Subject. This article focuses on the investment web portal as a necessary communication tool and a way to govern the investment attractiveness of the region. Objectives. The article aims to conduct a comprehensive study of the problem of promoting regional investment web portals in the information environment. Methods. For the study, I used the methods of logical and statistical analyses, induction and deduction, comparison, and generalization. Results. The article describes the advantages of Internet portals of investment projects and the peculiarities of using Social Media Marketing (SMM) within public structures. It highlights the function of social networks in the process of interacting with the audience. Conclusions. Social Media Marketing is an integral tool for engaging with the investment community and one of the most effective ways to promote a regional investment web portal. The presented original methodology can be used by regional investment portals to analyze interaction with the audience and design a development strategy.

Web portals have the potential to promote sustainable environmental ideas due to the capacity of digital media, such as easy accessibility, openness, and networking. Local authorities (LAs) are responsible for activating carbon savings in homes, and they are key actors when it comes to providing neutral information to their citizens. Local authority web portals may thus create environmental awareness, particularly regarding owner-occupied single-family home renovation. Nevertheless, the experiences of LAs developing web portals have rarely been studied. Therefore, this paper analyses the development process of various LA web modules and investigates how LAs foster modular web portals to stimulate the adoption of home renovation with parameters to assess LAs’ actions in terms of the management of web-modules development. A homeowner renovation journey model is applied to map current local authority developments. Case study research and interviews were done to analyse and evaluate the adoption of modular web portals developed and tested by six local authorities in four countries in Europe. Based on the development and use of the modular web portal, lessons have been derived emphasising the importance of co-creation, integrating with offline activities, and a strategic management plan.

This research revealed the importance of public service web portals for an e-government information system. An e-government portal is interacting with its administrators, citizens, businesses and other governments helping them increase their operations performance. The authors have developed, modeled, formulated and compared an efficient assessment framework for e-government portals. In order to accomplish such task many quantitative factors and indicators were taken under consideration; also, other frameworks have been studied and compared. The authors focused on the web portals services quantity that the interested parties should use, in order to create an well designed public services’ web portal. This research provides a framework model to evaluate the basic common digital public services that a government offers to its interactive stakeholders, so that all other countries across the world can predefine weaknesses and strengths, improve existing or formulating new e-services. The importance of the assessment framework model is thoroughly explained through the results.

The article aimed to characterize the contribution of Brazilian state web portals to the transparency of the vaccination process against COVID-19. This research is descriptive, undertaken through a documentary study with a quali-quantitative approach. The purpose of the investigation comprises the web portals of the 26 Brazilian states and the Federal District. The study was guided by the application of the COVID-19 Vaccination Transparency Index (ITVC-19). The study data were obtained in six surveys carried out from the analysis of the portals, using content analysis as the processing technique. The constancy of some states at higher and lower levels (i.e., the extremes) and the evolution of others going from lower to higher levels was observed. Although the vast majority of web portals of Brazilian states contribute to the transparency of the vaccination against COVID-19, there are still states the portal of which, for being at opaque, low, or intermediary levels, seem to exist more due to a dominant technological imperative and less to favor the transparency of government actions. The study has a direct theoretical implication when it enables the development of an index that contributes to analyzing the transparency in the vaccination process against COVID-19. It is assumed that, in the future, the index may also be used for new studies on vaccination campaigns, not just this one restricted to the pandemic context. Consequently, it contributes to bridging the gap in the literature, notably the national literature. The practical contribution is also demonstrated by the provision of a diagnosis that, albeit specific, may be used by public managers interested in advancing vaccination transparency.

Las participación de las pequeñas y medianas empresas  (PyMEs) dentro del mercado de valores, fue un objetivo casi inalcanzable, debido a que existían requisitos que en su mayoría no podían cumplirse. Mejía (2007), refiere que los obstáculos para ingresar al mercado de valores, son motivos por los cuales las PyMEs acudan al crédito tradicional como fuente de financiamiento. Es por esto que el presente trabajo tiene como objetivo desarrollar el esquema operativo de las emisiones sindicadas de obligaciones como instrumento financiero, para la PyMEs del sector metalmecánico en Guayaquil, Ecuador. Para cumplir con este objetivo se realizó un estudio descriptivo comparativo utilizando la técnica de encuestas; además, se hizo uso de fuentes secundarias como los portales de web, revisión bibliográfica, entre otros. De los hallazgos se identifica que las PyMEs se financiaban exclusivamente con proveedores, debido a la restricción de los créditos bancarios; sin embargo se ha reconocido otras formas de financiamiento como el mercado de valores de Ecuador. // The participation of Small and Medium Enterprises (SMEs) in the market, was a goal almost unattainable, because there are requirements to be met most of whom could not be fulfilled. Mejia (2007), points out that the obstacles to entering the stock market are the reasons why SMEs ask for traditional credit as a financing source. That is why this paper aims to develop the operational scheme of syndicated issues of obligations as a financial instrument for SMEs in the metalworking sector in Guayaquil, Ecuador. To achieve this objective, a comparative descriptive study was carried out using the survey technique; In addition, secondary sources such as web portals, bibliographic review, and others were used. The findings identify that SMEs were financed exclusively from suppliers, due to the restriction of bank loans; however, other forms of financing have been recognized, such as the Ecuadorian stock market.
