The paper considers the problems of affordable housing market, construction quality improvement with the introduction of saving technologies, modern materials for comfortable living conditions for citizens through the housing policy to solve important socio-economic problems.The aim of this work is to develop new regional programs for low-rise construction, which will contribute to an increase in the volume of low-rise construction under commission, improvement of quality and living conditions, compliance with the requirements for energy efficiency and accessibility in remote areas of specific climatic conditions for certain categories of citizens employed in socially significant industries.The proposed approach to the regional program development of low-rise construction will increase its efficiency of regional strategic planning through the interaction between the subjects of the program implementation based on the formation of base and variable models of the business mechanism of low-rise construction. Using this approach, certain categories of citizens employed in socially significant industries will be provided with inexpensive, comfortable and energy-efficient houses in remote regions with specific climatic conditions.

In modern conditions, there is a large-scale transformation of the Russian economy in the direction of its digitalization, accordingly, the innovative activity of enterprises and organizations is of particular importance. This work is devoted to the assessment of the dynamics of innovation activity of Russian enterprises for the period from 2010 to 2020 according to Rosstat of the Russian Federation. The analysis of the main indicators of innovation activity indicates that the level of innovation activity in the whole country is low, and most of the indicators show negative dynamics, which jeopardizes the implementation of many large-scale innovative projects. The results of the study can be used in planning and adjusting federal and regional programs for digitalization of certain industries and areas of activity.

The main content of federal and regional programs for patriotic education of the citizens of the Russian Federation is targeted at work with school students, which puts emphasis on the analysis of young people opinion of these programs effectiveness. Basing on the data of the mass survey of senior school students in 10 regions of the Siberian Federal district, the article brings out their grounds for differentiating patriot and non-patriot, the comparative analysis of representations of these groups of pupils as about priority subjects of patriotic education and effective execution of its particular trends. The article has pointed out positive attitude of the majority of school students to anchoring patriotic values in youth environment through patriotic films. Young people have ambiguous attitude to the idea of compulsory patriotic education in schools and universities, and school students who do not identify themselves as patriots are negative about it. The participation of school students in patriotic events has been linked to their further self-identification as patriots. The authors emphasize that the formalized approach to working with young people leads in practice to a low level of their awareness of the content of the main directions of patriotic education, weak and not systematic involvement of schoolchildren in patriotic events and the work of patriotic associations. Based on the results of the study, the article concludes that there is a fairly large number of young people who do not share patriotic values and critically assess the effectiveness of many areas of patriotic education programs.

This article describes reforms aimed at ensuring openness and transparency of the budget in Uzbekistan based on the Action Strategy for 2017-2021. Suggestions and recommendations were made to increase the transparency of the process of financing regional programs of socio-economic development.The purpose of the study is to analyze the current situation with the transparency of financing programs for the socio-economic development of regions, to develop proposals and recommendations for the effective use of local budgets in the future by increasing transparency.Scientific novelty of the research:1. The need to increase the role of mass media in strengthening public control over the spending of budget funds at the national level, ensuring the effective implementation of regional (regional, district and city) budgets;2. It is proposed to achieve the focus on financing the planned activities for socio-economic development of the regions by strengthening the activity of citizens in monitoring the implementation of budgets;3. In order to ensure the transparency of budget processes, it is necessary to regularly publish indicators related to budget execution on the official websites and periodicals of territorial (regional, district and city) executive bodies.Keywords. The article considers the place of public spaces in the fabric of panel microdistricts, Pervomaisky and Universitetsky in Irkutsk. It analyses the current condition and problems of public spaces. It gives the examples of improvement of areas under the federal and regional programs on improving the comfort of urban environment. The specific features of the formation of a pedestrian boulevard in the given microdistricts are revealed and the necessary factors for the creation of a successful and frequented public place are identified.

