practical translation and interpreting opportunities and/or internship in organizations of various natures according to international standards. This research proposes a new training model to incorporate intercultural communication competency with international competitiveness. The significant role of interpreting pedagogy in contributing to a sound national name is investigated. The new “ICC” model that this research is proposing answers such a call for the significant role of raising cultural soft power and international discourse rights in China.

ABSTRAK Kemunculan kerajaan Order Baru yang dipimpin Presiden Suharto telah menukar paradigma dasar luar Indonesia menjadi lebih rapat dengan negara Barat berbanding dengan zaman kekuasaan Presiden Sukarno. Artikel ini membincangkan mengenai senario yang membawa kepada kewujudan peluang kepada negara kuasa Barat seperti Amerika Syarikat (AS) dan Britain untuk menguatkan pengaruh di negara itu. Selain itu, artikel ini juga turut menganalisis dimensi hubungan yang lebih makro yang berbentuk multilateral dengan negara-negara sekutu Barat yang lain seperti Australia, New Zealand, Jepun dan Perancis serta pertubuhan-pertubuhan antarabangsa. Hubungan ini direalisasikan melalui kerjasama ekonomi, sosial dan kebudayaan demi kepentingan pembangunan Indonesia dalam era pentadbiran Order Baru. Artikel ini menggunakan kaedah kualitatif dengan pendekatan historiografi. Datadata sejarah dianalisis secara diskriptif dengan menggunakan sumber-sumber primer dan sekunder. Bahan-bahan primer merupakan rekod-rekod rasmi kerajaan British yang diperoleh dari Arkib Negara United Kingdom dan rekodrekod Jabatan Negara AS yang diakses dari laman sesawang rasmi Arkib Jabatan Luar AS (Office of Historians). Bahan-bahan sekunder yang terdiri daripada buku, artikel dan bahan-bahan atas talian. Dapatan utama penulisan ini membuktikan elemen ‘soft power’ iaitu bantuan ekonomi dan sosial telah membentuk persekitaran politik baru di Indonesia semasa era Order Baru. Tujuan bantuan-bantuan ini adalah bertujuan untuk mengukuhkan pengaruh di rantau ini dalam menyekat ancaman komunis di Asia Tenggara (AT) semasa Perang Dingin. The age-old struggle for influence in Asia, intensified in recent decades, has gained a new player in the form of dynamic China, one of the leaders of world politics and the economy of today. The authors draw on the opinions of foreign and domestic experts to determine the reasons for the involvement and role of the People’s Republic of China (PRC) in resolving the conflict in the Islamic Republic of Afghanistan (IRA) and to link these activities to China’s renewed strategy in the Middle East as a whole. The research done by the authors over the last six months has developed rapidly in recent weeks and even days, indicating that geopolitical turbulence is developing in recent times.The article classifies the full range of the People’s Republic of China interests in the Islamic Republic of Afghanistan and identifies the factors that influence the formation of China’s system of interests in Afghanistan, including factors in the international environment. The consequences of the pandemic and China’s new opportunities to use soft power to advance its interests have been identified. The People’s Republic of China’s strategy in the region has been defined and attention has been paid to security issues.Beijing’s envisaged steps to promote its projects in the region have been presented.
