In July 2018, the Minnesota Department of Corrections revised the criteria it uses to place soon-to-be-released prisoners on intensive supervision by shifting from mostly offense-based conditions to those based exclusively on risk. In doing so, this policy change provided a unique opportunity to evaluate not only the impact of intensive supervision on recidivism but also whether risk-based policies lead to better outcomes. Using Cox regression and negative binomial regression on a sample of 1,818 persons released in 2018, we found that intensive supervised release (ISR) significantly reduced the hazard for general, felony, and violent reoffending. We also found, however, that ISR significantly increased the risk of a technical violation revocation. The findings from our cost–benefit analysis showed that, despite the relatively high costs it incurred, ISR was a cost-effective intervention because it reduced reoffending for those with a higher risk of committing serious, violent crimes.

The Indonesian Archipelagic Sea (ALKI) is a sea channel. ALKI II and III are routes that are busy by ships so that they have a positive impact on the growth of ship traffic in KTI. However, this has not been accompanied by an optimal safety system, especially due to the unpreparedness of the operators and regulators. This study uses quantitative analysis methods to assess the application of safety management through respondents’ opinions. The results of the study indicate that shipping safety arrangements still require improvement, in particular strengthening the ability of ship crews to handle actions at sea, understanding of safety management for owners and operators, and more intensive supervision of personnel. However, the government has made efforts to synergize national laws and regulations related to shipping safety to improve safety management in ALKI 2 and 3. n this exploratory phenomenological study, the authors researched the experiences of doctoral level supervisors (N=5) who piloted a new supervision approach, Multi-Tiered Intensive Supervision (MTIS). MTIS is a 13-week supervision intervention that involves hierarchical supervisory experiences which includes clinical supervision with three different professionals. This approach applies an anti-racist framework and merges the components of traditional supervision models which allows concepts such as knowledge development of multicultural counseling theory, conceptualization of the intersectionality of cultural identities and enhanced personal self-awareness across each layer of supervision. Five themes were identified: (a) recognition of power, privilege, and oppression; (b) personal impact; (c) deficits in current supervision training and models; (d) supervisory skill development; and (e) impact of MTIS. Implications and recommendations for supervisors, counselor education programs, and researchers are provided.

Abstract Drawing from focus groups and semi-structured interviews, this paper examines decision-making practices and monitoring techniques of Canadian Intensive Supervision Units (ISUs) managing high-risk individuals in the community. We argue that ISU subjects are hyper-individualized through their unique conditions of release, contesting notions that actuarial risk assessments have eclipsed individual understandings of dangerousness in risk, correctional and policing literature. Using Foucault’s disciplinary, pastoral and confessional dispositifs, we highlight how ISU agents make subjects active participants in their own punishment. Moreover, we illustrate how dispositifs not only allow ISU agents to understand, select and govern subjects but also, more problematically, transform subjects into ostensibly dangerous entities reifying and necessitating escalating criminal justice interventions under auspices of protecting the community from potential—not guaranteed—harm.

Abstract Background: Physician associates (PA) are dependent healthcare professionals with two-years post-graduate generalist medical education. PAs can work in primary care immediately after graduation. However, PAs are novel to, and still relatively uncommon within, UK primary care. Recognising the challenges presented by UK primary care, including the undifferentiated, complex sociomedical and non-protocolised presentations, a novel one-year internship scheme was established to support PAs to work in primary care and to support PA retention in primary care and within the geographical region. This evaluation sought to gain feedback to guide further roll-out and development of the internship and to establish its success in supporting PAs into primary care. Methods: The Staffordshire PA Internship (SPAI) scheme was introduced in Staffordshire in 2017. PAs worked concurrently in primary and secondary care posts for one year, with protected weekly primary care focussed education sessions. Posts were subsidised and PAs were centrally employed. Evaluation data pertaining to the first two cohorts were sought from the PA interns, supervising GPs and practice managers. Results: By evaluation end, eight of the ten PAs had completed the internship. Practices valued the subsidised, central employment model of the internship as it provided a risk-limited opportunity to explore the PA role, which iteratively developed to establish weekly timetables that best suited PAs and practices. While the one-year PA programme had seen PA interns develop significantly from the start, many practices and PAs felt that a two year programme may have been preferable. There were mixed views about whether a split post or sequential posts may be preferable, however, PAs did not have experience of the latter. Conclusions: This test-of-concept SPAI was successful in retaining PAs in primary care in the geographical area of the internship. However, it highlighted the need for PA interns to have intensive supervision, particularly in the early weeks, and a dedicated educational programme, which was only possible due to the internship arrangements. The optimal internship design remains unknown, however, sole primary care internship posts may accelerate upskilling of PA interns for the challenges of primary care and may better support their integration within practices.

North Sumatra Province requires the provision of quality seeds to meet the demand for import. The research objective is to analyze positive laws, technical requirements mechanisms, licensing constraints for importation of seeds from abroad in North Sumatra. Using empirical juridical research methods, with a qualitative approach. Enforcement or implementation of normative legal provisions in action on legal events that occur. Conducted interviews with the staff of the Class II Medan Agricultural Quarantine Center. The conclusion is that the import of seeds is specifically regulated in Law Number 21 of 2019 concerning Animal, Fish and Plant Quarantine. Government Regulation Number 82 of 2000, Regulation of the Minister of Agriculture Number 15 of 2017 concerning Importation and Exportation of Horticultural Seeds and Regulation of the Minister of Agriculture Number 127 of 2014 concerning Importation and Exportation of Plant Seeds. Obtaining a permit from the Minister of Agriculture accompanied by a certificate from the country of origin states that the seeds are free from plant-disturbing organisms, namely HpHK, HPIK, or OPTK. The officers can control the seeds that contain plant pests in plant media in North Sumatra by conducting intensive supervision at the entry point as an effort to protect against harm to humans, including damaging the preservation of natural resources.

The article analyzes the norm that regulates the granting of the right to movement without a convoy or escort to convicts outside the correctional facility. Attention is drawn to a significant increase in the provision of this right to convicts in 2019. The main problematic issues that arise when granting this right are considered and possible solutions are proposed for some of them. When granted the right to move without an escort, convicts are less likely to commit crimes again. Firstly, not all convicts are granted this right, only those who deserve it both by their law-abiding behavior (systematic compliance with the internal regulations and the legal requirements of the administration of the facility) and by good indicators in labor activity, which may also indicate their correction. Secondly, receiving the right to movement without an escort, the convicts have an internal urge not to commit crimes and other offenses. There is also a possibility that these persons can contribute to the suppression of violations by other convicts. Thirdly, by granting this right, the administration of the correctional facility provides for the efficient facility-related work, as well as for less intensive supervision.