Objective: Our objective is to estimate CoV-2 infection rates in a rural state using seroprevalence of antibodies to CoV-2 as an indicator of infection. Study Design and Setting: This is a single-site study within an academic center and regional programs within the state of Arkansas. We obtained residual serum samples from a convenience sample of adults who were outpatients and came to the hospital or regional clinic for non-COVID-related reasons. We collected remnant in three time periods (August 15 to September 5, September 12 to October 24, and November 7 to December 19). Results: In 2020, the overall age, gender, and race standardized prevalence of CoV-2 antibodies was 2.6% (August to September), 4.1% (September to October), and 7.4% (November to December). There was no difference in seroprevalence between urban compared to rural areas. Positive tests were not uniformly distributed across racial and ethnic minorities. Higher seroprevalence rates were found in Hispanics and Blacks or African Americans compared to whites across all time periods. Conclusions: In a state with a large rural population, 2.6-7.4% of people experienced CoV-2 infection by December 2020. Blacks and Hispanics had disproportionately higher rates of CoV-2 infections than whites.

The purpose of the research is study and define methods for evaluating the effectiveness of regional programsMethodology - in the course of the study, methods of comparative analysis, analogies, generalizations, classification, systemic and structural approaches, as well as the theory of strategic management at the city level were used. The research information base includes data from the Bureau of National statistics of Agency for Strategic planning and reforms of the Republic of Kazakhstan, the Ministry of Regional Development of the Republic of Kazakhstan, as well as information published in foreign publications.Originality / value of the research. The study carried out a comprehensive multilateral assessment of the effectiveness of regional programs, which is a system of indicators characterizing regional programs in different aspects.Findings - the ways of increasing the efficiency of regional programs by means of their separation and periods of implementation are proposed, ensuring their continuity in achieving a comprehensive effect. Recommendations are given to regional authorities and administrations to improve the effectiveness of the main regional programs in the short and long term.

Problem setting. Executive authorities and local self-government bodies in Ukraine take part in the development and implementation of regional targeted programs aimed at the development of respective territories. While elaborating the programs, they apply the regulatory framework determining the principles of development, approval and implementation of state targeted programs, that does not reflect the specificity of regional programs, territorial community programs. Project management methodology constitutes one of the most efficient regional development tools that are almost not used in the development of regional targeted programs. To ensure efficient management of cultural heritage protection, attention should be paid to the development and further implementation of regional targeted programs, with due account of the project approach methodology. Recent research and publications analysis. The studies of the project approach application for solving development tasks at different levels of public administration have been performed by Т. Mamatova, О. Medvedieva, V. Rach, І. Chykarenko, and others. Analytical study of cultural heritage management as well as specific aspects of program analysis has been made within the project “ReHERIT: Shared Responsibility for Common Heritage” and project “CHOICE: Cultural Heritage and Contemporaneity”. Highlighting previously unsettled parts of the general problem. In spite of the researcher’s interest in the selected range of problems, the issue of program development in the field of cultural heritage with due account of the project approach remains understudied. Paper main body. According to the data of the analysis made, as of the beginning of 2021 comprehensive cultural heritage preservation programs are being implemented in 10 regions of Ukraine. In 12 more regions activities (program section, specific activities or projects) aimed to preserve cultural heritage, fixed in the cultural development or economic and social development programs are being implemented. Kyiv and Luhansk regions (government-controlled territory of Ukraine) have not approved regional programs regulating the field of cultural heritage protection. The results of program analysis have pointed to problems in the development and protection of cultural heritage, that have been grouped by different aspects. Problems indicated in most programs are of descriptive nature, characterize the situation as of the moment of development, with no account of the trends over a certain period of time, are not always supported by actual statistical, financial, and other indicators. Analysis of regional programs under implementation has shown that some of them contain general wording, goals, are characterized by the lack of logical correlation between directions and problems. Availability of respective resource provision constitutes the necessary precondition for the achievement of the goal and expected outcomes of programs. Under the decisions “On the Regional Budget for 2021”, as far as allocation of the regional budget costs for the implementation of local/regional programs is concerned, regional councils have approved funding for the implementation of 4 programs (out of 10 comprehensive ones), the activities of which are aimed at the cultural heritage preservation. Conclusions of the research and prospects for further studies. Implementation of the project approach in the development and implementation of regional targeted programs will enable to more efficiently and rationally use budget funds and involve budget and non-budget funding based on the outcomes planned and complying with the state and regional policy priorities. Unified principles and approaches are not followed in the development of regional programs. In order to improve the efficiency of program implementation it is necessary to take into account mutual relations between program components, adequacy of the goal, tasks, and final outcomes in the course of their development.
